I wish to inform you that your Flight Safety Documentation Management System Manual, Issue
02, Revision 02, dated 24th February 2023 (Ref: 57/0SDIHA/2079/080) is accepted as of 02nct March
2023. Please resubmit two copies of the revised list of effective pages reflecting the acceptance date 02nct
March 2023 to FSSD. FSSD will conduct an accuracy verification of the list of effective pages and
validate the acceptance on all pages of the list before sending one validated copy to you.

After receiving the validated list of effective pages, you are expected to distribute copies of the
accepted revision to the manual holders, including FSSD within 15 workdays with specific manual
amendment instructions in accordance with distribution procedure contained in your Manual.

Introduction

1 Document Management and Control


1.1 Introduction
The primary purpose of document control and management is to ensure necessary,
accurate and up-to-date documents are maintained in systematic procedure and make
available to those personnel as per distribution manual or document distribution list or as
per the applicability required to use them, to include, in the case of outsourced
operational functions, employees of external service providers. Documentation received
from external sources would include manuals and other types of relevant documents that
contain material that is pertinent to the safety of operations conducted by the operator
(e.g. regulations, operating standards, technical information and data).
Management and Distribution shall be as per FSDMS 3.5
Documentation Management Team (Technical Library) maintains the time critical
documents, database (Flight Planning and Documentation Management), company
manuals and other important documents which are required to be updated and distributed
on timely manner and required to circulate all those information as per the distribution list
either in paper or electronic copy to the concerns stockholders of the manuals. Master
copy of company manuals shall retain in the Central Technical Library under controlled
cabinet dedicatedly allocated for controlled documents. Controlled Manuals or document
shall retain all the times with the latest revision and replaced old manuals with the new
edition and part of specific section or part with the latest revision.

Note: Wherever we refer documentation management, it represents both


manuals and other documents as applicable.

1.1.1 Policy of Document Reproduction


No part of the HIM Manuals and publication may reproduced, recast, reformatted or
transmitted in any form by any means, electronic or mechanical, including
photocopying, recording or any information storage and retrieval system, without the
prior written permission from HOD OSD or his/her delegates.

Document Management and Control
Type of Documentation

1.2 Type of Documentation


HIM has implemented paper based (hard copy) and electronic based (soft copy)
documentation as specific media types designated for presentation or display of the
controlled version of relevant documents and data.
Paper based documentation manage and control documents using paper copy/hard
copy that is printed on paper. Within such system, document files are printed,
maintained, identified, revised, distributed, accessed, presented or displayed, retained
and/or disposed in paper format.
An Electronic system of document management and control is an acceptable means of
conformance. Within such a system, document files are typically created, maintained,
identified, revised, distributed, accessed, presented or displayed, retained and/or
deleted using computer systems.
Type of specific media type used for individual manuals is outlined in FSDMS section
1.2.4.
Regarding Maintenance and Engineering Document Management, M&E technical
library procedure shall be followed and linked with Company Central Technical Library
Procedure. For M&E documentation management, refer to MOE & CAME.
Printed and downloaded documents from controlled locations are considered
uncontrolled. When the document are reproduced, copied or changed they are
indicated by the watermark as “uncontrolled when printed and downloaded”.
1.2.1 Electronic Documentation
1.2.1.1 Application Based Documentation
Company Controlled Documentation are used through Wecom, Goodreader and
Flysmart+ OLB. The Controlled Documents are shared to the users as guided by
distribution list of FSDMS
1.2.1.2 Server Based Documentation
Business Account of Dropbox is an official portal controlled by Documentation
Management Team, Technical Library- OSD. The Controlled Documents are shared
to the users as guided by distribution list of FSDMS.

1.2.2 Paper based Documentation (Centralized Library)


Controlled paper based Manual/Documents are available in Central Technical Library
in the controlled shelf allocated for the manuals. These documents are intended for the
revision and used while making any amendment following the manual amendment
process outlined in FSDMS Section 0.8 Controlled documents are continuously
updated and maintained by central technical library. These documents are intended for
master copy retention use and must be handled with care to ensure their accuracy and
integrity and strictly not allowed to tamper with by any means or unauthorized copy.

Introduction

The Operations Manual Part C is referred to hereafter as the “Route and Aerodrome
Instructions and Information” Manual (commonly called “Route Manual”.

The objective of the Operations Manual Part C (OM Part C) is to provide a document
that strives to reduce the stress and improve the harmony of flight planning and
operations. It is designed to increase the awareness about the area into which flight
crew are flying. The data collated in this manual is largely of an informative and practical
nature and is designed to be used as an in-flight guide during the day to day operations
(including emergency and abnormal situations) of the Company's operation

Suggestions for improving the contents of this document are always welcomed. Subtle
changes to air traffic clearances, weather reporting procedures, preferred alternates etc.
are not always provided in a timely manner. The Journey Log and other reports are the
prime means of reporting operational problems and changes. This reporting system will
facilitate appropriate corrective action for those items of a more general nature, and it
can also be used to provide appropriate amendment action to the Operations Manual.

Structure of Operation Manual Part C

The Operations Manual Part C (OM Part C) contains specific instructions and information
pertaining to navigation, communication, meteorology and aerodromes within Himalaya
Airlines approved areas of operation. This manual intends to cover all relevant
information and references for all the associated documents covering the intended flights
(NOTAMS, Jeppesen Airway Manual) and inclusive of any diversion that may reasonably
be expected. Detailed references regarding the contents of this manual may be found in
Table of Contents.

While every effort is made to keep OM Part C current, where a difference exists between
the information contained in this manual and other official sources (AFM, FCOM, AIPs,
Jeppesen Airway Manual, NOTAMS, etc.) then those sources will take precedence over
this manual.

The final decision in all matters relating to the safe conduct of every flight rests solely
with the Pilot in Command. It is his responsibility to utilize all available resources at his
disposal when faced with any emergency or abnormal situation. This manual is intended
to be one of such resources.

Responsibility for the contents of this manual and their proper Implementation rests with
the Director, Flight Operations and HOD, Operation Standards Department. The
distribution of contents of the OM Part C to unauthorized persons is strictly prohibited.
OM Part C is written in English language, and printed in legible fonts.

The content of this manual does not supersede or amend aircraft type documentation,
Jeppesen/NAVBLUE or any other approved and current documentation. Where
information in this manual is at variance with any approved and current technical
documentation and/ or applicable national regulations, the latter shall be regarded as the
authoritative sources.

It contains the following information for all airfields:

Name of airport, location and climatology


Runway characteristics
Air Traffic Services and associated communications
