SECTION 1: INSTRUCTION TO BIDDERS

1.0 Introduction
Quotations are invited from suitable companies or Firms (hereinafter referred to as
‘VENDOR’) for the submission of bids relating to the Supply of uniforms to as per the
specifications to Suubi Homes in Nakirebe on Masaka road and Bbira Homes along
Mityana road
1.1 Status of Quotation:

A Quotation lodged by a prospective supplier in response to this RFQ constitutes an offer by

the prospective supplier to supply the Goods. The acceptance of that Quotation by Watoto
Church and its affiliated Ministries (Watoto Child Care Ministries), in accordance with this
RFQ, will result in a legally binding contract for the supply of the Goods.

1.2 Location for delivery of the Goods:

The Goods are to be delivered to the following location: Bbira Homes along Mityana road

1.3 The warranty period (Warranty Period) applicable to the Goods is one year [against
manufacturing defects and not repair of parts].

1.4 Evaluation criteria:

WCCM in its evaluation of quotations will take all relevant factors into consideration, including
value for money and enhancing opportunities for local businesses, to achieve the best outcome
for the Ministry. In evaluating tenders, Watoto Church may take into consideration factors
including, but not limited to: price; experience; previous performance; quality of the sample,
capability; safety performance; and conformity with the requirements of this RFQ and relevant
Ministry policies.

1.5 Notification of outcome:

It is anticipated that the successful supplier will be notified in writing of the outcome of the RFQ
process by [30th July 2019].

Unsuccessful suppliers will be notified at the conclusion of the procurement process.

1.6 Delivery date or dates for the Goods:

The Goods are to be delivered within (7) Working days of receiving the Local Purchase Order.

1.7 Submission of Quotations

All quotations should be in hand indicated as “Application for bid under supply of Uniforms
and submitted to the Procurement Team Leader, Watoto Church or email to
procurement@watotochurch.com

1.8 Communication
Communication by Prospective Bidders to Watoto Church shall be addressed to the
authorized representation identified on the cover page of this document. Such
communication shall be in writing, on official letterhead of the Prospective Bidders signed
by the company representative. Submission of correspondences shall be either delivered to
Watoto Church Plot 87 Kampala Road, Kampala or by courier or registered mail.
Correspondences by e-mail shall be regarded as advance information only, which should be
immediately followed by the original copy submitted by courier or registered mail.

1.9 Confidentiality
The VENDOR is informed that all information provided by them or by Watoto Church in
connection with this quotation, whether in writing or verbally, shall be treated as strictly
confidential.
1.10 Closing Date
The closing date for the submission of completed proposals is Friday on the 17th.
June .2019.
1.11 Submission of Offers

Offers shall be delivered by hand or email as per the closing date.

Note that failure to disclose any of the required information may prejudice VENDOR
submission.

SECTION TWO: PRICE & SPECIFICATIONS SCHEDULE:

2.0 Schedule of Rates Option:

The price offered is a price calculated in accordance with the following specifications and
schedule of rates: The Prices below should be VAT inclusive. Prices shall be valid from June
2018 to July 2019.Samples are available for viewing at Watoto Church Procurement office
from 12th June 2019.The supplier will be required to go to Suubi and Bbira Watoto village to
take measurements of the personnel. (Please find attached excel sheet with the list of uniforms
required and any further instruction)
