1. Purpose
This document provides general technical specification for Automatic Tank Gauging
system (ATG) and associated equipment.
2. Scope
2.1. This specification covers the minimum requirements for the supply of an Automatic
Tank Gauging System for monitoring and reporting liquid inventory levels/volumes,
temperature and where specified density in tankage.
2.2. The complete system(s) shall be capable of preparing reports for inventory/stock
monitoring.
2.3. The computerised data acquisition system shall also be capable of interrogation by
the Owner’s distributed control system (DCS) utilising MODBUS-RTU or MODBUS
TCP/IP or OPC (OLE for Process Control interface).
3. Cost competitive engineering and design
The engineering team shall maintain the cost focus throughout all phase of the
project. This should be done without compromising any specification and design
requirement.
4. Conflict and deviation
4.1. SELLER shall be responsible to inform any conflicts between this specification and
other applicable specifications, industry standard and codes to Managing
Contractor / Owner.
4.2. The SELLER shall proceed further in the concerned matter only after the conflicts
are resolved in writing by the Managing contractor / Owner.
4.3. In general, order of priority of the documents shall be as follows,
• Local regulatory and statutory requirement:
• Project specification;
• This specification and relevant equipment/system specification;
• Codes and standards;
SELLER shall be required to obtain prior approval from Managing Contractor /
Owner for any deviation from this specification.

7.2.1. The following specifications, codes and practices shall be considered as part of the

8. Environmental Conditions
8.1. ATG instrument offered by the SELLER shall be suitable for reliable and continues
operation in the service condition stated in the “Basic Engineering Design Data
Specification”(10080-1-DBD-GE-001) unless mounted in an PIB and Control room
where the ambient temperature will be maintained as indicated below.

• Normal : 22 ± 2°C, 50 ± 6% Relative Humidity.


• Abnormal / upset : 9°C to 50°C, 20%-90% Non-Condensing Humidity
The system shall continue to operate in upset/abnormal condition for the duration
of 48hrs.
8.2. The ATG System located in PIB, Control room and Engineering room which shall be
an air condition environment to ISA S71 04, G1 classification.
8.3. All electronic modules / cards shall have conformal coating as per G3 Classification,
ANSI/ISA S71.04.
9. System Overview
9.1. The system shall consist of radar type automatic tank gauging level instruments,
Communication Interface Unit (Communication Unit and computerised inventory
logging units for each plant area located in respective plant interface buildings,
complete with LCD display, keyboard, mouse, and DVD R/W drive.
9.2. The gauging system shall perform continuous automatic collection of data for level,
temperature and density, static pressure, bottom water level measurement, where
specified.(Refer Annexure IV)
9.3. In the event that there is a need to expand the system of gauges on the same
communication line in future, the quoted gauges and system shall be designed to
include the new gauges without the need to adjust and modify the existing gauges
communication line. Gauge shall be “plug and play” design.
9.4. Data collection and volume calculation shall be followed by data analysis and
detection of alarm status changes (both hardware and programmable).
Programmable alarms shall be available for Hi & Lo level and Hi & Lo temperature.
9.5. A database shall be maintained in which real time values for each tank data is
stored. This information shall be available for output operations such

9.6. As per project requirement, Tank Gauging System shall be Foundation Field bus
compliant and all parameter eg. Level, temperature and pressure shall be
communicated to the main control system on H1 segment. In that case SELLER shall
inform the distance requirement, if any. If distance limitation is not a concern then
SELLER shall offer H1 segment compatible with FF gauge. The network loading shall
not be more than 75%. SELLER has to submit the detailed architecture for
evaluation.
9.7. As per project requirement, Tank gauging level instrument shall be wireless
compliance and all parameter e.g. level, temperature and pressure shall be
communicated to the main ATG system. In this case seller shall inform the
infrastructure requirement. SELLER has to submit the detailed architecture for
evaluation
9.8. The automatic tank gauging transmitters will be installed on the following types of
tanks:
• Internal Floating Roof Tank with nitrogen blanket used for custody transfer.
• Internal Floating Roof Tank with nitrogen blanket NOT used for custody transfer.
• Cone Roof Tanks with nitrogen blanket used for custody transfer.
• Cone Roof Tanks with nitrogen blanket NOT used for custody transfer.
• Cone Roof Tanks used for custody transfer.
• Cone Roof Tanks NOT used for custody transfer.
• Open Floating Roof Tank used for custody transfer.
• Open Floating Roof Tank NOT used for custody transfer.
• Spheres and Cryogenic tanks used for custody transfer.
• Horizontal tanks NOT used for custody transfer.
10. Design and Construction Details
10.1. General
Tank level instruments shall be suitable for outdoor services in petrochemical
plants. The environment is tropical coastal maritime and therefore all field
mounted equipment and systems shall be designed for this service with particular
attention given to resistance to wind borne salt spray, dust and torrential rain
during the monsoon season.

