1. Purpose
This document provides general technical specification for Automatic Tank Gauging
system (ATG) and associated equipment.
2. Scope
2.1. This specification covers the minimum requirements for the supply of an Automatic
Tank Gauging System for monitoring and reporting liquid inventory levels/volumes,
temperature and where specified density in tankage.
2.2. The complete system(s) shall be capable of preparing reports for inventory/stock
monitoring.
2.3. The computerised data acquisition system shall also be capable of interrogation by
the Owner’s distributed control system (DCS) utilising MODBUS-RTU or MODBUS
TCP/IP or OPC (OLE for Process Control interface).
3. Cost competitive engineering and design
The engineering team shall maintain the cost focus throughout all phase of the
project. This should be done without compromising any specification and design
requirement.
4. Conflict and deviation
4.1. SELLER shall be responsible to inform any conflicts between this specification and
other applicable specifications, industry standard and codes to Managing
Contractor / Owner.
4.2. The SELLER shall proceed further in the concerned matter only after the conflicts
are resolved in writing by the Managing contractor / Owner.
4.3. In general, order of priority of the documents shall be as follows,
• Local regulatory and statutory requirement:
• Project specification;
• This specification and relevant equipment/system specification;
• Codes and standards;
SELLER shall be required to obtain prior approval from Managing Contractor /
Owner for any deviation from this specification.

10.5.13. SELLER shall provide detail installation drawings showing location of the gauge head
and listing all materials within his scope of supply.
10.6. Alarm Switches
Automatic Gauge Heads shall have software configurable level alarms. Status of
these level alarms shall be encoded in the transmission signal.
10.7. Name plates
All components and equipment supplied by the SELLER shall be provided with a
manufacturer’s corrosion resistant (stainless steel) nameplate permanently fixed to
the instrument indicating the following as a .
• Instrument tag number
• SELLER’s name, model number and serial number
• Purchase Order Number
11. Remote Tank Gauging System
11.1. General
The SELLER shall provide the following field mounted equipment and installation
materials as a minimum base for his responsibility for field installed devices. Any
deviations from these requirements shall be specifically stated. A typical schematic
of the arrangement shall be as given in Annexure-I.
11.2. Tank Gauges for Inventory Measurement.
11.2.1. The gauges shall be of the radar type. Each tank gauging instrument shall have a
local digital read-out of tank level. Materials of all wetted parts shall be stainless
steel ANSI 316 minimum.
11.2.2. SS Stilling wells will be used where required, and will be supplied by the tank
fabricator to the design specified by the tank gauging instrument manufacturer. To
this extent the tank gauging manufacturer shall supply a certified stilling well
drawing when required, as defined by the MANAGING CONTRACTOR. Deflection
plates shall be provided at the bottom of the stilling well. Seamless pipe shall be
used for fabrication of stilling well.
11.2.3. Radar Gauges used for the inventory measurement shall be accurate enough for
using in custody transfer application.
11.2.4. Radar Gauges used for the Inventory measurement shall be connected to the
redundant COMMUNICATION UNIT (Field Communication Unit). Number of gauges
can be multi-dropped and connected to the single field bus for communicating to
COMMUNICATION UNIT.
11.2.5. Redundant communication between Owner’s DCS and communication unit shall be
provided through MODBUS-RTU or MODBUS TCP/IP.

The system configuration and scan times shall be advised by the SELLER with the
quotation.
As a minimum the unit shall be capable of performing the following
• Provide a visual and manual operator interface
• Provide multi-level password protection with multiple users at each level. This
should include the following (or an equivalent):
1 ‘Operator’ providing access for normal operator functions.
12.7 The operator interface comprise of a keyboard, a LCD monitor, and DVD R/W
device.
12.8 The computer shall receive level, temperature, density (where specified) and alarm
data, etc. from the interface unit and shall on demand, display these
values/information, together with any specified calculations. Information shall be
presented on the HMI in the form of selectable pages giving filling/emptying status,
available volume, etc. and identifying vessels and product, in addition to presenting
a storage facility overview. At the proposal stage, the SELLER shall provide
complete information as to the manner he proposes to meet the intent of this
requirement.
12.9 Facility shall be available for manual entry of constants such as vessel strapping
tables, coefficients of expansion, etc. and variables such as liquid base density,
molecular weight, etc. Access to this facility shall be protected by password.
12.10 The unit shall monitor all system alarm points and shall immediately display, both
visually and audibly any fault condition upon occurrence.
12.11 Logging of data and events including an alarm summary in electronic file, shall be
prepared on a real time schedule basis and on keyboard or host computer demand.
12.12 The system shall support the entry and maintenance of tank calibration tables and
tank product information and shall calculate the volumes based on this information.

