    STATEMENT OF JURISDICTION

    The States of Arsenalia (“the Claimant”) and the State of Rojo Diablo (“the Respondent”)

    submit the following dispute to the International Court of Justice. Pursuant to Article 40,

    paragraph 1 of the Statute of the International Court of Justice, States may bring cases before the

    Court by special agreement. Statute of the International Court of Justice, art. 40, T.S. No. 993

    (1945). On 16 July 2022, the Parties signed a special agreement and submitted it to the

    Registrar of the International Court of Justice. See Special Agreement Between the State of

    Arsenalia and the State of Rojo Diablo for Submission to the International Court of

    Justice of Differences Between Them Concerning issues relating to the Wenger Incident.
