1.

Establish basic information:

A. Identify the local issue you chose.

Education Funding

B. Identify a potential legal solution for the issue. It may be a new law you already
identified in the prior assignment, a change to an existing regulation, or a new idea.

A potential legal solution is defunding the police and allocating the money for
schools.

2. Apply predictive thinking. Respond to each of the following questions in at least one

complete paragraph:
A. What group of people would be most affected by this legal solution? For example,
this might be business owners, people in a certain occupation, age group,
neighborhood, etc.

With change, many groups can be effected negative and positively. This is described
as the butterfly effect. Using a pros and cons list will most accurately influence
appropriate decisions. Thus being said, the group that will be most affected by this
legal solution is the police. This is because, they are the ones losing funding. Many
people will see this as a way to abolish police; However, it won’t abolish policing
systems, just reallocate funds to a greater cause.

B. Why might this group of people resist complying with the new law or regulation?
Consider the financial costs or other short- and long-term costs this group may bear.

Police may resist to this because the most obvious reason, they’re no longer being
funded by the government. They would receive lower salaries, lesser grade
resources, and would have to find other ways of making money. This may seem like
a tragedy to policing communities however, police brutality is on the rise and there
needs to be a stop to it.

C. How might local government address these reasons for resistance in a positive way,
to incentivize compliance? For example, perhaps there could be some sort of
compensation for any financial costs incurred.

Local government could address this by holding fundraisers for the police
department. Those concerned about policing over education could show their
support by donating. Government could also stress the need to fund money for
schools and children. That should hold more merit than overfunding police.
D. What consequence for violations would be necessary to incentivize this group to
comply with the regulation? For example, a fine would have to be high enough to
deter violators but not so high that the legal system would refuse to enforce it.

Much like how they do with Floridian teachers, any protesting would result in
immediate removal of their badge and a fine. Unfortunately, even though the first
amendment right states that citizens have the right to protest Floridian teachers are
forbidden from doing so, so it should be no problem the same rule applies to police.

3. Evaluate the legal solution. Having applied predictive analysis, would you support this legal
solution in your community? Explain why or why not in a complete paragraph.

After thorough investigation, I would support this legal solution in my community. This is
because police have gotten away with police brutality for far too long. Defunding the
police will lessen this injustice significantly and money will be put in a better place. As a
student and a minority, I personally would feel much safer and have greater learning
opportunities through this decision. Overall, this legal solution would be much better for
my community.
