The primary duty of Security Services is to secure and protect the


officials/employees and all properties of the Department from theft, robbery, pilferage
and other crimes/unlawful acts against person and property by way of strict
implementation of the “Omnibus Security Rules and Safety Measures” and other related
laws.

A. FUNCTIONS, DUTIES AND RESPONSIBILITIES


A.1 Designated Area Supervisor

1. Supervises permanent / outsourced security guards.


2. Monitors and reports the performance of permanent / outsourced security
guards.
3. Coordinates with other off-site government-private agencies on security
matters and on emergency cases.
4. Performs other functions related to security matters.

A.2 Outsourced Security Guard


1. Guards and secures all officers, employees, clients and all properties within
his / her area of responsibility.
2. Implements strictly standing regulations, rules, guidelines and policies related to
safety and security.
3. Prevents any unlawful or illegal acts within the assigned premises or its area of
responsibility.
4. Records / logs all incoming / outgoing personnel, clients and vehicles.
5. Records / logs all incoming / outgoing goods, materials and scrutinize its supporting
documents.
6. Reports and provides assistance in cases of emergency, such as vehicular accident,
fire, typhoon or natural calamities and social disorders like riots, strikes and any
untoward incidents.
7. Maintains hotlines / emergency numbers.
8. Performs tasks and obligations diligently as stipulated in the contract.

Outsourcing of Security Guards / Janitorial Services


B. Institutionalized Contract of Service
As a general rule, government agencies may avail of outsourced services through
institutional contract of service, subject to the following conditions:

B.1 Workers hired through institutional contract of service shall be remain


employees of the contractor of service provider.

B.2 The contract service provider shall be responsible providing the workers with
compensation and benefits compliant with existing labor law including the necessary
social security and other benefits mandated by law in addition to the direct
compensation as payment of their services.

C. Individual Contract of Service

Government agencies may enter into contract of service with individuals as


consultants / contractors subject to the following guidelines:

C.1 The term of contract between the agency and the individual contractor shall be
for a maximum period of one year, renewable at the option of the Head of Procuring
Entity, but in no case shall exceed the term of the latter.

C.2 Engaging the services of individual contractor shall be subject to pertinent


provision of R.A 9184 and its implementing guidelines as applicable, and the existing
budget, accounting and auditing rules and regulations.
