Dear Selection Committee,

This letter represents strong and sincere endorsement of Miss. Mamata Shrestha, a young woman of
great promise in Nepal Law Campus. I am pleased to write this letter of recommendation in support of
her application for the Summer Course at The Hague Academy of International Law 2023 

I earned my Masters’ degree in Public International law from the University of Oslo, Norway in 2012
and also my first master’s degree in International law and International Human Rights Law from
Tribhuwan University, Nepal in 2008. After becoming an Asst. Professor at the Faculty of Law, Nepal
Law Campus -Tribhuwan University, I was also appointed as Director of B.A.LLB program at Nepal
Law Campus. At present times, I am pursuing my Ph.D. in international law at South Asian University,
New Delhi, India . I have published many articles relating to international law, human rights law, and
refugee law in various journals of academic and research institutes. Besides these, I have also presented
papers at international and national seminars in international humanitarian law, international law, and so
on. I have successfully recommended two of my students to your program in the past five years.

I first met Ms. Shrestha in 2021 when she enrolled in the Nepal Law Campus master’s program in
international law. I found her class comments to be relevant, thoughtful, and consistently helpful in
reorienting a wayward discussion or nudging a stale one down a fresh path. In addition to teaching her, I
have witnessed her progress throughout the semester in my role as her previous Academic Director of
the B.A.LLB program. Usually, at the middle or near the end of the first semester, the class and I have a
small career and academic discourse in my office. With these activities, I can get to know students on a
personal level, understand their academic and professional concerns, and help address those concerns.
Because of this extended and intensive interaction, I have come to know Mamata well.

The purpose of the LLM in international law at the Nepal law Campus is to provide intensive academic
and leadership training for an elite group of lawyers who will eventually lead Nepal’s international
relations, diplomacy, and international suits and business. It is a demanding program, and we take great
pride in the preparation we give each of our future professionals. The fact that Mamata not only earned
admission to our program but ranked in the excellent top 1 percent (1st out of 50) of her cohort reflects
the very high confidence I place in her abilities and her leadership potential. Her 3.4 GPA is the top
score in the semester exams of university, and she earned the highest grade of any student in her class. I
also realize that she is also the first generation student and indigenous woman of her village to attend
college. 

As an Indigenous woman, Shrestha enhances the diversity of any law school. I encouraged my students
to work in the government sector and participate in the judicial service. Shrestha was quick to offer, and
for nine months, she has been working as Government Attorney in the High Government Attorney
Office Patan, Nepal. Through the prosecution, research, and investigation that Mamata provided—
including defense for the government of Nepal, she put into practice the depth of jurisprudence,
humanity, and social compassion, I had seen in her written work and interaction for my classes.
I am also aware that she delivers lectures on criminal law and the comparative legal system as an
Associate Lecturer at Mega College. The Mega College is chaired by Mr. Padam Prashad Pandey
(Deputy Attorney General and the former Humphrey Fellow 2013/14 ). I am filled with pride to learn
that Miss Shrestha was following her passion and also none of my students had received the honor to
lecture in such a prestigious college . This is a perfect example of her dedication and passion in her
culture and her heritage and more particularly in the areas of human rights advocacy.  

Miss Shrestha shared me about her interest in this summer program, where she wishes to develop her
expertise in the area of Private International law. As gratifying as Mamata’s past academic achievements
and professional experience, I think she has been impactful and happy as a government attorney.
However, I wouldn’t be surprised if a decade or so after her PH.D., Shrestha switches to the Diplomacy
or UNO side to fight for legal parity between states and institutions as a state representative, a
government agency director, or a lobbyist.

Thank you for considering Mamata’s application. I do not recommend individuals to the world’s high-
level academy often or do it lightly. Moreover, I know that a recommendation only has value if it is a
candid, objective statement. It is in that light that I assure you that Mamata has the talent, values, and
dedication to make a memorable impression on the Hague community. I recommend her to you with
absolute conviction.
