MEMORANDUM CIRCULAR NO. 1

SUSPENDING ALL INTERNAL AND EXTERNAL TRANSACTIONS IN THE STUDENT COUNCIL

WHEREAS, intense storm continually affects the operations of public and private corporations in
parts that are included in the suspension order by the City Mayor and other administrative heads
of government;

WHEREAS, Severe Tropical Storm “Paeng” (NALGAE) slightly intensifies while moving
northwestward over the Philippine Sea with the speed of 15km/h and strong to gale-force winds
extend outwards up to 480km from the center as per the report of DOST-PAGASA earlier at
5:00 AM

WHEREAS, Tropical Cyclone Warning Signal No. 2 was raised in eastern portion of Camarines
Sur particularly in (Caramoan, Garchitorena, Presentacion, Lagonoy, Goa, San Jose, Tigaon,
Iriga City, Sanglay, and Buhi.), and the rest of Camarines Sur under TCWS No. 1.

NOW, THEREFORE, I, JOHN SEBASTIAN FLORES, President of the Supreme Student Council, by
virtue of the authority conferred upon me, the following are hereby ordered:

SECTION 1 – All transactions of the Supreme Student Council whether internal or external
shall be suspended until lifted.

All agendas whether online or verbal are as well suspended.

SECTION 2 – For the safety of all elected officials under the Student Council, it is advised that
all student leaders shall remain in their residences until due notice.

This Memorandum Circular shall take effect immediately.

Done in the City of Naga, this 28th day of October, in the Year of our Lord Two Thousand and
Twenty-Two.
