‫توقيع اتفاقية إطار‬

‫وقع اليوم الرئيس المدير العام لسوناطراك السيد توفيق حكار والمدير العام لوكالة الفضاء الجزائرية‬
‫السيد عز الدين أوصديق‪ ،‬اتفاقية إطار تتعلق بوضع التكنولوجيات الفضائية التي تتوفر عليها وكالة‬
‫الفضاء الجزائرية في متناول سوناطراك‪.‬‬

‫كما تم‪ ،‬إثر توقيع هذه االتفاقية اإلطار‪ ،‬توقيع ثالثة ‪ 03‬عقود تطبيقية تتعلق بمختلف خدمات أبحاث‬
‫الفضاء التطبيقية التي أنجزتها وكالة الفضاء الجزائرية لصالح سوناطراك‪.‬‬

‫تتعلق هذه العقود التطبيقية بالجوانب التالية‪:‬‬

‫‪ ‬المرافقة بغرض وضع نظام تقدير الغازات المشتعلة وانبعاثات الميثان في إطار الجهود التي تبذلها‬
‫سوناطراك في مجال تخفيض البصمة الكربونية الناجمة عن أنشطتها؛‬
‫‪ ‬الحصول على صور أقمار صناعية معتمدة ونماذج رقمية ‪ MTN‬خاصة بحقول التطوير؛‬
‫‪ ‬استغالل تقنيات الجيوديزيا الفضائية على مستوى حقول التطوير‪.‬‬

‫تحد د هذه االتفاقية اإلطار كيفيات التعاون بين الطرفين من أجل االستخدام األمثل لتكنولوجيات الفضاء‬
‫وتطبيقاتها في تصميم ودراسة وتنفيذ مشاريع التطوير المتعلقة بمختلف مجاالت نشاطات سوناطراك‪.‬‬

‫من خالل هذه االتفاقية اإلطار‪ ،‬يؤكد الطرفان رغبتهما في تجديد التعاون المتبادل المفيد والمثمر‪ ،‬في‬
‫مجاالت تطبيقات واستخدامات تكنولوجيات الفضاء من جهة‪ ،‬ومساهمة كل منهما فيما يخصه‪ ،‬في تطوير‬
‫االقتصاد الوطني‪ ،‬من ناحية أخرى‪.‬‬

SIGNING OF A FRAMEWORK CONVENTION SH-ASAL

Algiers, 10th April 2023

SONATRACH Chief Executive Officer Mr. Toufik HAKKAR and the General Director of
the Algerian Spatial Agency (ASAL), Mr. Azzedine Oussedik, signed today a framework
convention to provide spatial technologies held by ASAL for the benefit of
SONATRACH.

The signing of this convention was complemented by the conclusion of three (3)
application agreements relating to different applied spatial research services which
ASAL developed for SONATRACH.

The application agreements concern the following aspects:

 Providing support for the setting up of the estimation system of flared gas and
methane emissions as part of SONATRACH endeavor to reduce the carbon
footprint resulting from its activities.
 The acquisition of orthorectified satellite imagery and digital terrain model (MNT)
on the fields under development.
 The exploitation of space geodesy technics on the fields under development.

This framework convention will define the procedures of collaboration between the two
parties for an optimal use of the spatial technologies and their application in design,
study and implementation of the development projects linked to the different domains of
SONATRACH activities.

Under the present framework convention, both parties confirm their will to renew
cooperation mutually profitable and fruitful in the field of application and use of spatial
technologies, on the one hand, and their respective contribution to the development of
the national economy, on the other hand.

Signature d’une convention Cadre
SONATRACH – ASAL

Alger, le 10 avril 2023

Le Président Directeur Général de SONATRACH M. Toufik HAKKAR et le Directeur

Général de l’Agence Spatiale Algérienne (ASAL) M. Azzedine Oussedik ont procédé,
ce jour, à la signature de la convention cadre portant sur la mise à disposition des
technologies spatiales détenues par l’ASAL au profit de SONATRACH.

La signature de cette Convention Cadre a été suivie par la signature de trois (03)
contrats d’application inhérents à diverses prestations de recherche appliquée spatiale
réalisées par l’ASAL pour le compte de SONATRACH :

Ces contrats d’application concernent les aspects suivants :

 L’accompagnement pour la mise en place du système d’estimation des

émissions de gaz torchés et de méthane dans le cadre des efforts menés par
SONATRACH en matière de baisse de l’empreinte carbone issue de ses
activités ;
 L’acquisition d’images satellitaires ortho-rectifiées et modèle numérique terrain
(MNT) sur les champs en développement.
 L’exploitation des techniques de géodésie spatiale sur les champs en
développement.
Cette Convention Cadre définira les modalités de collaboration entre les deux parties
pour une utilisation optimale des technologies spatiales et leurs applications dans la
conception, l’étude et la mise en œuvre des projets de développement liés aux différents
domaines d’activité de SONATRACH.

A travers la présente Convention Cadre, les deux parties entérinent leur volonté de
renouveler la coopération mutuellement avantageuse et fructueuse, dans les domaines
des applications et l’utilisation des technologies spatiales, d’une part, et la contribution
chacune en ce qui la concerne, au développement de l’économie nationale, d’autre part.
