The project is jointly funded by the Philippine Government and International Fund for Agricultural Development (IFAD) with DAR as the lead implementing agency; On the progress of the implementation of the project the Value Chain experts hired by the DAR, and its technical working group has been persuasive to register the project in SECURITY AND EXCHANGE COMMISSION (SEC) as a private corporation. The BUKIFCARB MPC has been consistent to oppose the proposal to avoid difficulties in terms of compliance on government regulating agencies and tax responsibilities.