10.4. Material of Construction


Materials of all Wetted parts of Tank level instruments shall be stainless steel ANSI
316 minimum.
10.5. Automatic Gauge Heads and Display Unit.
10.5.1. Automatic gauge heads shall be of the radar type. Lightening and Surge protection
shall be inbuilt in radar gauge.
10.5.2. For tank mounted gauge heads, the head shall be connected a local read-out data
display which is selectable between level, temperature and where required density,
pressure and water level.
10.5.3. Local Display Unit shall be mounted on Tank top near to the Radar gauge head.
10.5.4. Remote Display unit, mounted outside tank dyke and min 300mtrs away from tank
gauge head, shall be mounted with center line of indication 1500mm above grade.
10.5.5. In case of power failure data / information indication shall be held in accordance
with the data integrity requirements of Weights & Measures department.
10.5.6. In case of power failure, the gauge shall store all commissioning data automatically.
Client program data shall be able to be stored inside the gauge more than 4 months
or longer without any additional power supply. The level gauge shall go back to
normal operation without additional commissioning when the power is restored.
10.5.7. Cable termination compartment shall be completely separated from electronics
compartments. SELLER shall provide two separate Junction Boxes (IS/ NIS) for
connecting the IS/NIS signals and NIS power supply respectively. SELLER shall
provide the Proper Cable conduits and Glands certified for the applicable hazardous
area for connecting the Junction Boxes to Radar Gauge Head.
10.5.8. Gauge heads shall be provided with built-in operation checker facilities (for
calibration and repeatability) from either a hand held terminal or from operator
console.
10.5.9. SELEER shall demonstrate that the offered level measurement has the required
accuracy for custody transfer applications.
10.5.10. Where required, the offered level measurement device must also be capable of on-
line measurement of the stored product’s density. SELLER shall clearly state within
offer how on-line density measurement will be performed and shall also clearly
state how maintenance of the density measuring device will be performed.
10.5.11. SELLER shall offer models which has Weights and Measures Approval from local
authorities.
10.5.12. SELLER shall supply all the required tank connections, suitable matching flange,
Junction Boxes, Flexible metallic conduits, anchor weights, and other accessories for
complete functionality of the gauge.

10.5.13. SELLER shall provide detail installation drawings showing location of the gauge head
and listing all materials within his scope of supply.
10.6. Alarm Switches
Automatic Gauge Heads shall have software configurable level alarms. Status of
these level alarms shall be encoded in the transmission signal.
10.7. Name plates
All components and equipment supplied by the SELLER shall be provided with a
manufacturer’s corrosion resistant (stainless steel) nameplate permanently fixed to
the instrument indicating the following as a .
• Instrument tag number
• SELLER’s name, model number and serial number
• Purchase Order Number
11. Remote Tank Gauging System
11.1. General
The SELLER shall provide the following field mounted equipment and installation
materials as a minimum base for his responsibility for field installed devices. Any
deviations from these requirements shall be specifically stated. A typical schematic
of the arrangement shall be as given in Annexure-I.
11.2. Tank Gauges for Inventory Measurement.
11.2.1. The gauges shall be of the radar type. Each tank gauging instrument shall have a
local digital read-out of tank level. Materials of all wetted parts shall be stainless
steel ANSI 316 minimum.
11.2.2. SS Stilling wells will be used where required, and will be supplied by the tank
fabricator to the design specified by the tank gauging instrument manufacturer. To
this extent the tank gauging manufacturer shall supply a certified stilling well
drawing when required, as defined by the MANAGING CONTRACTOR. Deflection
plates shall be provided at the bottom of the stilling well. Seamless pipe shall be
used for fabrication of stilling well.
11.2.3. Radar Gauges used for the inventory measurement shall be accurate enough for
using in custody transfer application.
11.2.4. Radar Gauges used for the Inventory measurement shall be connected to the
redundant COMMUNICATION UNIT (Field Communication Unit). Number of gauges
can be multi-dropped and connected to the single field bus for communicating to
COMMUNICATION UNIT.
11.2.5. Redundant communication between Owner’s DCS and communication unit shall be
provided through MODBUS-RTU or MODBUS TCP/IP.

