Objective 1 To protect and celebrate the existing character and identity associated with key heritage buildings and neighbourhoods Strategy 1.1 Retain a generally low to mid rise building scale that is punctuated by higher built form in appropriate locations.
Strategy 1.2 Encourage new development to reflect and respect the built form character present in the surrounding context (Refer to Future Character and Building Guidelines).
Strategy 1.3 Encourage new development that complements surrounding heritage buildings and areas rather than detracting from them.
Strategy 1.4 Encourage new development to make a positive contribution to existing heritage buildings and neighbourhoods.
Strategy 1.5 Encourage the development of a consistent building height at the footpath boundary and visually recessive upper levels in key areas (Refer to Future Character and Building Guidelines). Objective 2 To facilitate new, compact development in areas that are strategically important and relatively unconstrained Strategy 2.1 Facilitate the redevelopment of buildings within the retail core that have limited heritage value where appropriate.
Strategy 2.2 Encourage the amalgamation of sites to support further intensification.
Strategy 2.3 Encourage higher building forms along the Yarra River Corridor between Punt Road and Church Street to take advantage of amenity and views.
Strategy 2.4 Encourage high quality, denser built forms around train stations to take advantage of transport infrastructure.

Objective 3 To encourage new buildings that contribute to the vibrancy, safety, amenity and comfort of the adjoining public realm Strategy 3.1 Encourage active, ground floor frontages along key activity streets and activity nodes.
Strategy 3.2 Activate the ground floor frontage along the business areas of Punt Road to re-establish a safe and comfortable pedestrian environment.
Strategy 3.3 Encourage buildings to incorporate semi-public spaces accessible to the public realm for use as urban plazas, outdoor dining, etc.
Strategy 3.4 Encourage the highest quality building design at key gateway locations and intersections to maximise activity and contribute towards reinforcing a positive identity for the Swan Street Major Activity Centre.
Strategy 3.5 Encourage buildings to provide surveillance of key public spaces through windows and balconies to improve their safety.

Richmond Station and Environs A well-designed, world class precinct comprising higher to medium scale buildings that relate to Richmond Station and environs in its role as a high profile transport interchange and gateway to the activity centre and nearby sports and entertainment precinct. It will support a range of uses and new public spaces that create a lively, functional and safe street environment.
x Encourage built form that facilitates ground levels designed for active uses such as shops and offices that provide a high level of interaction with adjoining streets, particularly Swan Street and Stewart Street. x Ensure buildings support safe and convenient entry and exit to transit interchanges. x Ensure new buildings are built to the street frontage. x Rebuild / reinforce the street faade height along the south side of Swan Street to create a consistent 3 storey built form scale with visually recessive upper levels. x Support the development of new signature buildings on or immediately adjacent to Richmond Station and the Punt Road intersection that create a high quality architectural statement. They may have a higher built form than the surrounding context. x Ensure buildings to the north of Richmond Station reflect the existing built form character and heritage values of the area and provide a built form scale transition to adjoining lower scale development. x Ensure new development appropriately responds to the noise impacts caused by train and vehicle traffic. x Ensure new development sensitively responds to adjoining low-scale residential areas.

2. East Richmond Station A well-designed transit node comprising higher to medium scale buildings that reinforce East Richmond Station and surrounds as an important transport interchange. It will support a range of uses that create a lively, functional and safe street environment.
x Encourage built form that facilitates ground levels designed for active uses such as shops and offices that provide a high level of interaction with adjoining streets, particularly Church Street. x Ensure buildings support safe and convenient entry and exit to transit interchanges. x Ensure new buildings are built to the street frontage. x Rebuild / reinforce the street faade height along Church Street to create a consistent 3 storey built form scale with visually recessive upper levels. x Support the development of a new signature building on or immediately adjacent to East Richmond Station that creates a high quality architectural statement. It may have a higher built form than surrounding context. x Encourage buildings near East Richmond Station to front both the street and the public space to allow for active uses that enhance activity and natural surveillance. x Ensure new development appropriately responds to the noise impacts caused by train and vehicle traffic. x Ensure new development sensitively responds to adjoining low-scale residential areas. x x 5-6 storeys.
3. Burnley Station and Burnley Village A reinvigorated precinct incorporating medium scale buildings and a comprehensively planned, transit- oriented development at and around Burnley Station comprised of well-designed, higher built forms. It will support convenience retail, office, residential and lifestyle and entertainment uses.
x Encourage built form that facilitates ground levels designed for active uses such as shops, and offices that provide a high level of interaction with adjoining streets, particularly Swan Street and Burnley Street. x Ensure buildings support safe and convenient entry and exit to transit interchanges. x Ensure new buildings are built to the street frontage. x Rebuild / reinforce the street faade height along the south side of Burnley Street to create a consistent 3 storey built form scale with visually recessive upper levels. x Support the development of a new signature building on or immediately adjacent to Burnley Station that creates a high quality architectural statement. It may have higher built form than surrounding context. x Encourage higher buildings on appropriate sites including corner sites that can achieve a good design response. x Ensure new development appropriately responds to the noise impacts caused by train and vehicle traffic. x Ensure new development sensitively responds to adjoining low-scale residential areas.

