Watchkeeping for Seafarers sets minimum qualification standards for masters,
officers and watch officers aboard merchant ships and large yachts. The STCW was
adopted in 1978 by the International Maritime Organization's conference in London

Decree No. 111/2013/ND-CP: This Decree, dated September 5, 2013, provides detailed
regulations on the qualifications, responsibilities, and duties of the Master, officers, and
crew on board Vietnamese flagged ships.

Circular No. 45/2014/TT-BGTVT: This Circular, dated December 31, 2014, provides
guidelines on the certification of seafarers, including the procedures for issuing
certificates of competency and certificates of proficiency.

Circular No. 06/2020/TT-BGTVT: This Circular, dated March 30, 2020, amends and
supplements a number of provisions in Circular No. 45/2014/TT-BGTVT on the
certification of seafarers.
