Jaybee T. Fernandez
II. Background of the Project:
A child's reading skills are important to their success in school as they will allow them to
access the scope of the curriculum and improve their communication and language skills. In
addition, reading can be a fun and imaginative time for children, which opens doors to all
kinds of new worlds for them.
Pandemic’s impact on the learning among pupils in primary grade level shows distinct
changes in the growth of basic reading skills over the past two years. Results from school
reading assessment using different reading materials given to Grade 1 to Grade 3 pupils
shows that the development of reading fluency has stopped after the sudden closures of
schools because of COVID-19 and pupils in general gained difficulty in reading and slow in
developing reading skills. Reading remediations via online and in modular modality is not
enough to address pupils reading difficulty.
As COVID – 19 cases decrease, and with the government approval for the piloting of face-
to-face classes in low-risk areas, DepEd Memorandum No. 71, s. 2021, Preparations for the
Pilot Face-to-Face, Expansion and Transitioning to the New Normal was released and
timeline are given to schools to prepare to be assessed and evaluated for approval. Bungad
Elementary School, a participating school for the expansion of face-to-face was given a safety
seal and opportunity to open classes. In this way, teachers can focus on reading remediation
on some pupils struggling in reading with the help of different reading materials. Thus, this
program Project READ (Reading Enrichment And Development) was planned.
