BY THE PRESIDENT OF THE SUPREME STUDENT COUNCIL

EXECUTIVE ORDER NO. 1

CREATING A SPECIAL COMMITTEE OR EXECUTIVE BOARD IN THE SUPREME STUDENT


COUNCIL TO FORMULATE A NEW CONSTITUTION-BY-LAWS OF THE SAME
ORGANIZATION IN NAGA COLLEGE FOUNDATION
WHEREAS, a new Constitution-by-laws will be made to supersede the current one that is in full
force and effect; that the same law was nowhere to be found in every office existed in the Basic
Education Department;

WHEREAS, the exigency for a new Constitution-by-laws for the Supreme Student Council is a
must for it is a need to determine the powers and how will the authority of the Student
Government be effective in the institution;

WHEREAS, in order to properly distinguish the validity and constitutionality of the new
Constitution-by-laws, it is necessary to create first a special committee that will determine the
rules and regulations in order to employ a proper guidelines and procedures in the
Constitutional Assembly.

NOW, THEREFORE, I, JOHN SEBASTIAN A. FLORES, President of the Supreme Student Council,
by virtue of the powers vested in me by law, do hereby order:

Section 1. Special Committee. The Special Committee is hereby created by the Supreme
Student Council consisting of the following members:

 President of the Supreme Student Council (JHS & SHS)


 Vice-President for Internal Affairs (JHS & SHS)
 Vice-President for External Affairs (JHS & SHS)
 Supreme Student Council Advisers (JHS & SHS)

Section 2. Powers and Functions. The Special Committee shall act as the Executive Board for
the Constitutional Assembly in formulation of a new Constitution-by-laws of NCF BED
Supreme Student Council.

The Executive Board shall have the authority to determine the rules and regulations and decide
the point of order in every meeting for the Executive Board and in the Constitutional Assembly.

The Special Committee may convene when there will be amendments or revisions to the
Constitution of the Supreme Student Council; and the committee shall, within 36 hours,
formally convene the Constitutional Assembly or Convention.

The Executive Board shall determine whether to convene the Constitutional Convention or
Constitutional Assembly.

Section 3. Constitutional Assembly. The Constitutional Assembly is hereby formulated by


virtue of this order under the supervision of the Executive Board.

The Constitutional Assembly is convened for the purpose of drafting or revising the
Constitution of the Supreme Student Council. The Members of the Constitutional Assembly
shall be the Officers elected by the student voters in both Junior High School and Senior High
School.

The Members of the Constitutional Assembly shall be determined by the Executive Board, and
may increase in membership; which members shall be chosen by the same committee
supervising the assembly.

Section 4. Constitutional Convention. The Constitutional Convention is hereby created by


virtue of this order under the supervision of the Executive Board.

The Constitutional Convention is convened for the purpose of drafting or revising the
Constitution of the Supreme Student Council. The Members of the Constitutional Assembly
may be elected by the students in both JHS and SHS, or be appointed by the Executive Board.

The Members of the Constitutional Convention shall be determined by the Executive Board,
and may increase or decrease in membership; which members if ever be appointed, shall be
chosen by the same committee supervising the convention.

Section 5. Separability. If any provision of this Order is declared invalid or unconstitutional, the
other provisions which are not affected shall remain in full force and effect.

Section 6. Repealing Clause. All issuances, rules and regulations contrary to or inconsistent
with this Order are hereby repealed, modified, or amended accordingly.

Section 7. Effectivity. This Order shall take effect immediately.

Done in the City of Naga, this 19th day of November, in the year of our Lord, Two Thousand
and Twenty-Two.