12.12.1 Volume Calculation
Volume calculation support is to be provided in the Gauging System to calculate
volumes in real time. Thermal expansion is to be based upon ASTM D1250 tables,
ASTM 53 & 54 tables (years 1953).

13.1.16 All electronic modules shall have unique serial number which shall be indicated on
the hardware test report.
13.1.17 Cabinets shall be supplied completely wired, assembled, tested, and ready for
installation. ATG System cabinets shall include all the associated hardware as well as
the Marshaling hardware.
13.2 Power Supplies
13.2.1 Each cabinet shall be provided with separate incoming breaker for 230VAC and
110VAC incoming power isolation.
13.2.2 Sub-distribution to all the power users within the System cabinets will be by the
SELLER. The SELLER shall include circuit breakers for AC supplies to each power
supply unit and sub-distribution within the System.
13.2.3 The System will be provided with redundant 110VAC + 6%/ -1%, 50 Hz ± 5%, live,
neutral and ground from a UPS system (supplied by others). Each supply shall be
capable of taking the full load of the System.
13.2.4 The 110VAC power distribution to COMMUNICATION UNIT shall include a main
circuit breaker.
13.2.5 Panel lighting and receptacles for maintenance shall be provided with normal
230VAC, 50 Hz electrical distribution board.
13.2.6 All the 24VDC power supplies for the System shall be supplied and mounted in
cabinets by the SELLER.
13.3 Wiring and Cabling
13.3.1 All cable entries to the cabinets shall be from the bottom. All cables shall be
clamped with armour grounding.
13.3.2 The field cables shall be terminated on Phoenix / Wago 2.5 (or equal), spring loaded
type terminals. Blue terminals shall be provided for the intrinsically safe field cables.
Spare cores of all field cables shall be terminated in the cabinet.
13.3.3 Crimped pins shall be used on all wire terminations into Phoenix / Wago 2.5 (or
equivalent terminals). All wires shall be tagged using slip on heat shrink type
markers. Larger size terminals shall be provided, if necessary for power cables.
Cable/ wire numbering shall be subject to approval.
13.3.4 All electrical terminals inside the cabinet shall be clearly identified. Group headers
shall be used to identify rows/ groups of terminals. Preference is for different
coloured terminals for various voltages
13.3.5 All wiring shall be mechanically supported within plastic non-flammable trunking
with covers. Signals of different voltage levels shall be run in separate trunking and
shall be segregated on the terminal boards.

13.3.6 The internal wiring of the System shall be in accordance with applicable electrical
standards. Wiring diagrams shall be complete with recommended wire sizes, type,
and shielding required for the electrical circuits between components that are to be
wired
13.3.7 Conductor size of internal signal wiring shall be 1.0 sq. mm. Conductor shall be
stranded type terminated with crimped wire lugs.
13.3.8 Intrinsic Safe and Non-Intrinsic Safe wiring shall be segregated according to
CENELEC EN-50039
13.3.9 The colour coding of the power supply wiring shall meet prevailing local codes and
standards.
13.3.10 All System cables, ribbon cables and data highway cables shall be within SELLER’s
scope.
13.3.11 Within System panels, the following shall apply:
• 20 % spare (terminals, etc) shall be provided;
• 20% spare space for termination shall be provided.
13.4 Earthing
Earth bus bars (protective earth and instrument earth) shall be provided in the
cabinet.
Instrument earth shall be totally separate from the protective earth and shall be of
very high integrity.
13.4.1 General
SELLER shall provide all earth continuity links required for the equipment. Provision
shall be made for terminating 35 mm2 stranded copper protective and Instrument
earthing conductors supplied by the others;
Dedicated noise free earth of less than 1 ohm rising to a maximum of 10 ohms at
10MHz at the System Shall be away from any heavy plant or high noise;
The earth shall be as short and straight as possible via a heavy cable preferably a flat
copper strap;
13.4.2 Protective Earth
A protective earth bar, bonded to framework, shall be provided in each equipment
and termination cabinet. It shall be used to provide earthing for power supply
modules, metal equipment enclosures and doors;
All metal components shall be connected to the protective earth system;
Flexible conduits, soldered joints or door hinges shall not be accepted as earth
returns;

