Overview
This document describes the functional flow of Employment Exchange Application
developed as per the requirements and guidance received. The purpose is to
update/track employment data on the portal by various Employment Exchanges on a
monthly basis. The data will be grouped and presented as per the existing structure
across the districts, regions and State on respective dashboards for review and
reporting. Further, States and DGE will have direct access to all the information.

1. Employment Statistics - (ES 1): Return showing the work done by the Employment
Exchanges across all Categories of applicants

2. Employment Statistics - (ES 2): Return showing the work done by the Employment
Exchanges in respect of education level

3. Employment Statistics - (ES 3): Return showing the work done by the Employment
Exchanges by NCO

4. Employment Statistics - (ES 4): Return showing Trade-wise distribution of


Craftsmen trained at the ITIs and full-term Apprentices trained under the
Apprenticeship Act during the month

5. Employment Statistics - (ES 5 PART-1): Return showing the work done in respect
of Person with Disability (PWD) PART-1

6. Employment Statistics - (ES 5 PART-2): Return showing the work done in respect
of Person with Disability (PWD) PART-2

7. Employment Statistics - (ES 6): Return showing the work done by the Employment
Exchanges in r/o sector wise vacancies

8. Employment Statistics - (ES 7): Return showing the work done by Employment
Exchange for promotion of self-employment (S.E) during the Half Year ended

9. Employment Statistics - (ES 8): Return showing the work done by the Employment
Exchanges in respect of all Categories of applicants: NCS5421

Once the district level data entry is complete, the regional level admin users can review
and update along with the recommendation to the State level officials. State Level
officials would verify all the data and download.

There are two Types of Users in the application as follows:

1. Employment Exchange Users: These users will update the data in the system. All the
required data will be updated by the Users.

2. Admin Users: There are three (3) types of admin users, who will view the data
provided by the employment exchange users (at district level)

a. Regional Admin: The Regional Admin users will view and download
employment exchange – district level data after review. They can ask the user
level submitted data in case of any modification required.

b. State Admin: The State Admin will review and download the regional level
admin information. They can view and download the user level submitted data.

c. DGE Admin: The DGE Admin will review the information received from
respective States. They can download the user level submitted data in case of
any modification required.

Getting started
Access The Application

To access the National Career Service Portal (NCS Portal) all the application users will
login in the NCS Portal with the login details. Only pre-registered users will be able to
access the portal. Each individual user will have their credentials to access the portal.
Open the portal https://www.ncs.gov.in/ and the steps for login and submission of the
details required are as follows:

Step 1. Click on the Login Button on the portal

Step 2. Submit the respective User ID and Password

1. Enter User ID Like (NCS******C)


2. Enter Password Like (Di*******2)
3. Click the sign in button to display the Employment Exchange Dashboard
homepage.

After successful login, the home Page of the Dashboard will be displayed

Step 3. Click on Employment Return

The Employment Exchange Dashboard for the current month will open.
Based on the Login user, the system will display a specific dashboard.

This document describes the employment exchange user flow followed by the flow for
admin users at region, State and DGE level.

Employment Exchange User Dashboard
The user dashboard will display all the 8 Employment statistics forms.

Step 4. Select year from Year option

● Click on the Year button.


● Select the year from the year drop down list for which you want to view or edit
the Employment Statistics Forms.

Step 5. Select month from Month option

● Click on the Month button.


● Select the desired month of the respective year from the month drop down list
for which you want to view or edit the Employment Statistics Form.

Based on the user authentication the details of respective State and exchange will be
displayed

The following are the Status of the forms.

● Open - The form is blank and the user can fill the form.

● Draft - The user can edit and update the form which is already saved.

● Submitted - The user has submitted the data and can only view and download the
form.

After selecting year and month, the respective status of all the forms will be displayed. If
the status of the form is submitted the user can only view but if the status of the form is
in draft the user can update the data. In case the form has open status, the user needs
to click on Add.

To add or create new ES 1 for a specific month and year we need to follow the following
steps

Step 6. To Add a new ES 1 report, user need to click on Add button of ES 1 row

● Click on the add button

● By default, current year and previous month will be displayed.

● Based on the user authentication the details like respective State and exchange
will be displayed

Step 7. Data entry screen

● Data entry screen will open and the user can enter and save the data in draft
format.

