INSTALLATION, OPERATION AND MAINTENANCE OF ATM FACILITIES ON PPP BASIS AT KANKARIA LAKE FRONT

Kankaria Lake front, Ahmedabad Municipal Corporation (AMC) invites Tender for captioned activity. Interested
parties can download the Tender document from AMC’s website https://amc.nprocure.com and
https://www.ahmedabadcity.gov.in from 28/12/2022 and submit their Bid as per tender document. Pre bid
meeting shall be held on 07/01/2023 at 4:00 pm. The Bid should be submitted to the Tender officer, 1st floor,
Central record office, Ahmedabad Municipal Corporation, Danapith Ahmedabad - 380001.

CONDITIONS OF TENDER

1. Tender for Installation, Operation and Maintenance of ATM Centres at
designated locations at Kankaria Lake Front on PPP Basis
(hereafter “Works”)

2. Locations, Area and The designated locations at Kankaria Lake Front is specified
Number of Locations in Annexure 5.

Space of 80 sq.ft shall be provided at designated location at


Kankaria Lake Front for ATM Installation and operation. The
bidder shall have to fully satisfy himself as to the
opportunity through the site visit and verification of
available space at all locations. No disputes regarding the
same would be entertained upon bidding

Design for the ATM center shall be provided by the bidder as


part of Bid Submission. Successful Bidder shall have to get
approval of ATM Center design from Authority prior to
Installation. Authority may suggest binding changes in
design.

3. License Period The Successful Bidder to whom the License is given


(hereafter “Licensee”) shall install and operate ATM centers
initially for 5 years and it may be extended for 02 more
years on mutual terms conditions between the Ahmedabad
Municipal Corporation (the “Authority”) and the Licensee.

4. Scope of Works  Licensee shall Install, operate and maintain ATM


Centres at Kankaria Lake Front at designated locations
specified in Point 2 above as against the payment of
Annual License Fee. Details are specified in Point no 14
and 15.
 Licensee shall ensure that Works does not cause any
damage / hindrance to visitors, Kankaria Lake Front
operations or any property of the Ahmedabad
Municipal Corporation ("AMC").
 Licensee is required to take appropriate Insurance as
indicated below and maintain during the License Period.

5. Eligibility & The bidder should be a Scheduled Bank, Cooperative Bank,


Qualification Criteria Private Bank, Nationalized Bank or Private Bank and shall
have obtained banking license from RBI.

6. Installation / Installation Period shall be 2 months from the date of site


Construction Period for handover to Licensee.
ATMs
7. Security Personnel The Licensee shall appoint the Security Personnel for the
security of ATMs. Security Personnel shall be appointed on
24x7 grounds. Authority must not be held responsible for
any theft/ damage caused to ATMs.

8. Tender Fee Rs. 6,000/- (Rs. Six Thousand only) on non refundable basis
(Non-Refundable) as Demand Draft drawn in favour of “Municipal
Commissioner, Ahmedabad" of any nationalized bank /
Scheduled bank and payable at Ahmedabad, which shall be
non refundable. The fees shall be paid along with the tender
submission.

9. Bid Security / EMD The amount for Bid Security shall be Rs. 1,00,000/- (Rs. One
Lakh Only) in the form of Demand Draft in favour of
“Municipal Commissioner, Ahmedabad" of any nationalized
bank / Scheduled bank and payable at Ahmedabad.

10. Performance Security Within 15 (fifteen) days of the date of receipt of the Letter
of Acceptance, the successful Bidder shall submit
Performance Security for the amount of 5% of total License
Fees (i.e. Aggregate Annual License Fees for all designated
locations at Kankaria Lake Front for five years) in the form of
Demand Draft or Bank Guarantee in favour of “Municipal
Commissioner, Ahmedabad" from the banks approved by
AMC, and payable at Ahmedabad. The BG shall be as per
format prescribed in Annexure-6.

11. Liquidated Damages Liquidated Damages shall be paid at the rate of 0.1% of the

12. Bidding Process It is a single stage two packet bidding process through E-
Tendering. The tender document can be downloaded from

The Technical Bid comprising Eligibility and Qualification


Submissions along with Price Bid except original Tender fee
and EMD shall be submitted online at designated places on
https://www.amc.nprocure.com as per the format and
timeline specified in Tender. Tender fee and EMD shall be
submitted physically as per the provisions set forth in this
Tender.