11.3. Tank Gauges for Inter Lock Application.


11.3.1. The gauges shall be of the radar type. Each tank gauging instrument shall have a
local digital read-out of tank level. Materials of all wetted parts shall be stainless
steel ANSI 316 minimum.
11.3.2. SS Stilling wells will be used where required, and will be supplied by the tank
fabricator to the design specified by the tank gauging instrument manufacturer. To
this extent the tank gauging manufacturer shall supply a certified stilling well
drawing when required, as defined by the MANAGING CONTRACTOR. Deflection
plates shall be provided at the bottom of the stilling well. Seamless pipe shall be
used for fabrication of stilling well.
11.3.3. Radar Gauges used for the Interlock application shall be connected to the single
COMMUNICATION UNIT (Field Communication Unit). Number of gauges can be
multi-dropped and connected to the single field bus for communicating to
COMMUNICATION UNIT.
11.3.4. Secondary Analog (4-20mA) output of radar gauges shall be connected directly to
the Owner’s DCS or ESD system for Interlock application.
11.3.5. SELLER to indicate available certification for SIL classification for radar gauges.
11.4. Temperature Measurement
11.4.1. Where specified, averaging type resistance temperature elements consisting of
multiple resistance bulbs or thermocouples combined with automatic element
selection shall be provided. Element arrays shall be suitable for the tank heights
specified. Resistance bulbs shall be platinum 100 , thermocouples shall be the type
appropriate for the product storage temperature. Temperature element RTD/
Thermocouple shall be intrinsically safe as per IEC 60079-11.
11.4.2. To measure the average product temperature the maximum immersed resistance
bulb or thermocouple shall be automatically selected, determined by the gauge
level.
11.4.3. Where ever specified multipoint Temperature element shall be installed from Tank
Top where single spot temperature element shall be installed from the Tank side
wall.
11.4.4. Vendor shall provide the suitable thermowell for the Spot Temperature element.
For multipoint temperature element still well will be used and will be manufactured
by the tank supplier according to the design recommended by instrument
manufacturer. SELLER shall include the anchor weight for the multi point
temperature element if required.

11.4.5. Connection sizes for the temperature element are as follow:

11.5. Density Measurement
11.5.1. SELLER to supply density measuring instruments for Tanks used for the custody
transfer applications. Pressure transmitter Installed at the bottom of Tank can be
used to determine the density of the liquid.
11.5.2. When specified, the tank gauge shall determine the fluid density at a number of
levels. The automatic tank gauge should contain the hardware and software
measurement programme necessary to achieve this. Density measurement
Transmitter connection shall be flange mounted 2”ANSI RF (min.150lb) or as
specified in each tank datasheet. Wetted part material shall be minimum SS316.
11.5.3. Output of Density measurement Transmitter shall be 4-20ma intrinsically safe if it is
not FF. Power for density measurement shall be provided by radar gauge only.
11.5.4. Density measurement transmitter shall be intrinsically safe as per IEC 60079-11.
11.6. Static Pressure Measurement
11.6.1. SELLER shall supply Diaphragm type Pressure Transmitter for Tanks with pressurised
liquid or Tanks with N2 blanketing. Pressure Transmitter used for above application
shall be installed on TOP of the tanks.
11.7 Local Receiver Indicator
11.7.1 SELLER shall supply Local Receiver Indicator with all gauges. It will be located at
TOP of the tank with centre line of indication 1500mm above grade and be
explosion proof to the area classification requirement stated in Section 10.3 and
weatherproof to IP65. Indicator shall be capable of displaying Level and
Temperature as minimum.
11.7.2 Display to be LCD with 2 lines each of 16 characters. Display resolution to be:
• Level : 1mm
• Temperature : 0.1°C
• Density : : 0.1 kg/m³
• Pressure : 0.1 mmwc
• Water level : 1mm
11.7.3 Hand held terminal shall be supplied along with all the gauges.
11.7.4 Tank local display unit shall display mass in kg along with normal parameters.