Once the user updates the data, the user can save the data in draft format. Once we
click on save as draft the system will display a ‘data saved successfully’ message.

● The user can take the following actions after entering the data
○ Save as draft - Form will be saved in the draft mode
○ Submit - User can submit the form and the system will redirect to the
dashboard.
○ Save As Draft And Back to Dashboard - User will be redirected to dashboard
and the form will be saved as draft.

Step 8. Click on ok button

● When the user clicks on the “Save As Draft And Back To Dashboard” button, the
system will open the dashboard automatically after saving the data.
● Users can again edit the form to update the data.

Step 10. We can view the data as well as edit and submit

● Once the user updates required data ,the user can submit the data by clicking on
the ‘Submit’ button.

Step 11. Click on ok to submit the data

● Once the user clicks on the submit button a new pop up window will be displayed
with the message ‘Are You Sure. You want to Submit?”.
● If the user clicks on the “No” button the system will save it as draft.
● If the user clicks on the “Yes” button the system will save it as Submitted
Successfully.

● After successful submission, the user will be redirected to the dashboard.

● The dashboard status will change to submitted.

Step 12. Click on view button to view the data

● Click on the view button.


● The user can view the submitted data.

To add or create new ES 2 for a specific month and year we need to follow the following
steps

Step 13. To Add a new ES 2 report, user need to click on Add button of ES 2 row

● Click on the add button

● By default, current year and previous month will be displayed.

● After successful submission, the user will be redirected to dashboard.

● The dashboard status will change to submitted.

Step 19. Click on view button to view the data

● Click on the view button.


● The user can view the submitted data.

steps

Step 20. To Add a new ES 3 report, user need to click on Add button of ES 3 row

following steps

Step 34. To Add a new ES 5 PART1 report, users need to click on the Add button of ES 5

Employer Return
The Employer Return can only be updated by the state Employment Exchange and can
be viewed and downloaded by DGE Admin user. As per the below screenshot, the ES
Return menu option is available for all type of users.

Whereas the EMI Return menu will display only for State and DGE users.

There are two types of Employer Return reports. The following are the details:

1. Employer Return -I [ER-I]: Quarterly EMI Statements in respect of Public and


Private Sector
● EMI 1.0 Public Sector Total: Statement showing the employment in total public
sector Establishments for the Quarter ending.
● EMI 1.1 Central Government Establishments: Statement showing the Employment
in total Central Government Establishments for the Quarter ending.
● EMI 1.2 State Government Establishments: Statement showing the Employment in
total State Government Establishments for the Quarter ending.
● EMI 1.3 Quasi Central Government Establishments: Statement showing the
Employment in total Quasi Central Government Establishments for the Quarter
ending.
● EMI 1.4 Quasi State Government Establishments: Statement showing the
Employment in total Quasi State Government Establishments for the Quarter
ending.
● EMI 1.5 Local Bodies Establishments: Statement showing the Employment in total
Local Bodies Establishments for the Quarter ending.
● EMI 2.0 Private Sector (Act/Non-Act) Total: Statement showing the employment in
total Private sector Establishments for the Quarter ending.
● EMI 2.1 Private Sector-Act Establishments: Statement showing the Employment in
total Private Sector-Act Establishments for the Quarter ending.
● EMI 2.2 Private Sector-Non Act Establishments: Statement showing the
Employment in total Private Sector-Non Act Establishments for the Quarter
ending.

Step 1. User click on Employer Return menu ER - Dashboard opens

Step 2. User click on Add button to add new ER I form for the selected quarter and

When regional admin login the following dashboard will be displayed based on
selected month and year

The regional admin can view all the exchange data in the dashboard. Click on any
exchange and the exchange dashboard will be displayed.

The regional admin can review documents and download.

State Dashboard
When State admin login the following dashboard will be displayed based on selected
month and year

The State admin will be able to see all the region information and when they click on
view the system will open the district dashboard.

The regional dashboard will be viewed. And the State admin can view any district data
on click.

State admin can review documents and download.

DGE Dashboard
When DGE admin login the following dashboard will be displayed based on selected
month and year

DGE admin can view all the State data along with static and on clicking the view button
the system will open the all the region dashboard of the selected States that is Andhra
Pradesh.

Here DGE admin can click on the view button and the system will display the district
dashboard.