x Encourage built form that facilitates ground levels designed for active uses such as shops, and offices that provide a high level of interaction with adjoining streets. x Ensure new buildings are built to the street frontage. x Rebuild / reinforce the street faade height along Swan Street to create a consistent 3 storey built form scale with visually recessive upper levels. x Ensure new development on the north side of Swan Street does not unreasonably overshadow the footpath on the south side of Swan Street to reinforce the precincts role as an area for outdoor dining and promenading. x Ensure new development to the north of Swan Street sensitively responds to adjoining low-scale residential areas. x Ensure new development south of Swan Street appropriately responds to the noise impacts caused by train traffic. x 4 storeys.
5. Swan Street Large Format Retail and Mixed Commercial / Light Industry An active precinct comprising medium scale buildings that create a high quality built form character that respects the heritage qualities of the area and reinforces a consistent street edge. It will support large format retail uses integrated with residential and office uses.
x Encourage built form that facilitates ground levels designed for active uses such as shops, and offices that provide a high level of interaction with adjoining streets, particularly Swan Street. x Ensure new buildings are built to the street frontage. x Rebuild / reinforce the street faade height along Swan Street to create a consistent 3 storey built form scale with visually recessive upper levels. x Ensure new development on the north side of Swan Street does not unreasonably overshadow the footpath on the south side of Swan Street. x Ensure new development appropriately responds to the noise impacts caused by train and vehicle traffic. x Ensure new development sensitively responds to adjoining low-scale residential areas to the north of Swan Street. x 4 storeys.
6. Punt Road Edge A reinvigorated precinct comprising medium scale, well-designed development. It will support mixed commercial and residential uses that enhance pedestrian amenity at street level.
x Ensure new development appropriately responds to the impacts of heavy vehicle traffic on Punt Road. x Ground levels fronting Punt Road to provide active uses that contribute to the pedestrian amenity and safety of the street. x Ensure development transitions in scale to adjoining residential areas fronting Wellington Street to protect amenity.
x 5-6 storeys along Punt Road frontage, transitioning to 2-3 storeys at rear. 7. Cremorne Mixed Commercial/ Light Industry An eclectic employment and education precinct comprising a diversity of buildings that enhance pedestrian amenity at street level. It will support a variety of mixed commercial / light industry, education, arts and other creative industries. x Encourage active uses that address the street at ground level where possible. x Encourage building design that outwardly reflects creative uses along the designated Arts Trail. x Encourage a range of building types and styles to provide variety and interest.
x 5-6 storeys. 8. Church Street Mixed Commercial/ Light Industry and Retail A vibrant, pedestrian-friendly precinct comprising a diversity of medium scale buildings. It will support large format retail, mixed commercial / light industry, residential, office and arts and creative industry uses.

Maltings Precinct A revitalised river-side precinct that provides a visual gateway to the activity centre and incorporates a range of building scales and supports mixed commercial, residential, office, and arts and local creative industries.

Remainder of precinct: x Ensure building height transitions to adjoining residential areas to ensure appropriate transition in scale and protect amenity. x Encourage uses that address and activate the street at ground level. x 7-10 storeys on Strategic Redevelopment Site. x 5-6 storeys for remainder of precinct.
10. Cremorne South Office Area A contemporary employment precinct comprising higher scale office buildings incorporating retail and other amenities so as to create a high quality working environment.
x Encourage active uses at ground floor that support local office uses. x Consider ground floor setbacks to provide semi-public areas for dining, creating open space and supporting complementary uses. These spaces are to create an integrated network of complementary spaces and places. x Ensure development sensitively responds to the heritage qualities of the precinct. x Create a building scale that reinforces the visual prominence of the Bryant and May building.
x 5-6 storeys. x 4 storeys on sites near the Bryant and May Complex.
11. Madden Grove Service Industry Area A functional, gateway precinct comprising low scale buildings that provide good access to local service industries and enhance the amenity and safety of the area.
x Encourage the setback of buildings on the east side of Rooney Street to protect amenity of nearby residential development. x Encourage development to contribute to the amenity and safety of adjoining streets. x Encourage the redevelopment of the nominated strategic redevelopment site at Loyola Grove / Twickenham Crescent with contemporary, innovative architectural design that supports active uses at ground floor and contributes to the pedestrian amenity and safety of the adjoining street interfaces. x Ensure building heights transition to adjoining residential areas to provide scale transition and protect amenity. x Ensure development appropriately responds to the impact of nearby roads with high levels of vehicle traffic.

