In reference to above, Item wise updated status and details of the corrective measures to be
taken, are enclosed for perusal and further necessary action.

A. Position of completion report: - All 36 outstanding Completion Reports, pertain to

Construction Depts.(as pointed out by audit) have since been finalized.

B The position of 44 outstanding completion reports as on 31.03.2018(including 5 as

pointed out in the audit report) All 44 completion report as pointed out by audit has since
been finalized.

D. Incurrence of expenditure in excess of sanctioned estimate: - Out of 70 projects pointed

out by audit, 61 projects have since been regularized and 7 projects remain to be
regularized for excess over estimate. (Annexure -N).

E. Incurrence of expenditure in excess of sanctioned estimate as on 31.03.2020:- In this

regard, the list of 27 excess over expenditure items outstanding as on 31.03.2020 with
targets for regularization is placed as Annexure – “B”. As per instructions, as soon as it
becomes apparent that expenditure is likely to exceed the sanction estimate, revised
estimate is prepared. In some cases, the expenditure remained unsanctioned due to delay
in sanction of revised estimates /completion report. The excess expenditure was incurred to
meet contractual obligations and quantity variation due to site conditions etc. Efforts are
being made for sanction of revised estimates/completion reports so that excess over
estimate is regularize. In this connection instructions have been issued to field office vide
this office letter No. WNC -35/16/152 dt.11.10.2018 to take immediate necessary action to
regularize the excess over sanctioned estimate by making RE/CR.

This has the approval of CAO(C).
