5 Statements
If the called entity:
• does not have telecommunications infrastructure ensuring or allowing the ensuring of
broadband access to the Internet or public telecommunications networks that ensure or
allow the ensuring of broadband access to the Internet or buildings that allow for co-
location;
• did not make investments in 2011 and does not plan to do so in 2012;
• does not provide broadband data transmission, telephone or broadcasting services in
telecommunications networks that ensure or allow for ensuring broadband access to
the Internet on the local market
it was obliged to submit a relevant statement within 30 days from receiving the call,
using the form available in the SIBI (Figure 4).

Submission of the statement using the form comprised of marking relevant options
(checkbox). The conclusion of the data submission through the SIBI was to be confirmed by
marking the statement in the form: “The data submission process is complete”.
Such form of the statement was intended to facilitate the process of submitting and collecting
information. As it follows from the statistics presented below (Figure 5), 3255 entities used
this opportunity, while 731 entities submitted the statements in a written form (off-line).
However, in many cases, the statements submitted in this way were copies of the last year's
statements, therefore they were not consistent with the current wording of the statement
available in the SIBI.