11.8 Remote Display


In addition to Tank Top mounted local display seller shall supply the remote
Indicator. It will be located out side the dyke wall of Tank at approximately 300mtrs
away from the tank top. Remote display shall be able to read out process
parameters with same accuracy as described in 11.7.2.
11.9 Tank and Miscellaneous Fittings/Installation Materials
11.9.1 The SELLER shall provide the following materials as a minimum.
11.9.2 Where the tank gauging head is mounted on the tank roof, the tank gauging system
SELLER shall supply an inspection hatch, correctly rated and sized block valve and all
adapter flanges necessary to enable mating to tank nozzle.
11.9.3 For temperature measurement, SELLER shall supply a suitable sized thermowell and
all necessary support brackets.
11.9.4 All interconnecting cables / glands & other accessories shall be in SELLER's scope.
11.9.5 SELLER to offer power supply, communication cable requirements, distance
limitations (if any) and protocol details.
12. Tank Inventory System
12.1 All parts of the tank inventory system will be installed within a control room type
environment.
12.2 The tank inventory system will be fed from an 110VAC electrical supply (UPS.
12.3 All tank level and calibration parameters are input via the HMI located within the
appropriate UNMANNED CONTROL ROOM (Plant Interface Building) or Central
control Center. These parameters shall be protected by a series of passwords at
different levels of security as defined in Section 12.6.
12.4 On resumption of power after a failure the system shall restart automatically. No
operator or maintenance assistance shall be required.
12.5 The System(s) shall comprise of a communication interface unit(s) as a processing
unit and display in the form of a computer, complete with all necessary software.
Redundant communication interface of operator stations with the CIU/DCS is
required. Redundant operator stations with switching facility are required at each
installation.
12.6 The computer unit shall be a standard OEM package and shall have well
documented field proven software.
The software shall operate on a standard computer operating system such as
Window 7(or latest version) Professional. The software shall be windows based
multi-tasking, such that data acquisition, display update, alarm reporting, etc. occur
simultaneously.

The system configuration and scan times shall be advised by the SELLER with the
quotation.
As a minimum the unit shall be capable of performing the following
• Provide a visual and manual operator interface
• Provide multi-level password protection with multiple users at each level. This
should include the following (or an equivalent):
1 ‘Operator’ providing access for normal operator functions.

2 ‘Supervisor’ providing access to tuning and control functions, including


ranging.

3 ‘Engineer’ providing unrestricted access including configuration.

12.7 The operator interface comprise of a keyboard, a LCD monitor, and DVD R/W
device.
12.8 The computer shall receive level, temperature, density (where specified) and alarm
data, etc. from the interface unit and shall on demand, display these
values/information, together with any specified calculations. Information shall be
presented on the HMI in the form of selectable pages giving filling/emptying status,
available volume, etc. and identifying vessels and product, in addition to presenting
a storage facility overview. At the proposal stage, the SELLER shall provide
complete information as to the manner he proposes to meet the intent of this
requirement.
12.9 Facility shall be available for manual entry of constants such as vessel strapping
tables, coefficients of expansion, etc. and variables such as liquid base density,
molecular weight, etc. Access to this facility shall be protected by password.
12.10 The unit shall monitor all system alarm points and shall immediately display, both
visually and audibly any fault condition upon occurrence.
12.11 Logging of data and events including an alarm summary in electronic file, shall be
prepared on a real time schedule basis and on keyboard or host computer demand.
12.12 The system shall support the entry and maintenance of tank calibration tables and

The following calculations are to be
12.12.1 Volume Calculation
Volume calculation support is to be provided in the Gauging System to calculate
volumes in real time. Thermal expansion is to be based upon ASTM D1250 tables,
ASTM 53 & 54 tables (years 1953).

12.12.2 Total Volume


Total volume shall be the volume of fluid at the actual storage temperature. On
cylindrical tanks the tank calibration table, which is based on a reference
temperature of 15°C shall be used corrected for thermal expansion of the tank.
12.12.3 Gross Volume
The gross volume shall be the volume of the product at the actual storage
temperature. In certain cases the total volume will consist of a volume of free
water at the bottom of the tank (FWVOL) and above it a volume of product. The
gross volume shall be calculated by subtracting the free water volume from the
total volume. Vendor shall advise how free water volume is entered or measured.
Automatic, periodic measurement of free water volume is preferred.
12.12.4 Net Volume
The net volume shall be the product volume at the reference temperature of 15°C.
The net volume shall be calculated by multiplying the gross volume by the volume
correction factor (VCF). In all cases the VCF is calculated according to ASTM D1250,
ASTM 53 & 54 tables (years 1953).
12.12.5 The SELLER shall state that the offered system can perform all the calculations
stated in Sections 12.12.1 through 12.12.4.
12.13 Following parameters shall be programmable and shall be keyboard entered:
• Tank numbers (minimum 11 characters)
• Instrument tag number (minimum 12 characters)
• Programmable level alarm settings
• Programmable temperature alarm settings
• Programmable density alarm settings
• Definable level and temperature range
• Product group and description
• Volumetric coefficient of expansions
• Hysteresis and delta values for programmable alarms
• Strapping tables
12.14 Data shall be gathered and displayed sequentially to enable the time period
between successive indications of the same tank. At least the following shall be