THEME 3: PUBLIC SPACES Refer to Public Spaces Action Plan (Figure 10)
Objective 2 To develop a linked network of green spaces including local streets and parks Strategy 2.1 Develop a series of green links along identified streets to link key public uses and spaces. Strategy 2.2 Explore opportunities for the development of new urban squares / active open spaces within the activity centre.
Strategy 2.3 Provide additional street plantings including street trees, planter boxes, vines and other landscaping treatments.
Strategy 2.4 Incorporate WSUD features into street design to reduce stormwater runoff, improve water quality and enhance amenity.
Strategy 2.5 Continue to improve the quality of local, public open space Strategy 2.6 Develop new public open spaces in identified locations nominated in the Yarra Open Space Strategy.
Strategy 2.7 Improve existing, and develop new, links to the Yarra River Corridor. Objective 1 To encourage the development of accessible, diverse, vibrant and interesting public spaces that support the needs of local residents and businesses Strategy 1.1 Enhance the public realm to improve the shopping environment, and support retail and business development.
Strategy 1.2 Develop high quality public spaces around key gateways including the train stations.
Strategy 1.3 Facilitate the development of new and enhanced event spaces to accommodate cultural activities such as farmers markets, arts displays and festivals in key locations.
Strategy 1.4 Continue to develop kerb outstands at roads intersecting with key activity streets to create opportunities for additional landscaping, street furniture, etc.

Objective 3 To develop a strong sense of character and identity through the creation of highly attractive spaces integrated with a locally specific theme Strategy 3.1 Develop signature paving to establish an iconic footpath motif through key activity streets. Strategy 3.2 Install decorative, signature lighting fixtures in key activity streets to improve attractiveness, strengthen identity and improve safety.
Strategy 3.3 Underground powerlines in key activity areas to reduce visual clutter and facilitate further landscaping opportunities. Objective 4 To develop a series of appropriately located, well designed and architecturally distinct community uses Strategy 4.1 Enhance the appearance and entrance of the Richmond Public Library to make it a more inviting space and give a stronger civic presence.
Strategy 4.2 Explore opportunities for the development of new community uses in conjunction with the development of train stations and key strategic development sites. Objective 5 To support vibrant arts and cultural activities Strategy 5.1 Investigate opportunities to use existing urban spaces such as the East Richmond Station carpark to accommodate a range of social and cultural activities.
Strategy 5.2 Establish a designated arts trail to support local arts uses and shops, and strengthen the area as a key tourism destination.
Strategy 5.3 Develop locally relevant, dynamic public art in identified locations. Strategy 5.4 Celebrate existing infrastructure such as bridges, underpasses and rail infrastructure by improving their appearance and safety and incorporating public art opportunities.
Strategy 5.5 Develop murals on large blank walls of public assets such as along the rail corridors at Stewart Street and Stephenson Street. Objective 1 To improve the design and management of the movement network to enhance connectivity, accessibility and efficiency Strategy 1.1 Provide strategic prioritisation of road reserve space for different transport modes.

PART 4: IMPLEMENTATION IMPLEMENTATION MODEL Following the finalisation of the draft Structure Plan, a detailed implementation plan will be prepared that will outline the actions required to realise the Structure Plan Vision on-the-ground. The Swan Street Structure Plan will be implemented in the following ways: x Changes to the planning scheme introducing new zones, overlays and guidelines x Capital works projects to enhance the public realm such as traffic measures, train / tram stop improvements, street greening, new street furniture, etc. x Further Strategic Work to be undertaken to provide more detail to recommendations x Advocacy and Negotiation between Council and other organisations who are directly responsible to improvements in the study area such as Metro, Yarra Trams, DPCD, etc. The Implementation Plan will identify actions for each of these categories as well as who will be responsible for implementing them. It will also prioritise the actions so that Council and other agencies can plan for the continuous improvement of the Structure Plan area based on local needs and available resources.
