B. Preliminaries

Online registration of the participants opened at exactly 8:00am and closed at


9am.

The program preliminaries started at 9:00 o’ clock in the morning with an opening
prayer which was led by the Vice President of Spirituality and Formation, Sr. Ma.
Cecilia P. Perlas, CB. This was followed by the singing of National Anthem and
SCC Hymn through multimedia presentation.

Afterwards, Most. Rev. Ronald I. Lunas, DD, the Chairperson of the Board of
Trustees, gave his opening remarks and at the same time, he also delivered his
speech on the School’s Direction-Setting.

C. Program Proper

There were four (4) parts of the program The first part was all about the School’s
Direction Setting which was delivered by the Chairperson of the Board of
Trustees, Most. Rev. Ronald I. Lunas, DD.

The second part was all about the President’s Bulletin of Information which was
presented by the School President, Rev. Fr. Rico P. Sayson, JCL.

The third part was the open forum which was facilitated by Dr. Janus Agustero-
Naparan, the Quality Assurance Manager.

Lastly is the Holy Spirit Mass which was held at the San Jose Parish.
Bishop Ronald “Bong” Lunas, the Chairperson of the Board of Trustees delivered his
introductory remarks.

Bishop Bong presented his proposal for the re-statement of the school’s Vision.
Bishop Bong explained some points for consideration whenever it will be decided to
revise after revisiting and reflecting more on Vision statement.

Fr. Rico have presented the achievements and activities of the school for the school
year 2020-2021. He also presented the resiliency response of the school in this time of
pandemic.
Mr. Rosebelt S. Lomocso, the Director of Student Affairs, presented the
Administrators, Deans, Principals & Unit Heads of the school.

Reminders during the open forum and which was facilitated by Dr. Janus Naparan, the
Quality Assurance Manager.

D. Queries & Concerns

1. CTEAS - Angelie Villaver addressed to Fr. Rico


Question: FR. you mentioned earlier about insurance, do we have it now?
Response: Fr. Rico - We have organized two set of Meeting to accommodate Tele
Care, Mini Care and Caritas Shield. After this General Assembly, the admin will
convene and we will decide on what company we will subscribe.

2. Guidance Office – Dr. Jane Omandam addressed to Admin


Question: Do we have new Vision statement as presented by Bishop Bong this
morning?
Response: Fr. Rico - As far as what I know, we don’t have new VMG. However, the
Bishop have already decided to convene the whole diocese of Pagadian for a SINOD to
address the question on revitalizing the VMG of the Diocese this coming November
2021. The Bishop has informed us also to start our internal process of evaluation and
revisiting of the VMG but with no Finality

3. HSO - Charlotte Custodio addressed to RTC


Question: Panagdait! AY 2020-2021 is Ranking Year according to our regular
ranking every 3 years. We would like to know the progress of the ranking.
Response: VPAA Dr. Susan – By next week we will start the releasing.
The new and propose salary standardization will not be implemented this year because
it will go thru the board for approval. Though there we will release the ranking but it will
be based from the old ranking.
Additional Response from Maam Nath: So as mentioned by Maam Susan, it was
advised because of time constraints, we will follow the old guidelines. We will release
the retroactive adjustment of basic salary due to salary ranking by Friday.

4. Guidance Office – Dr. Jane Omandam addressed to Bp. Bong


Question: Do we have new Vision statement as presented by Bishop Bong this
morning?
Bishop Bong: That was not yet the final revised version of our VM statement yet.
It was an attempt to help us think further. If you remember, at the end of my talk I said,
Let’s continue reflecting on our Vision, Mission and Goals because I supposed there will
be a time to really look seriously into this matter and even come up with necessary
revision. What I presented is for us to somehow be guided in the revision our VMG.