12.15 A screen facility shall be provided, on keyboard command, to enable the operator to
monitor level movements, etc. in greater detail. In this mode the selected tank(s)
only shall be displayed and the measurement rate shall be increased to once per
second.
12.16 The display should be menu driven. Details of menu driven e.g. details of grouping,
indexing of tanks, summary of tank operation data, etc. shall be submitted by
SELLER. On-line trending of tank levels or other parameters should be possible.
History of data should be available on-line for display. Time for retrieval of history
shall be specified by SELLER.
All configurations shall be through menu driven ‘fill in the box’ type forms. No
specialist programming skills shall be required to install, configure or trouble shoot
the system.
12.17 The system should be capable of generating reports either on request or
periodically at the end of shift/day/week/month i.e. data printout capability should
be available. e.g. reports like Daily, Group, Alarm event, etc. should be generated by
system. Also the system should be able to record all operator actions & events in
addition to alarms.
13 System Cabinet and Marshaling Cabinet
13.1 Cabinets
13.1.1 The System cabinets shall be wall mounted or free standing cabinets. Installation at
floor level shall be restricted to 800mm (W) x 800mm (D) x 2000mm (H), provided
with a continuous 100mm plinth.
13.1.2 All cabinets shall be Rittal make and color shall be Grey RAL 7035.

13.1.3 The indoor cabinets shall have an ingress protection of IP 54 as minimum.


13.1.4 Cabinets shall be provided with lockable access doors, a common key shall be
provided for all locks. No equipment/ components shall be mounted on doors of
side panels.
13.1.5 The cabinets shall be provided with front and rear access with double leaf hinged lift
off door. The cabinet layout shall be such as to provide clear access to the internals
for maintenance.
13.1.6 Cable entry to the cabinet shall be from the bottom. All openings remaining after
entry of system cables shall be sealed against the ingress of dust. The dust seals
shall be easily removable to enable entry of future cables. Undrilled removable
gland plates shall be provided for all field cables into termination cabinets.
13.1.7 Ventilation fans and louvers backed by dust filter shall be provided in each cabinet.
Mesh plate with filter shall be provided at panel bottom. Mesh plate with filter shall
be of RITTAL design. Panel temperature rise calculations shall be done by the SELLER
to determine if supplemental cooling is required to protect the components within
the enclosure. Cooling fans shall be provided wherever required. Cooling fan noise
level shall not be higher than 65 dBA measured at a distance of 1 meter from source
with cabinet doors closed. Filters associated with cooling mechanisms should be
readily and easily accessible and replaceable.
13.1.8 Cabinets shall have glass window to view the system parameters.
13.1.9 ATG system PC shall be installed inside the Cabinet.
13.1.10 Each cabinet shall be provided with internal illumination activated by door
switch.(IR type)
13.1.11 All unused card locations shall be fitted with cover plates.
13.1.12 Intrinsic safe barriers shall be installed inside the Marshalling cabinet for intrinsic
safe field signals. Barriers shall be galvanically isolated and of approved make.
13.1.13 Each ATG cabinet shall have its own independent protection against Radio
Frequency Interference (RFI) with door open in accordance with IEC 61000-4.
13.1.14 A computer type floor will be provided with an under floor void approximately 0.75
meters deep. Suitable under floor cabinet support framework will be provided by
others. All cabinet support drawings shall be provided by the SELLER to enable
manufacture of the supports by others at site.
13.1.15 Each cabinet shall have an identifying nameplate fixed on the front with screws. The
format of the tagging system to be used will be advised to SELLER by the
MANAGING CONTRACTOR. Internally mounted equipment shall be clearly identified
as to the device or function they serve by nameplates using Traffolyte type W/ B/ W
labels.