All earth connections shall be made direct to the earth point for all system cabinet.
Looping from item to item will be acceptable in the case of cabinets.
13.4.3 Instrument Earth
Instrument earth shall be totally separate from the power earth and shall be of a
very high integrity;
Separate Instrument earth busbar, mounted on insulators shall be provided in each
equipment and termination cabinet. These shall be used to ground the relevant
zero volt references and signal cable screens;
Signal cable screens and spare cores of all multicore cables shall be terminated on
the Instrument earth busbar via spare terminals;
Adequate common, neutral and common (earth) terminals shall be provided.
14 Communication and Functionality requirements
14.1 Redundant communication interface between OWNER’S DCS and
COMMUNICATION UNIT shall be provided through MODBUS RTU or MODBUS
TCP/IP.Fibre optic network shall be offered by the SELLER to monitor all the
data/parameters of Remote tank gauging devices. Typical Schematic shown in
Annexure-II & III.
14.2 The network shall be via single ring (2 core) Fibre optic cable. Network shall be field
proven and as per standard network hardware purchased for the entire project. All
the accessories, patch panels, patch cords of reputed make approved by the
Managing contractor shall be supplied by the Vendor.
14.3 Detailed network schematic shall be provided by the SELLER for approval of
MANAGING CONTRACTOR.
14.4 Wherever possible tank gauging equipment shall use FOUNDATION FIELDBUS
communication method. SELLER shall include all communication equipment and
type testing of devices in conjunction with DCS supplier.
14.5 Remote tank gauging devices shall be multi-dropped from the COMMUNICATION
UNIT using RS-485 serial interface port(s) and either an industry standard
communication protocol or manufacturers standard system protocol. SELLER shall
list limitations in distance and grouping (numbers of instruments) for transmission
system.
14.6 All COMMUNICATION UNIT located in the UNMANNED CONTROL ROOM shall be
multi-dropped from the Operator station (HMI) using the field bus modem with USB
connection.
UNMANNED CONTROL ROOM HMI shall be connected to the CCC HMI on Fibre
Optic Network. SELLER shall include the Fibre Optic Ethernet Switch and Patch cord

for connecting to the Fibre Optic Patch Panel (By Others) available in UNMANNED
CONTROL ROOM and CCC.
14.7 Automatic Tank Level Measurement System shall have the following :
• Failure of data communication link shall have no effect on operation of
controller system.
• Failure of an individual operator workstation shall not affect function of any
other workstation and shall not limit control and monitoring of system.
• Failure of any hardware/firmware on any gauge should be limited to the gauge
itself and not affect data transmitted from other gauges within the same
operating group or other groups to the
15 Diagnostics and Help Features
15.1 On-line electronic documentation of the system is desirable.
15.2 On-line “HELP” menu shall be available for the software on the system.
15.3 On-line maintainability should be e.g. change in tank data, addition of groups etc.
Operator and Engineer type functions shall be separated via a password security
system (see section 12.6).
15.4 Tank gauging system shall have the following features for diagnostics and trouble
• The system shall include comprehensive off-line and on-line diagnostics
• The off-line diagnostic programs shall consist of a library of programs used to
verify operation of a device or to aid in troubleshooting of a device.
• The on-line diagnostic programs shall have malfunction check program and shall
alarm the operator upon detection of a fault. Such alarms should be separate
from operational alarms.
• Self-diagnostics shall also detect faults in :
Data highways and communication lines
Power supplies
LCD Displays and keyboards
15.5 Diagnostics/alarm messages should be available on screen with some form of high
lighting like colour change, flashing, etc.
16 Inspection and Test
16.1 General
16.1.1 In addition to performing final inspection and witnessing final simulation tests, the
MANAGING CONTRACTOR reserves the right to carry out inspections/expediting
visits during the course of manufacture.

