QUESTION 1 (14 MARKS)

A lot of things have become a "new normal", and for the issue of movement, especially
travel, perhaps there needs to be another one. Malaysia's methods initially earned much praise
from world bodies such as the World Health Organisation (WHO). However, we have since
been hit by a third wave of infections, the likes of which we have not dealt with before. At
present, all appears to be going well in our battle against Covid-19.

The first phase of the National Covid19 Immunisation Programme (NIP) is well under
way and many frontliners have received the vaccine. To date, more than a million have
registered for the NIP and the number is climbing. More needs to be done, however, and the
government recently announced the use of an electronic device to track Covid-19 patients,
their close contacts and people whom health authorities suspect may have been infected.

There is also a proposal for a vaccine, health or immunity passport. While the former
seems useful on the whole, there are some concerns that this could lead to abuse of rights.
The concerns, however, are amplified infinitely more for the latter. The passport has sparked
debate on media sites and social media platforms. Some quarters have said that it is
discriminatory because it is said that without the passport, one would not be allowed to go
anywhere, enter events or even restaurants. One big step, then, would be to ensure that all
Malaysians are vaccinated, if the government does not, in fact, make it compulsory for
everyone to take their shots. If not, there will be those among us who will be left out and this
would be unfair.