13.1.16 All electronic modules shall have unique serial number which shall be indicated on
the hardware test report.
13.1.17 Cabinets shall be supplied completely wired, assembled, tested, and ready for
installation. ATG System cabinets shall include all the associated hardware as well as
the Marshaling hardware.
13.2 Power Supplies
13.2.1 Each cabinet shall be provided with separate incoming breaker for 230VAC and
110VAC incoming power isolation.
13.2.2 Sub-distribution to all the power users within the System cabinets will be by the
SELLER. The SELLER shall include circuit breakers for AC supplies to each power
supply unit and sub-distribution within the System.
13.2.3 The System will be provided with redundant 110VAC + 6%/ -1%, 50 Hz ± 5%, live,
neutral and ground from a UPS system (supplied by others). Each supply shall be
capable of taking the full load of the System.
13.2.4 The 110VAC power distribution to COMMUNICATION UNIT shall include a main
circuit breaker.
13.2.5 Panel lighting and receptacles for maintenance shall be provided with normal
230VAC, 50 Hz electrical distribution board.
13.2.6 All the 24VDC power supplies for the System shall be supplied and mounted in
cabinets by the SELLER.
13.3 Wiring and Cabling
13.3.1 All cable entries to the cabinets shall be from the bottom. All cables shall be
clamped with armour grounding.
13.3.2 The field cables shall be terminated on Phoenix / Wago 2.5 (or equal), spring loaded
type terminals. Blue terminals shall be provided for the intrinsically safe field cables.
Spare cores of all field cables shall be terminated in the cabinet.
13.3.3 Crimped pins shall be used on all wire terminations into Phoenix / Wago 2.5 (or
equivalent terminals). All wires shall be tagged using slip on heat shrink type
markers. Larger size terminals shall be provided, if necessary for power cables.
Cable/ wire numbering shall be subject to approval.
13.3.4 All electrical terminals inside the cabinet shall be clearly identified. Group headers
shall be used to identify rows/ groups of terminals. Preference is for different
coloured terminals for various voltages
13.3.5 All wiring shall be mechanically supported within plastic non-flammable trunking
with covers. Signals of different voltage levels shall be run in separate trunking and
shall be segregated on the terminal boards.

13.3.6 The internal wiring of the System shall be in accordance with applicable electrical
standards. Wiring diagrams shall be complete with recommended wire sizes, type,
and shielding required for the electrical circuits between components that are to be
wired
13.3.7 Conductor size of internal signal wiring shall be 1.0 sq. mm. Conductor shall be
stranded type terminated with crimped wire lugs.
13.3.8 Intrinsic Safe and Non-Intrinsic Safe wiring shall be segregated according to
CENELEC EN-50039
13.3.9 The colour coding of the power supply wiring shall meet prevailing local codes and
standards.
13.3.10 All System cables, ribbon cables and data highway cables shall be within SELLER’s
scope.
13.3.11 Within System panels, the following shall apply:
• 20 % spare (terminals, etc) shall be provided;
• 20% spare space for termination shall be provided.
13.4 Earthing
Earth bus bars (protective earth and instrument earth) shall be provided in the
cabinet.
Instrument earth shall be totally separate from the protective earth and shall be of
very high integrity.
13.4.1 General
SELLER shall provide all earth continuity links required for the equipment. Provision
shall be made for terminating 35 mm2 stranded copper protective and Instrument
earthing conductors supplied by the others;
Dedicated noise free earth of less than 1 ohm rising to a maximum of 10 ohms at
10MHz at the System Shall be away from any heavy plant or high noise;
The earth shall be as short and straight as possible via a heavy cable preferably a flat
copper strap;
13.4.2 Protective Earth
A protective earth bar, bonded to framework, shall be provided in each equipment
and termination cabinet. It shall be used to provide earthing for power supply
modules, metal equipment enclosures and doors;
All metal components shall be connected to the protective earth system;
Flexible conduits, soldered joints or door hinges shall not be accepted as earth
returns;

