Executive Order No. 005-2023
Section 3. – Internal Vice President. The Internal Vice President shall act as its overall head of
the class presidents. He shall exercise general supervision over the affairs of the class officers in
Junior High School; matters relating to student affiliations but not beyond private classroom
matters.
The Internal Vice President shall exercise his powers through the actions of the Grade Level
Governors. He may issue such orders or instructions if be necessary without the consultation of
the President. He shall not execute his authority under this order directly to the Class
Presidents, or to any Class Officer and Grade Level Officer, except in cases that requires
immediate action by his office.
He shall always work with the Governors, SSC, Departmental, and Class Advisers in whatever
decision he would take.
Section 4. – Departmental Governors. The Governors of every grade level is hereby given
power to exercise control in their respective grade levels. They are vested authority by this
order to initiate activities or any recreational events if they may seem to be necessary or
appropriate in their constituents.
The Governors may exercise the powers and duties of the President of the Supreme Student
Council; which functions will be only in their grade level. Other powers of the President that will
be exercised by any governors, which powers are only exclusive to the chief executive alone
shall not be delegated without due consent of the Internal Vice President.
Section 5. – Class Presidents. The Class Presidents in every grade level per section shall be the
local chief executive of their classroom. Elected by a majority of their class, he shall ensure that
all affairs hereinafter exercised in their room shall be in accordance with the rules and
regulations passed by the institution in the Basic Education Department.
The Governors in every grade level may give directives to the class president if he may deem
necessary, instructions that relate to student activities. He may issue such orders as they may
deem to be necessary but shall not go beyond that are related to private classroom matters.
The Class President shall coordinate with his class adviser and to the governors in his grade
level department, matters concerning to its activities that may be implemented, or within the
instructions of the student council itself.
Section 6. – Class Vice Presidents. They shall have the same functions and duties of their class
president. He shall assume full responsibility of the President, if he is removed, resigned or died
in office.
Section 7. – Grade Level Presidential Coordinators. It is hereby created a Grade Level
Presidential Coordinators. Its functions shall assist the governor directly in matters relating to
student activities, such as initiating SSC Programs that requires attention of the students.
The Grade Level Presidential coordinators shall be also a class president in a random section
appointed by the Governor to assist in deliberating necessary or important matters from the
Council that needs attention of the rest of the class officers.
He shall only oversee and help other class presidents as well in his own grade level, such
assistance shall not go beyond student supervision; which power is vested in the governor
alone.
Section 8. – Powers of the VP for Internal Affairs. He shall have the power to convene a
meeting with all class presidents, which meetings shall only be for official businesses, like
monthly reporting, elaboration of future events, and other official student matters, not
concerning private classroom matters.
The VP for Internal Affairs shall not call the attention of any class president without the
consultation of the President; matters relating to personal agendum, classroom affiliations, and
other matters.
The President of the Supreme Student Council may call the class presidents for a joint session
anytime.
Section 9. – Supervision of the Governors. The Governors in in every grade level may
coordinate with the class presidents in their department whenever they please, and he may call
for a session as well without consultation of the VP for Internal Affairs.
Section 10. – Rules of the Meeting. All meetings that are convened by any student officer must
not exceed at 4:30 in the afternoon. The presiding officer, in an orderly manner must
immediately adjourn session when the clock strikes at the provided time, regardless if the
meeting is either done or undone.
In all meetings, the adviser of the Supreme Student Council, or any Departmental Adviser shall
be always present.
Section 11. – Separability. If any section of this order is held unconstitutional or invalid, such
provisions which are not affected shall remain in full force and effect.
Section 12. – Repealing Clause. All orders, regulations or any part thereof which are
inconsistent with this Order are hereby repealed, modified, or amended accordingly.
