Contract Review (CY 2021).

COMMENT

This has reference to the Audit Observation Memorandum (AOM) No. 21- 004 dated
October 20, 2021 from your good Office quoting errors/deficiencies found out by the COA
Technical Audit Team regarding auditorial contract review (CY 2021) due to non-compliance to
FMB Technical Bulletin No. 30.

The COA Technical Audit Team noted deficiencies wanting documentary evidence to
prove that the beneficiaries undergone selection process was undertaken under the family
approach as per FMB Technical Bulletin No. 30 and whether the selected beneficiaries belong to
the classification as published by the NEDA.

In view of the foregoing, this Office, Southern, Ilocos Sur, respectfully manifests and
submits its comment to the aforementioned audit observations.

Wanting documentary evidence to prove that the beneficiaries undergone selection process was
undertaken under the family approach as per FMB Technical Bulletin No. 30.

Based on the records, the personnel in charge communicated with the concerned
barangay local government unit as to the listing of residents belonging to poor, low income class
and lower middle income class having in mind that they know better who among their residents
belong to those classification because it is within their jurisdictions. 1 However, personnel in this
Office also conducted series of interviews during the selection process to ensure that the selected
families are physically capable to perform the task and responsibilities embodied in the contract.2

Whether the selected beneficiaries belong to the classification as published by the NEDA.

This Office considering that it was the concerned LGU’s who selected based on their lists
of poor families within their jurisdictions we assumed that they (beneficiaries) are included in the
listing published by the NEDA. However, to verify the same for many times we tried to check
the listing of NEDA online but we cannot log in into their website.

This Office to avoid recurrence of the same error/errors commits to revisits and review
Technical Bulletin No. 30 and to strictly comply to the same and with all the laws, rules and
regulations relative thereto.