All earth connections shall be made direct to the earth point for all system cabinet.
Looping from item to item will be acceptable in the case of cabinets.
13.4.3 Instrument Earth
Instrument earth shall be totally separate from the power earth and shall be of a
very high integrity;
Separate Instrument earth busbar, mounted on insulators shall be provided in each
equipment and termination cabinet. These shall be used to ground the relevant
zero volt references and signal cable screens;
Signal cable screens and spare cores of all multicore cables shall be terminated on
the Instrument earth busbar via spare terminals;
Adequate common, neutral and common (earth) terminals shall be provided.
14 Communication and Functionality requirements
14.1 Redundant communication interface between OWNER’S DCS and
COMMUNICATION UNIT shall be provided through MODBUS RTU or MODBUS
TCP/IP.Fibre optic network shall be offered by the SELLER to monitor all the
data/parameters of Remote tank gauging devices. Typical Schematic shown in
Annexure-II & III.
14.2 The network shall be via single ring (2 core) Fibre optic cable. Network shall be field
proven and as per standard network hardware purchased for the entire project. All
the accessories, patch panels, patch cords of reputed make approved by the
Managing contractor shall be supplied by the Vendor.
14.3 Detailed network schematic shall be provided by the SELLER for approval of
MANAGING CONTRACTOR.
14.4 Wherever possible tank gauging equipment shall use FOUNDATION FIELDBUS
communication method. SELLER shall include all communication equipment and
type testing of devices in conjunction with DCS supplier.
14.5 Remote tank gauging devices shall be multi-dropped from the COMMUNICATION
UNIT using RS-485 serial interface port(s) and either an industry standard
communication protocol or manufacturers standard system protocol. SELLER shall
list limitations in distance and grouping (numbers of instruments) for transmission
system.
14.6 All COMMUNICATION UNIT located in the UNMANNED CONTROL ROOM shall be
multi-dropped from the Operator station (HMI) using the field bus modem with USB
connection.
UNMANNED CONTROL ROOM HMI shall be connected to the CCC HMI on Fibre
Optic Network. SELLER shall include the Fibre Optic Ethernet Switch and Patch cord

for connecting to the Fibre Optic Patch Panel (By Others) available in UNMANNED
CONTROL ROOM and CCC.
14.7 Automatic Tank Level Measurement System shall have the following :
• Failure of data communication link shall have no effect on operation of
controller system.
• Failure of an individual operator workstation shall not affect function of any
other workstation and shall not limit control and monitoring of system.
• Failure of any hardware/firmware on any gauge should be limited to the gauge
itself and not affect data transmitted from other gauges within the same
operating group or other groups to the
15 Diagnostics and Help Features
15.1 On-line electronic documentation of the system is desirable.
15.2 On-line “HELP” menu shall be available for the software on the system.
15.3 On-line maintainability should be e.g. change in tank data, addition of groups etc.
Operator and Engineer type functions shall be separated via a password security
system (see section 12.6).
15.4 Tank gauging system shall have the following features for diagnostics and trouble
• The system shall include comprehensive off-line and on-line diagnostics
• The off-line diagnostic programs shall consist of a library of programs used to
verify operation of a device or to aid in troubleshooting of a device.
• The on-line diagnostic programs shall have malfunction check program and shall
alarm the operator upon detection of a fault. Such alarms should be separate
from operational alarms.
• Self-diagnostics shall also detect faults in :
Data highways and communication lines
Power supplies
LCD Displays and keyboards
15.5 Diagnostics/alarm messages should be available on screen with some form of high
lighting like colour change, flashing, etc.
16 Inspection and Test
16.1 General
16.1.1 In addition to performing final inspection and witnessing final simulation tests, the
MANAGING CONTRACTOR reserves the right to carry out inspections/expediting
visits during the course of manufacture.

16.1.2 The SELLER’s own Quality Control department shall have completed to their
satisfaction all of the required checks and simulations before notifying the
MANAGING CONTRACTOR that the equipment is complete and ready for his
inspection.
16.1.3 The SELLER shall provide a comprehensive test programme for the Factory
Acceptance Test (FAT) and the Site Acceptance Test (SAT). The SELLER shall propose
the procedures to be used for these tests, including the "pass/fail" criteria and
subsequent action to be taken. These test programmes shall be submitted for
approval of MANAGING CONTRACTOR at least 4 weeks prior to the FAT.
16.1.4 The SELLER shall conduct the FAT for this ATG system prior to shipment. The SELLER
shall conduct the SAT prior to final acceptance of the ATG system by MANAGING
CONTRACTOR.
16.2 Module Testing
All electronic modules and components used within each system shall be
functionally tested by the manufacturer prior to system assembly.
The electronic hardware shall be assembled as per project requirements and given a
complete functional hardware, “heat soak” and simulated full power test including a
96 hour burn-in.
Each complete system including any application software shall be given a complete
point-to-point functional test prior to Factory Acceptance Testing (FAT) and
shipment.
Tests shall be performed under electrical conditions equivalent to those specified
for the site, unless alternative conditions have been submitted with the quotation
and approved by the MANAGING CONTRACTOR.
The SELLER shall advise the MANAGING CONTRACTOR of their intentions and
schedule with respect to module testing.
The MANAGING CONTRACTOR reserves the right to witness and inspect all or any
module test programme. The MANAGING CONTRACTOR also reserves the right to
request additional tests to be incorporated into the test procedure by mutual
agreement.
The system shall be inspected by MANAGING CONTRACTOR’S representatives prior
to the SELLER’s test for satisfactory quality and workmanship. All system
functionality shall be fully tested, and the entire test shall be successfully completed
by the SELLER prior to the FAT.
16.3 Factory Acceptance Test (FAT)
Due to the size and complexity of the required integrated ATG system, this FAT may
relate only to the ATG system covered by this document.