5. CTEAS - Angelina Villaver addressed to VPF


Question: Last year we were not able to save 1 million for retirement fund, will it be
doubled since we have already collected last school year?
Response: Sir Ching: Based on record, we have allocated last year the retirement fund.
Additional Response from Maam Nath: After revisiting the policy as instructed by
Maam Ruben, what was indicated in the retirement fund policy is there will be allocation
if and only if there is an excess from the 70% of operational expenses. Last year,
considering the late arrival of the payment of the Senior High voucher subsidy, there is
an excess from the 70%. However it did not reach the 1 million and thus, only the
excess will be allocated from last year.
We were not able to provide the ledger because we are yet to calculate the adjustment
and it is not yet allocated to the beneficiaries. Within the school year, we will be able to
give you the retirement fund ledgers for the beneficieries of S.Y 2019-2020 as well as
S.Y 2020-2021.

6. HSO Doc Joy Cabahug addressed to Fr. Rico


Question: When will be the updated organizational structure presented?
Response: Fr. Rico: The school board of trustees, organized a revision committee
purposely to address not only the organization chart of the institution but the whole
content that is embodied in the administrative manual of the school. The revision
committee is composed of Bp Lunas, and three of us – Atty. Tomon, Fr. Remasog and
Myself, as members. We have gone almost the whole revision that includes the new
organigram of the school. We still have to present the overall revision to the board of
trustee on the regular meeting on the last September of this Year, BOT will rectify the
new organigram of the school.

7. Mrs. Rudelyn BAguio from JHS department to our Administrators and


Department/Office Head
Question: This is about signing of clearance; we would like to suggest if you can make
a scheduled clearance signing?
Perhaps we can have a schedule where the signatories of the clearance form are
available.
Response: VPAA Dr. Susan: We will meet with the admin on how to address this but
this is well noted.

8. HSO Charlota Custodio addressed to RTC


Question: How will the Salary Standardization address those who are not ranked for 12
years? Will they be given in retro for the years they are not ranked? The employee was
not ranked because of salary ceiling.
Response: VPF Maam Ruben - We are not yet certain if this concern can be
addressed by our proposed compensation package, because we give value to the post
of the job rather than other factors like how is it being ranked. As of this moment, we are
yet to determine the price of the Job, we are still formulating how to rank right after
determining the price of the Job.
Additional Response from Maam Nath - I think the Salary Standardization is
perspective application, so the retroactive will start on the year of effectivity of the salary
standardization. So for example, if the salary standardization effectivtity is S.Y 2021-
2022, then the retroactive adjustment, if there is increase, will only start beginning of
the A.Y as determined by the administrators.
9. Guidance Center Dr. Jane Omandam addressed to the VPF or Accountant
Question: Follow up question on the retirement allocation. Differential and Retirement
are both taken from the extra of the 70%. Do we have a policy of which of the two will
be prioritized for allocation?
Response VPF Maam Ruben: Differential and Retirement is part of computation of
70 %, it’s not from the excess of 70%. Our revenue is allocated based on the scheme
10% for the ROE, 20% for the operation and 70% for the salaries and benefits. We will
only be allowed to take from 20% for the retirement and benefits if granted by the BOT.
Clarification from Maam Jane: What I mean by the extra maam is if the salary and
benefits of the employees are already given and if there is extra out from 70%, is there
a policy of which, between retirement and differential, will be prioritized to be given?
Response: VPF Maam Ruben: What I have read on the policy is that, if we were not
able to exhaust or meet the 70% from the total actual salaries and benefits, the 1 million
retirement fund will be taken first and the rest will be distributed as diffierential during
those times. But today, I proposed that we should not name it as differential but more of
like a loyalty
Additional Response from Nath: The term differential refers to the excess of
70% of tuition revenues after deducting all operational expenses chargeable to 70%. So
since the retirement fund is classified as retirement contribution, it will be prioritized first
since the differential will originate from the excess or unallocated portion of 70%.

