PROJECT DESIGN

I. PROJECT TITLE: Project UsaPP (Uganayan sa Pagpapaunlad ng Paaralan)

II. Project Proponent: The project is spearheaded by the school head and the teachers of
Bantulinao Elementary School

III. Time Frame: September 2021- July 2022

IV. Rationale
Despite the harsh reality of the pandemic we are currently facing, Filipinos have a
special way of figuring out how to survive and view it from a wider viewpoint. People who
have lost their jobs are now attempting to make a living by selling things online. Others have
quickly switched from working in traditional offices to doing so from home. The way we view
and value things has changed as a result of COVID19. Even if some people find these
changes difficult, they have become what we refer to as the new normal. Nobody was ready
for such a rare occurrence. It's a period that most educators would characterize as being
unprepared and willing to lose in battle..
The Department of Education, however, has remained faithful in its belief that
"Learning must continue." The suitability of various learning modalities for students' needs
and interests in ongoing learning has been addressed and investigated. For instance,
Bantulinao Elementary School will employ modular distance learning, in which students are
provided printed materials to study and complete. This is based on a survey that parents
completed while enrolling their children, which asked them about the resources they had at
home and their preference(s).
Parental involvement in the education of students begins at home with the parents
providing a safe and healthy environment, appropriate learning experiences, support, and a
positive attitude about school. Several studies indicate increased academic achievement
with students that have involved parents (Epstein, 2009; Greenwood & Hickman, 1991;
Henderson & Berla, 1994; Rumberger et al., 1990; Swap, 1993; Whitaker & Fiore, 2001).
Studies also indicate that parental involvement is most effective when viewed as a
partnership between educators and parents (Davies, 1996; Emeagwali, 2009; Epstein,
2009). By examining parents’ and teachers’ perceptions, educators and parents should have
a better understanding of effective parental involvement practices in promoting student

achievement. Numerous researchers such as Berger (2008), Davies (1996), Epstein (2009),
and Henderson and Mapp (2002) have studied parental involvement and its effects on the
educational process over the years. A leading researcher of parental involvement is Joyce
Epstein, the founder and director of the National Network of Partnership Schools at Johns
Hopkins University.
With numerous studies and work in over 100 publications, Epstein focuses on
school, family, and community partnership programmes that will improve policy and practice
in an effort to increase student academic achievement and student success. Epstein has
identified a framework which containing six important factors with regards to parental
involvement. This framework is based on findings from many studies of what factors are
most effective with regards comes to children education (Epstein, 1995, 1996, 2001, 2003,
2009). Those six factors are parenting, communicating, volunteering, learning at home,
decision-making and collaborating with the community
As part of the implementation of the progressive expansion of limited face-to-
face classes amid the Covid-19 pandemic, the Department of Education
(DepEd) releases DM No, 071 s. 2022 PREPARATIONS FOR THE PILOT FACE-TO-
FACE, EXPANSION AND TRANSITIONING TO NEW NORMAL Preparations for the Pilot
face-To-face, Expansion and Transitioning to New Normal that All public schools nationwide
shall conduct a self-assessment using the School Safety Assessment Tool [SSAT]
(Enclosure No. 1) in preparation for the expansion phase and onward transitioning to new
normal of face-to-face. The Schools Division Superintendents shall facilitate the
administration of the School Safety Assessment Tool in all schools in their respective area of
jurisdiction and determine the level of readiness based on the result of SSAT. For schools
with substantial gaps based on the result, the SDO shall provide assistance to address the
gaps and improve readiness.
To address the problem, a convergence initiative of the school head together with the
teachers with the support from the stakeholders to launch a project that will intensify the
participation of different stakeholders. This project aims to engage all the parents,
stakeholders and the community to help teachers in reopening the school to have an easy
access to quality education.

V. Objectives:

VI. Project Description:

The school head together with the teachers will conduct orientation and meetings
with the different stakeholders like parents, Sangguniang Barangay, Barangay Health Unit
and Local Government Unit. The school will strategize on how they will be able to re open
the school and have Limited Face to face classes with the help of different stakeholders.
The school will have the capacity to re-open the school by following the School
Safety Assessment Tool and it will be validated by Division Office.

VII. Expected Outcome

The school will be validated by the Division Office using the School Safety Assessment Tool
and will be the FIRST School who will conduct the Limited Face to Face classes in Calauag
West District.

VIII. Recommendation

The institution believes that this project will provide huge assistance to the school, parents
and its learners to help alleviate the problems in the implementation of the learning delivery
modality. The undersigned highly recommends for the approval of this project proposal for
the benefit of the learners and also the parents.