The FAT procedures shall address the environmental issues such that the actual test
programme is conducted under conditions agreed by the MANAGING
CONTRACTOR.
All hardware must be suitably prepared and connected at the SELLER’s designated
location, approved by the MANAGING CONTRACTOR, and all software must be
configured prior to the start of the FAT. The FAT shall include the testing and
acceptance of hardware, software and networking including integration testing of
any other system which will be interfaced to the specific equipment under test.
The bandwidth associated with interfaced systems supplied by others (DCS) shall
also be tested if appropriate. The tests may be carried out with the actual system to
be installed at site or with the aid of simulators. This choice shall be agreed with the
MANAGING CONTRACTOR. The SELLER shall be responsible for the unpacking and
re-packing of third party systems before and after the FAT.
MANAGING CONTRACTOR and possibly OWNER personnel will witness the entire
FAT. This shall involve testing 100% of the hardware and all the software
configurations including network.
One month prior to proceeding with the testing, the SELLER must submit for review
the system log, pre-test records, and show certificates for test equipment to be
used. The SELLER shall also submit a detailed schedule of the FAT showing assigned
personnel and location to enable the MANAGING CONTRACTOR and OWNER to plan
their personnel requirements.
The FAT procedures shall be signed off by SELLER and MANAGING CONTRACTOR /
OWNER personnel at the successful conclusion of testing.
Unstructured tests may be performed by the MANAGING CONTRACTOR / OWNER
personnel to further ensure that all the functional requirements are met.
All hardware diagnostic programmes shall be run at the start of the FAT. The
SELLER shall include steps in the FAT procedure to demonstrate all system features
including performance requirements such as network loading due to full system
integration.
17 Preparation for Shipment
For protection during shipment and storage in the field warehouse, the SELLER has
to take all necessary precautions to prevent damage or adverse affects of humidity
to the instrument.
All flanged openings in automatic gauges shall be protected by means of wooden or
steel (min 3mm thick) covers. All electrical connections to be protected by plastic
plugs.

18 Vendor Data Requirement


18.1 The submission of drawings shall be in accordance with the instructions and
requirements contained within the enquiry/purchase order documentation.
Descriptive literature for all items together with a full system description shall be
provided as part of the bid documentation.
18.2 All documentation, drawings types and size, charts, lists and datasheets shall be as
per the overall project specifications.
18.3 After order placement, the SELLER shall submit for approval, all listed drawings and
documents, strictly in accordance with the agreed schedule and programme. In
addition the presentation of all drawings shall be such that all component parts of
items within the system can be located and identified for maintenance purposes.
The following types of documents shall be supplied :
• Functional design specification
• Software design specification
• Technical manuals and instructions
• Planning and reporting
• Hardware drawings and data
• Detailed loop wiring diagrams
• Factory Acceptance Test (FAT) Procedure, which shall be approved by OWNER/
MANAGING CONTRACTOR prior to any FAT
As far as possible all data shall be available in electronic format.
19 Training
SELLER shall provide details of comprehensive training for operation and
maintenance staff. Training may be required at SELLER works or on site.
20 Spares and Logistic support
20.1 SELLER shall provide separate lump sum price for spare parts for commissioning.
Commissioning spares must be supplied along with the ATG system.
20.2 SELLER shall provide separate lump sum price for 2 year operation spare parts and
special tools (if any).
20.3 SELLER shall guarantee availability of spares at least 15 years from the date of
completion of SAT.
20.4 The SELLER shall support his ATG system for a minimum of 20 years from the date of
supply.

20.5 All the spare parts used during the warranty period shall be replenished at SELLER’S
expense.
21 Warranty
21.1 The warranty period shall be 2 years from the date of SAT or 3 years from the date
of delivery of the goods, whichever is earlier.
21.2 In case of failure of any hardware and software during the warranty period, same
shall be replenished at SELLER’S expense.