10. CTEAS Angelie Villaver addressed to Fr. Rico


Question: I asked last year about the honorarium of heads of offices. Since it was
not stopped. And I saw Dr. Gen a while ago, why is Dr. Naparan with his
accomplishment as enumerated by your presentation, did not receive honorarium?
Response: Fr. Rico: In relation to your point raised last year, the RTC is still working
and has no finality about that matter yet. But I guess, before the meeting of the BOT this
coming September, the RTC will be able to addressed this matter with finality for
recommendation to the Board.
Follow up Question from Maam Angie Villaver: It’s okay Fr. I understand that the
RTC has not yet arrived on the decision on whether to pull out the Honorarium from the
Office Heads. However, since it still continues and the Office/Unit Heads are receiving
Honorarium, why is it Dr. Naparan until now did not received any Honorarium?
Response: Fr. Rico: I was not practically aware why the new office of Research
Director of the institution did not receive Honorarium. But I have to check that after this
General Assembly, with the VPF and perhaps it will be brought to the attention during
the Administrators Meeting next week.
Additional Comment from Maam Angie Villaver: Considering the achievements and
accomplishments of Dr. Genesis, making the school known the research community, I
think is also fair for Dr. Genesis to received such benefit being the Head of Research
Office together will his numerous accomplishments.
Additional Comment from Dr. Genesis Naparan: “Thank you mam Angie... Padayag
lang pod ko, I've been here for 3 years... Ang quali sa research s DR and has published
na peer reviewed journal (taas kaau). I have been working so hard also for the sake of
the school. Upon realization that among the heads ako rman diay wala, if this reality is
fair enough, so be it.... however, I am doubtful if not having it while most of all the heads
are having it really "promotes the essence of justice".
11. Guidance Office Dr. Jane Omandam address to the Administrators.
Question: Do we have updates of the disparity of the social benefits between the newly
hired teachers and the old teachers?
Response: VPF Maam Ruben: Actually, I went over the minutes of the BOT about the
changes of SOCBEN. In my experience this has been in basic pay and there is a
problem because the SOCBEN of the old teachers is much lesser than those who are
new to receive the SOCBEN. I found that there was an approval that the SOCBEN will
be 35% of the Basic Pay, which is being implemented now. However, there was a
mention that the 35% of the Basic Pay will be added with 1% for every year of service
so that the new receiver will not receive higher SOCBEN than the old teachers.
Unfortunately, there is a confusion about the implementation of additional 1% because
there was a need for resolution of the BOT but I was also wondering why the 35% was
approved having only the minutes of the BOT and the additional 1% per year service
was not. So, we will just look into it on whether this 1% is to be implemented
considering the absence of resolution by the BOT.

12. JH Department Lizel Vismanos addressed to VPF


Question: Can we ask for the update and status of our increment?
Response: VPF Maam Ruben: We are happy that Nathalie finally finished the
financial statement for S.Y 2020-2021 last night and it was submitted to our Auditor as
subject for audit. Maam Nathalie will be able now to compute on how much is our
increment but as to how it is to be distributed, we will have a meeting first on Monday to
discuss about this matter.