16.1.2 The SELLER’s own Quality Control department shall have completed to their
satisfaction all of the required checks and simulations before notifying the
MANAGING CONTRACTOR that the equipment is complete and ready for his
inspection.
16.1.3 The SELLER shall provide a comprehensive test programme for the Factory
Acceptance Test (FAT) and the Site Acceptance Test (SAT). The SELLER shall propose
the procedures to be used for these tests, including the "pass/fail" criteria and
subsequent action to be taken. These test programmes shall be submitted for
approval of MANAGING CONTRACTOR at least 4 weeks prior to the FAT.
16.1.4 The SELLER shall conduct the FAT for this ATG system prior to shipment. The SELLER
shall conduct the SAT prior to final acceptance of the ATG system by MANAGING
CONTRACTOR.
16.2 Module Testing
All electronic modules and components used within each system shall be
functionally tested by the manufacturer prior to system assembly.
The electronic hardware shall be assembled as per project requirements and given a
complete functional hardware, “heat soak” and simulated full power test including a
96 hour burn-in.
Each complete system including any application software shall be given a complete
point-to-point functional test prior to Factory Acceptance Testing (FAT) and
shipment.
Tests shall be performed under electrical conditions equivalent to those specified
for the site, unless alternative conditions have been submitted with the quotation
and approved by the MANAGING CONTRACTOR.
The SELLER shall advise the MANAGING CONTRACTOR of their intentions and
schedule with respect to module testing.
The MANAGING CONTRACTOR reserves the right to witness and inspect all or any
module test programme. The MANAGING CONTRACTOR also reserves the right to
request additional tests to be incorporated into the test procedure by mutual
agreement.
The system shall be inspected by MANAGING CONTRACTOR’S representatives prior
to the SELLER’s test for satisfactory quality and workmanship. All system
functionality shall be fully tested, and the entire test shall be successfully completed
by the SELLER prior to the FAT.
16.3 Factory Acceptance Test (FAT)
Due to the size and complexity of the required integrated ATG system, this FAT may
relate only to the ATG system covered by this document.

The FAT procedures shall address the environmental issues such that the actual test
programme is conducted under conditions agreed by the MANAGING
CONTRACTOR.
All hardware must be suitably prepared and connected at the SELLER’s designated
location, approved by the MANAGING CONTRACTOR, and all software must be
configured prior to the start of the FAT. The FAT shall include the testing and
acceptance of hardware, software and networking including integration testing of
any other system which will be interfaced to the specific equipment under test.
The bandwidth associated with interfaced systems supplied by others (DCS) shall
also be tested if appropriate. The tests may be carried out with the actual system to
be installed at site or with the aid of simulators. This choice shall be agreed with the
MANAGING CONTRACTOR. The SELLER shall be responsible for the unpacking and
re-packing of third party systems before and after the FAT.
MANAGING CONTRACTOR and possibly OWNER personnel will witness the entire
FAT. This shall involve testing 100% of the hardware and all the software
configurations including network.
One month prior to proceeding with the testing, the SELLER must submit for review
the system log, pre-test records, and show certificates for test equipment to be
used. The SELLER shall also submit a detailed schedule of the FAT showing assigned
personnel and location to enable the MANAGING CONTRACTOR and OWNER to plan
their personnel requirements.
The FAT procedures shall be signed off by SELLER and MANAGING CONTRACTOR /
OWNER personnel at the successful conclusion of testing.
Unstructured tests may be performed by the MANAGING CONTRACTOR / OWNER
personnel to further ensure that all the functional requirements are met.
All hardware diagnostic programmes shall be run at the start of the FAT. The
SELLER shall include steps in the FAT procedure to demonstrate all system features
including performance requirements such as network loading due to full system
integration.
17 Preparation for Shipment
For protection during shipment and storage in the field warehouse, the SELLER has
to take all necessary precautions to prevent damage or adverse affects of humidity
to the instrument.
All flanged openings in automatic gauges shall be protected by means of wooden or
steel (min 3mm thick) covers. All electrical connections to be protected by plastic
plugs.

20.5 All the spare parts used during the warranty period shall be replenished at SELLER’S
expense.
21 Warranty
21.1 The warranty period shall be 2 years from the date of SAT or 3 years from the date
of delivery of the goods, whichever is earlier.
21.2 In case of failure of any hardware and software during the warranty period, same
shall be replenished at SELLER’S expense.
