INTRODUCTION

1. In the following pages, the Syllabus of the 34th MCMC (2022) has been outlined. It covers all aspects of the Course,

including its aim and scope, study hours, allocation of time for Modules and Events, Course Schedule, General Events,

presentations and miscellaneous events. Conduct of these activities has been incorporated in the Joining Instructions &

Academic Guidelines, issued separately. The idea is to familiarize participants with the entire range of activities planned to

be undertaken at the Institute. Participants are required to go through the Syllabus carefully and need to keep consulting it

through the entire duration of the Course.

2. The syllabus has been developed in view of growing demand by participants, their senior supervising officers, and

political leadership that job specific hands-on training should be focused specifically at operational level. The syllabus is

primarily anchored in two broad premises; identification of relevant functional areas and skill-based approach. .

AIM

To enhance participants’ knowledge and skills in practically relevant and job specific core common functional areas
for officers at the operational level across various service groups and organizations/departments and develop their
leadership potential so as to optimize efficiency, effectiveness and economy in public service processes for better
service delivery so as to create public value and win public trust.

Leadership is crucial for effective public service delivery at the operational level. Leaders motivate their teams to
improve governance by ensuring effective implementation of policies. Driven by their organization’s mission, public
sector leaders play a pivotal role in affecting the health, safety, security, and stability of citizens.
The aim of this module is to hone and develop their leadership skills as they rise to positions of higher responsibility
and face constant uncertainty due to the rapid pace of change. The module has been designed keeping in view that
officers are expected to fulfil public expectations, develop functional teams and improve performance. It is therefore

INLAND STUDY TOURS (IST) AND LOCAL VISITS

To facilitate officers in acquiring firsthand knowledge of administration of public departments at federal, provincial
& district levels.