13. Library Mrs. Comoc addressed to Maam Charlotte


Question: It is observed that garbage near the gate specifically in the quarter area of
the utility personnel were scattered and outside in front of the Pablo Letegio elem.
school, unfortunately it was observed that some utility personnel are not busy, who will
be the person who can spearhead the cleanliness in that area?
Response: Maam Charlotte: The area at the back of Graduate School Office is
designated as Material Recovery. So, if our utility personnel will not be able to cope up
in segregating the materials or garbage, there will really be instances that garbage or
materials will be seen scattered around that area especially in the morning. Our SGs
usually delivers or dumps the Trash Bin at the Material Recovery before 8 in the
morning but our Utility personnel are expected to arrive at 8 in the morning, thus there
are instances that large volume of collected garbage will be seen around that area. Our
maintenance is trying their best to address that problem.
As to the cleanliness on the area in front the Pablo Letegio, the Brgy. Workers are in
charge to it. But if there are instances where the area is very untidy to see due to the
garbage, we immediately asked our maintenance to clean the area. As to the utility
personnel seen doing nothing or not so busy, you can address to the office of the
School President since our School President is the acting GSO as of now.
Additional Response from Fr. Rico: Some of our utility personnel here in our San
Francisco Campus are also working in the Buenavista as of now because we are
preparing the Buenavista Campus as College Campus of Saint Columban College. Our
utility personnel are mandated also to maintain cleanliness in Buenavista Campus,
there are also Utility Personnel who filed for Maternety leave that is why we cannot
address efficiently the concern on garbages. However, as what we have heard by
Maam Charlotte our Utility personnel are doing their best to immediately conduct
cleaning on the MRF area the moment they arrive in school.

14. Graduate School Dr. Gilbert Celesio addressed to Bp Bong Lunas


Question: Bishop, I think there’s a need to finalize if that Vision will take effect this
School Year. If possible, Bp. that one of the meetings, the unit Heads will be explained
first about the new Vision so that we can hone the new statement of Saint Columban
College. It’s timely also Bishop since our teachers will begin their first week of classes
with orientation and discussion on VMG of our School.
Response: Bp. Bong Lunas: As I said, it was a kind of proposal presenting important
points for consideration whenever we decide to revise after revisiting and reflecting
more on Vision statement. We do a lot of updating now, we started updating the
administrative manual for our school and we are moving now into the faculty and staff
manual. ”Mahimo gyud ning kabahin unya nga tan awun, unahon sa nato tong
structures, sa admin ug sa faculty and staff. But we will give time on our VMG
statements. Tinuud nga dugay dugay na pud to, nanginahanglan arun ang atong mga
panghuna-huna o pamaagi muhaom sab sa kahimtang nato karun unya matabangan
sab ta sa pagtulun-an sa Simbahan”

15. CTEAS Angie Villaver addressed to VPF Maam Ruben


Question: When will be the release of MAF dividend?
Response: VPF Maam Ruben: I made a follow-up to the in charge of this MAF and
according to her she already started the preparation for the computation of this MAF
dividend. She is still in the process of having Bank reconciliation and maybe we can
have it on the 1st week of September.

16. CTEAS Jean Escalante addressed to VP Finance:


Question: 2020-2021 is ranking year and also I supposed we have tuition fee
increase. Can we also expect for an increase due to tuition fee increase?
Response: VPF Maam Ruben: Yes maam, you are correct. 2020-2021 is a ranking
year and we also have an increase in tuition fee and so therefore the increment shall be
distributed, first to finance the result of the ranking and the remainder will be given as an
increase of our salary which will be effective from the beginning of S.Y. 2020-2021. Our
Increment, from the increase of our tuition fee, will be used to finance the result of the
ranking and the remainder will be given as an increase on our basic pay.

17. CTEAS Jean Escalante addressed to VP Finance


Question: Will the computation of the ranking result as well as the increase due to
tuition increase be multiplied by 12 months?
Response: Maam Nath: 12 Months for Permanents and 10 Months for Probationary.
So it means that we will be receiving, for Permanents equivalent to 12 Months and for
Probationary equivalent to 10 Months.

