If we don't have a seminar on how the office of the Ombudsman came to be, I have no

understanding of what it does or how it fits into our society. In the seminar, I learned that the
Republic Act No. 6770 (November 17, 1989), often known as "The Ombudsman Act of 1989,"
established the office of the Ombudsman and provided for its structural and functional
organization. The 1987 constitution, which established a higher standard of accountability for
government employees based on the tenet that "public office is a public trust," gave rise to the
office of the Ombudsman as we know it today.
An ombudsman is chosen to look into complaints about an institution and find solutions.
The ombudsman institution has a long history and originated in the Scandinavian nations. Its
purpose was to provide the general public with a court where they could quickly air their
complaints against the government. The Ombudsman shall prioritize complaints made against
high-ranking public officials and those in supervisory positions, complaints involving severe
offenses, and complaints involving sizable amounts of money and property.

Title of Event: Legal Basis on the Creation of the office of the Sandiganbayan
Name of the Speaker: Atty. Julius Ompad
I discovered that Presidential Decree No. 1486 (June 11, 1978), which supported the
institution of the Sandiganbayan as allowed for by the 1973 Constitution, backed the founding of
the Sandiganbayan. The Sandiganbayan was given equal standing with the Court of Appeals by
Presidential Decree No. 1606 (January 10, 1979), which amended PD 1486. In addition, Atty.
Ompad explained that the Sandiganbayan was established to hear and decide matters involving
government personnel and officials accused of bribery, corruption, and other related acts. I also
discovered that the President appoints the Sandiganbayan's 14 associate justices and one
presiding judge from a shortlist provided by the Judicial and Bar Council.

Finally, I realized that the Sandiganbayan Bayan plays a significant role in our country,
particularly when it comes to our justice system. I also discovered that their work is more
complex than we recently witnessed on television and other social media platforms.

Title of Event: Battle Against Drugs
Name of the Speaker: Dr. Danny I. Bornales
We are all aware of the detrimental effects of illegal narcotics on our physical and
psychological health. We all understand that many people are aware of how harmful drugs are to
us, but many individuals continue to use them regularly. Peer pressure is one of the main issues a
child or adolescent encounters, especially at school, where they can have unfavorable friends.
Peer pressure is one of the reasons why there are so many people who are addicted to drugs. The
second aspect is curiosity. As we all know, many people still don't know much about drugs, and
as a result, many are unaware of the negative consequences of using drugs. Finally, one of the
causes of drug use is anxiety and depression. They believe that using medicines will make their
worry and despair disappear, but they are unaware of the adverse effects.

This drug education seminar is crucial, especially for young people who are more likely
than older people to be impacted by drug addiction. I sincerely hope that this kind of lecture will
teach a large number of students and young people. Because of the way this type of seminar will
educate our young people about finding the appropriate solutions to problems instead of abusing
drugs.

Title of Event: Constitutional Bodies Fighting Graft and Corrupt Practices Act
Name of the Speaker: Atty. Mario Rizon Jr.
The Sandiganbayan (SB) hears and renders judgment in criminal and civil matters
involving allegations of graft, corruption, and other related acts against government officials and
employees. According to Republic Act 3019, "public officers" include elected and appointed
officials as well as permanent and temporary employees who work in classified or unclassified,
or exempt positions and receive a salary from the government as described in the previous
subparagraph. The Sandiganbayan's authority was further clarified by Republic Act 8249, which
amended PD 1606 on February 5, 1997. According to the guiding premise that a public office is
a public trust, the Philippine government has made it a priority to suppress actions taken by both
public officials and ordinary citizens that constitute graft or corrupt practices or have the
potential to do so.

Title of Event: Seminar on the Prevention of the Sexual Harassment
Name of the speaker: Atty. Julius Ompad

I learned a lot during the seminar on sexual harassment prevention, including what laws
support the prohibition of sexual harassment and the associated penalties. It states that RA 7877
requires the employer or the head of the work-related, educational, or training environment or
institution to perform specific duties to ensure the enforcement of this Act, specifically that they
must establish the processes for the resolution, settlement, or prosecution of acts of sexual
harassment. Additionally, I discovered that anyone guilty of sexual harassment faces a sentence
of one month to six months in prison, a fine of ten thousand pesos to twenty thousand pesos, or
both.

This seminar greatly assists all of the disciplines at UCLM, not only the criminology
department. As is common knowledge, there are currently numerous instances of sexual
harassment. Some of those victims choose to remain silent rather than file a legal complaint, but
with the help of this type of seminar, we may assist them by educating them on the legislation
that could enable them to seek redress. Additionally, we could inform others unaware of how to
stop sexual harassment.
