College Educational and Financial Assistance Program (Cefap)
All applicants must submit the required documents to their respective Office of
Student Services or scholarship coordinator;
● The scholarship coordinator will assess and evaluate documents submitted
and finalize the list of applicants who wish to apply for the program in the school,
as well as assist the Program Coordinator in assessing the applicants applying
for Financial Assistance and Stipend;
● The formulated list of qualified applicants and the photocopy of their
documents must be forwarded by the scholarship office or CEFAP scholarship
coordinator to the Program Coordinator for further verification then it will be
reviewed for approval of the Governor’s Office

BENEFITS
General Qualifications
Applicant must:
a. Have a permanent residence in the province of Catanduanes
b. Possess good moral character
c. Above satisfactory scholastic record
d. Be enrolled in a PHEI or SUC
1. For applicants Entering First Year College
a. General Weighted Average (GWA) of at least 85% or its
equivalent;
b. No failing grade in their fourth year of high school or Grade 12
senior high school;
c. Certification of Good Moral Character duly signed by the guidance
counsellor and/or principal of the school last attended.
2. For applicants who are currently enrolled in any year level in any SUC
or PHEI
a. General Weighted Average (GWA) of at least 2.2 or its equivalent
from their previous terms of attendance;
b. No failing grade in their previous terms of attendance;
c. Certification of Good Moral Character duly signed by the guidance
counsellor and/or school principal last attended, or, if transferee,
previous SUC or PHEI enrolled in, or if first year.
3. For applicants who are re-entering tertiary education after stopping due `
to unfortunate circumstances
a. General Weighted Average (GWA) of at least 2.2 or its equivalent
from their previous terms of attendance;
b. No failing grade in their previous terms of attendance;
c. Certification of Good Moral Character duly signed by the guidance
counsellor and/or school principal last attended.
STIPEND
BENEFITS
The grantee shall receive Php 10,000.00 per application. A limited number of 200
scholars in PHEI’s and SUC’s per year may claim their stipend. The Php
10,000.00 stipend will be budgeted into the following provisions:

2. Applicants who are currently enrolled in any year level in any SUC or
PHEI
a. General Weighted Average (GWA) of at least 1.8 or its equivalent;
b. No failing grade of any of their terms of attendance;
c. Certification of Good Moral Character duly signed by the guidance
counsellor and/or school principal last attended, or, if transferee,
previous SUC or PHEI enrolled in, or if first year.
APPLICATION PROCESS
1. Students who wish to apply to the program shall coordinate with the
Scholarship Coordinator of their school.
2. Applicants must submit the following documents to their Scholarship
Coordinators:
a. Birth Certificate (Photocopy)
b. Certificate of Good Moral Character issued by the last school attended
c. Endorsement from the Office of the Student Services (OSS)
d. Official/Certified Transcript of Records (for applicants currently enrolled in any
year level within any PHEIs and SUCs)
e. Grade 12 Report Card (for applicants who are entering first year of college)
(Certified true copy)
f. Diploma (Certified true copy)
g. Any valid, government-based ID/Barangay Certificate (photocopy)
h. Medical Certificate with Drug Test Results (for stipend only)
I. Land Bank Account (for stipend only)
3. The respective Scholarship Coordinators of each school will assess the
qualifications
of each applicant and forward the list of scholars to the Governor’s Office to be
signed for approval.
SCHOLARS’ RESPONSIBILITIES
1. A grantee under the CEFAP financial assistance grant shall qualify for
continuous renewal of financial assistance until graduation, provided that the
grantee must:
a. Maintain a GWA of at least 2.5 or its equivalent
b. Not commit behavioral misconduct in a manner that would bring
significant damage to the school, person(s), community, and the Provincial
Government of Catanduanes
2. Grantees of the stipend provision shall open a bank account only to the
authorised depository bank of the PLGU. And must provide the bank details to
the scholarship coordinator and program coordinate on or before the deadline set
by the PLGU.
3. In the event that the Provincial Government of Catanduanes were to hold an
outreach program, all grantees of the CEFAP Program, as part of their social
responsibility, are required to attend and participate in the aforementioned
outreach program.
