MEMORANDUM CIRCULAR NO. 2

RESUMPTION OF ALL SSC TRANSACTIONS AND AGENDA AFTER THE CALAMITY

BROUGHT BY TYPHOON NALGAE “PAENG”
WHEREAS, as of 5:00 PM, Philippine Standard Time, Typhoon Paeng maintains its strength
while moving over San Pablo, Laguna; having an intensity of maximum sustained winds of
95km/h near the center, gustiness of up to 160km/h, and central pressure of 985 hPa;

WHEREAS, this afternoon through evening: Heavy to intense with at times torrential rains likely
over Metro Manila, CALABARZON, Marinduque, Romblon, Mindoro Provinces, and the
northern portion of Palawan including Calamian and Cuyo Islands. Moderate to heavy with at
times intense rains likely over Camarines Provinces, mainland Cagayan Valley, Cordillera
Administrative Region, Western Visayas, and Central Luzon. Light to moderate with at times
heavy rains possible over the rest of Luzon and Visayas;

WHEREAS, Camarines Sur, particularly in Naga City was declared to be under TCWS No. 2,
while still experiencing heavy rains throughout the region;

WHEREAS, The Supreme Student Council shall protect its officers, students and every person
under it; they shall ensure that all constituents will be assured of their safety and security.

NOW, THEREFORE, I, JOHN SEBASTIAN FLORES, President of the Supreme Student Council, by
virtue of the powers vested in me, do hereby order:

Due to the ongoing heavy rainfall experienced by the Region caused by Typhoon Paeng, and
upon the report of the DOST-PAGASA as of 5:00 PM, Philippine Standard Time, it is hereby
ordered that all transactions of the Supreme Student Council shall be put back in progress.

However, all verbal or physical transactions is still prohibited by this order and shall only allow
virtual and online transactions; and, that the full resumption of its Internal and External Affairs
shall continue on Monday, October 31, 2022.

This order shall take effect immediately upon its approval.

Done in the City of Naga, this 29 th day of October, in the year of our Lord, Two Thousand and
Twenty-Two.