18. HSO Doc Joy Cabahug addressed to Fr.Rico


Question: I observe that there is somehow discrimination in the school. I know that the
work of Admin and Unit Heads are heavy, but why is the Christmas Gifts of Admin/Unit
Heads are different compared to our ordinary employees? Thank you!
Response: Fr. Rico: Regarding about dealing of Christmas Gifts to our admins, unit
heads and ordinary employees. I think the school is generous enough for extending
Christmas Gifts to all stakeholders in the school. But perhaps, there was just a little
difference in providing Christmas Gifts. What I am trying to know about is everyone
enjoyed and received the benefits during those times. If there are differences, I am not
so particular about it, because I really did not know if there were differences at all. If
there was, I think there will only be small differences but I will ask VPF and Treasurer
about it. When it was distributed, it was distributed in the spirit of Christmas. May I ask
why Dr. Joy on the difference?
Clarification from Dr. Joy Cabahug: Actually Fr. there is a gift item that we received
that are the same with everyone. Only that, the unit heads aside from the Christmas Gift
Item, has received more gifts compared to the ordinary employees.
Response: Fr. Rico: Thank you Doc Joy. As what I have recollected, talking about
Christmas Gift, the value or price is across the board, meaning to say we received the
same and equal but I have to clarify on that issue also with my fellow administrators.

19. CTEAS Angie Villaver addressed to the Awards Committee Chair - VPAA
Question: It’s the start of school year and with new budget, can we increase the
incentives of our loyalty awardees and the number of years?
Response: VPAA Dr. Susan Ramirez: I think Maam Janus have submitted a proposal
on the adjustment of loyalty awards. I remember also we had an initial discussion with
Maam Ruben about it but were not able to do follow up meeting on it. However, we will
take note on this because the Panagdait Festival will be on November, and we will have
update on it.
Comments: QAM Janus Agustero: Last time, since the age of awardee is up to 35
years and then that time Maam Ruben is reaching her 40th Year, and that’s why I
brought it up to the Body. Based on our practice, our trend is every 5 years going up to
35 years, however Maam Ruben is on her 40 years of Service, are we not going to
recognize it? I have proposed that we include 40 years of service for recognition but as
to the amount it was not decided. I remember that my submitted proposal will undergo
deliberation.
Additional Response from Maam Nath: The proposal for the new monetary
equivalents was given after the approved budget proposal for the S.Y 2020-2021 was
already approved, therefore, there was already an amount allocated for that time that’s
why the proposal for adjustment of monetary equivalents was not approved. However,
for 2021-2022, since there will be a budget hearing, this is the right time to receive
proposals and deliberate on this matter so that it will be included on the budget of S.Y
2021-2022.
20. GSO Franklyn Cerdina addressed to Admin
Question: How can we resolve on the delayed communications and information? There
are instances that we are not informed of activities or webinars, just like today.
Response: Fr. Rico: Whoever is the head of the Department, he/she is the one
responsible to call the attention of their members and to discuss and disseminate the
memos or information. So perhaps, there is a problem along the line of communication.
We reviewed the files or copies of Memo being distributed to the office and it was
properly disseminated.
Comment from QAM Dr. Janus Naparan – We had a training recently on the use of
Google Workspace and there is one mechanism that I think could address problems
with communications because we also understand since not all employees are reporting
to school. Some are at the comforts of their own home, this is not only a concern with
the maintenance office but a concern raised by many departments also. In that
workspace, in which we are subscribing to, there is a mechanism in which everyone
within the organization can receive the information via their emails. So if we could utilize
that mechanism, for example the HR Department will use that feature to disseminate
announce and everyone who is part of the organization will receive the information. So if
we will use that mechanism, we could probably address the issue on delay or no
information received. But in order for that to be effective, everyone must have a Gsuite
Account.
Comment from CCS Mr. Rebo Alegre – May I suggest to utilize SMS in sending
information since everyone has no access or no available data. Just an alternative also.

Additional Concern
CTEAS Jean Escalante: Dr. Genesis Naparan should be given honorarium as head of
office even if he’s receiving a salary as a faculty. The same status with Sir Ching, Atty
Travero and Maam Nathalie but they are receiving honorarium. What makes Dr.
Naparan different?
DSA Rosebelt Lomocso: The same case with Dr. Genesis Naparan, Ms. Sheila May
Fiel being appointed as office head in the office of Kadugtong – CIP has not received
any honorarium since her designation. I would like to also to know the wisdom as to why
is she not receiving. Thank you