13. Bid Evaluation Process a) Test of Responsiveness for Tender Fee, EMD, Timely and

14. Submission of Tender (i) Technical Bid : In the form of Physical submission

Proposal /Bid “
(ii) Price Bid : In the form of online submission of Price Bids
on https://www.amc.nprocure.com quoting the Price as
per Primary Scope of Work in format provided in Tender.

The bids of the bidder submitting its price bid in physical


form or as scanned copy along with Technical Bid shall be
summarilly rejected as non-responsive bid.
15. Award Criteria Bidders meeting the eligibility and qualification criteria and
quoting the highest Annual License Fee shall be awarded the
License. Such License Fees shall be escalated at 10% per

16. Payment of License Fee The Licensee shall be required to pay annual License Fee at
the beginning of each Year during the License Period.
License fee shall be increased by 10% hike on quoted price
at every year.

License Fee quoted shall be exclusive of Service Tax.


However, the Licensee shall be liable to pay Service Tax at
the rates applicable at the time of payment of License Fee.

License fee shall be quoted online as part of Price Bid


submission only in the format specified in Annexure-4.

17. Pre-bid meeting Pre-bid meeting shall be held on 07/01/2023 at 4:00 PM at

 License Fee Quoted is exclusive on GST. GST shall be paid at the rate that exists during
payment of Licensee fee at the start of each year during the License Period.
 Annual License Fee Quoted above shall be escalated at 10% per annum on quoted price
during the License Period.
 In case of any discrepancy between the License fee quoted in Figure and Words the one
quoted in Words shall prevail for the evaluation of Price Bid.
 The Licensee shall make payment of License Fee and applicable GST annually in
advance at the beginning of every year through separate Post Dated Cheques to AMC.
Any additional amount to be paid as damages or other charges as specified in the

Municipal Corporation to us, We shall immediately take steps and ensure that

Corporation. The opinion of the Municipal Commissioner as to whether full and complete

Municipal Corporation has been taken or not, will be that of the Ahmedabad Municipal
Corporation. For the purpose, of arriving at such decision as aforesaid it will be open to the
Municipal Commissioner, Ahmedabad Municipal Corporation in case he so desires, to
delegate this power to subordinate like the Deputy Municipal Commissioner to take
appreciate decision and the decisions referred to above will be deemed to be properly take
and as if taken by the Municipal Commissioner, Ahmedabad Municipal Corporation. In the
eventually of M/s.______________ not taking remedial action to the almost satisfaction of the
Municipal Commissioner, Ahmedabad Municipal Corporation will be entitled to get the
work done itself or from sources. On the Municipal Commissioner, Ahmedabad Municipal

expressly have under taken to pay the Ahmedabad Municipal Corporation the said amount
forthwith and in any case not less than 7 days from taken to pay the AMC the said binding

and our obligation to pay such amount will be continuing of the Ahmedabad Municipal
Corporation and our obligation irrespective of any dispute of differences that may arise

3. The contract value is Rs. __________________________. This PERFORMANCE GURANTEE is limited


to 5% of the said contract value and accordingly it comes to Rs. _______________________ our

4. We agree and undertake that this PERFORMANCE GURANTEE will be valid for a period
of_______ Years from the date when the contract work is completed by the
M/s._____________________________________. The Municipal Commissioner, Ahmedabad Municipal
Corporation notify such completion that to us. In case, no such completion it is notified, this
performance guarantee will be a valid up to 30 days from the Defect Liabilities Period of____
months from the date of execution of this agreement. The Performance Guarantee will
come into effect from such completion date. In case however, the contract of several parts it
will be opened to the Municipal Commissioner to indicate separate completion dates for
separate part and to simultaneously indicate a breakup of the contract value equivalent to
the separate part. In which case the PERFORMANCE GUARNATEE to extent of the different
completion dates. It is expressly understood that the considering this period of ____years,
the date by which the Ahmedabad Municipal Corporation, intimate the Bank about the
losses, damages or problems as the case may be, shall be considered as long as such
intimation is up to 30 days from Defect Liability Period cum Maintenance Period from the

remedial actions or lack thereof has taken place after the period of the five years.

6. In case any disputes arise as to the interpretation or implementation or implementation of


this PERFORMANCE GUARANTEE, the matter shall be referred to the sole arbitration of the
Municipal Commissioner, Ahmedabad Municipal Corporation whose decision in the matter
will be final.

In case any resource to any court of law is necessitated, the appropriate Civil Court in the
Ahmedabad along will have Jurisdiction.
