ANNEXURE 1 Guideline for Seal Steam temperatures for preventing Barring Stalling
1.0 INTRODUCTION
This LMI based on to draw attention to the need to exercise great care
in the use of turning gear on a Turbo Generator, if there is any indication
or suspicion of transient or permanent deformation of the turbine rotors. As
improper turning methods can cause severe damage in Steam turbines, barring
gear arrangement is provided to keep it rotating at a nominal speed for preventing
thermal bending (Eccentricity) in hot conditions. In case of turbines provided with
Hydraulic barring, it has been seen that, post unit trip, when turbine fails to freely
rotate on barring gear (barring gear stalling) it takes about 48 to 72 hours for Turbine
rotor to become free, thus causing availability loss.
In case of machines provided with motorized barring gear, the barring stalling
usually does not take place, but increase in motor current takes place depending
upon severity and resistance to rotation. Under such conditions, the chances of
damage are increased. The LMI stipulates the directly applicable operational
precautions which are required to be taken to prevent barring stalling under all
operating conditions and avoiding permanent bending, in steam turbines. Further
the guidelines are also given for analyzing the reasons and taking required
corrective action.
4.0 SCOPE:
This LMI is directly applicable to all Units of NTPC/VINDHYACHAL 500 MW steam
turbines of NTPC / VINDHYACHAL KWU Design, provided with Hydraulic Barring
Gear and more specifically to 500 MW BHEL turbines having seen through type glands.
This LMI is also applicable to steam turbines provided with motorized barring 210 MW
steam turbines .Stipulated general precautions to be taken for avoiding barring stalling are
given in the document.
5.0 DIRECTIVE
5.1 Factors Effecting Barring Stalling
Smooth barring gear operation is dependent on availability of the following
a. Adequate jacking oil pressure and adequate lift by jacking oil at bearings.
b. Adequate Radial and Axial clearances between Turbine shaft and Stationery
components (e.g. inter stage /Gland seals, Oil Guards /Catchers/Shields/ Baffles)
c. Quality of Seal steam, at rated temperature and pressure without any
moisture/condensate.
d. Lubricating oil /Jacking oil at Operating temperature for driving the
hydraulic wheel.
Discrepancy in any of the above factors has been seen to affect the smooth
barring operation. Barring operation is affected not only by the prevailing
conditions but also by the operating parameters prior to tripping of turbine.
5.2 Actions needed to be taken under various operating conditions: (these are
directly applicable to 210MW with motorized barring gear and 500 MW KWU
turbines and values specifically to 500 MW KWU t u rb in es wit h s ee-through

1. Machine is On Load.
2. During coasting down when Turbine is coming to Barring speed.
3. During Grid failure/Total AC failure.
4. During shut down, Turbine is on Barring gear
• Auxiliary seal steam temperature should always be maintained above 2900C and
Motorized drain valve MAW10AA011 (For Stage - 2,3,4 & 5) is intermittently
opening /closing at 285/3000C respectively.
RESP:- UCE
• Direct source of auxiliary steam from CRH is closed and auxiliary seal steam for
each unit is charged through Unit HT Aux. steam header and parameters are
maintained at rated pressure i.e. 16 kg/cm2 (g) and rated temperature 3200C1.
However, in case of new units (i.e. 500 MW/Group-2/3/4/5/6 as mentioned in
Annexure 1), at higher pressure and temperature, it is difficult to maintain the
required seal steam parameters when auxiliary seal steam is charged through Main
steam PRDS. Hence in such case, after availability of required steam parameters

• All Steam traps on drains of Aux. PRDS/HT Header/Station HT header/ Aux. seal
steam line until auxiliary seal steam supply isolating valve (upstream of seal
steam station) are functional and serviced annually.
RESP:- AGM(O)/AGM (BMD)
• In Turbine seal steam header, continuous warm up flow is taking place through
given orifice (Parallel to MAL-81). Using Non-contact thermometer ensures that
temperature of piping near orifice is at least 1000C+. Otherwise reasons of less
temperature/flow through this line needs to be investigated e.g. Line/orifice choked
etc. and corrected. AGM (TMD )
5.2.1.2 Ensure that Turning gear valve supply is "on" and SLC turning gear is 'ON'

5.2.1.3 For healthy Jacking oil System:

• Ensure that Jacking oil pump discharge filter has been cleaned after restart of the
Unit, wherever provided, otherwise it may reduce the header pressure.
RESP:- AGM (O)/AGM (TMD)
• Ensure that the jacking oil back pressure of each bearing is recorded and
monitored every 7 days. As a preventive measure, this will help in detecting any
possibility of Hose leakage/Puncture/Joint looseness.
RESP : AGM (TMD)
• Ensure that the handles of Jacking oil supply valves of Generator Bearings 5, 6,
7 are in removed condition (Being in pathway, valves are liable to accidental
closure/disturbance). RESP : AGM (TMD)
5.2.2 During coasting down: After Unit trip, when Turbine is approaching barring
speed, ensure that;
• AC Jacking oil pump has taken start, {when speed is less than 510 rpm} and
Jacking oil header pressure is above 140 kg/cm2. If it is less than 120 Kg/cm2,
then DC JOP can be taken in service. However in such condition, header

pressure should not be allowed to exceed 170 Kg/cm . RESP:- UCE
• Gate Valve gearing (Turning oil valve) is opened at speed less than 210 rpm.
(Valve will close on protection, If Lube oil pressure after filter is less than 1.2
Kg/cm2). Oil Pressure after the barring gear valve to be monitored (both in Local &
UCB)
RESP:- UCE
• Raise the lube oil temperature set point to 58 Deg C and maintain lube oil
temperature from 55~ 60 Deg C. ` RESP:- UCE

• Trend of auxiliary seal steam, leak/seal steam header temperature does not
indicate any sudden dip or decrease in temperature. Auxiliary seal steam
temperature is maintained more than 290degC. RESP:- UCE

• SH/RH spray block valve & individual spray line block cum CV closes on
auto. RESP:- UCE
• Record coasting down time from Unit trip to 120 rpm and compare with previous
value and if changes are beyond 15 %, investigate reasons. RESP:- UCE
- Deaerator level-Normal
•DC EOP & DC JOP to be started, in case the emergency bus AC AOP and AC JOP
fail to come in service.
. RESP:- UCE
• Auxiliary seal steam supply station is urgently isolated by closing the manual
isolating valve. RESP:- UCE
• Manual isolating valves of HP Bypass, Superheat spray, Reheat spray station is
closed immediately. RESP:- UCE
• Gland steam condenser exhauster is re-started only when seal steam charging is
to be done again. RESP:- UCE
• Once the power supply is restored, Lubricating oil Temperature controller has
been put in Auto. This will avoid excessive dropping of Lubricating oil
temperature. RESP:- UCE
• On power restoration, Condenser CW valves be immediately closed to prevent
Condenser water box draining. RESP:- UCE
• Ensure that after the restoration of power supply, open command is issued to
vacuum breaker before starting control fluid pump. RESP:- UCE
• Ensure that Turbine area MS/HRH/CRH piping/strainer drains to
atmosphere/Unit flash tank are open and drains to Steam drain flash tank are
closed. Ensure that manual isolating valves of MAL valves are actually closed.
RESP :- UCE
• If no AC AOP is running and Turning gear Valve Motor supply board has yet not
been charged through emergency supply, then to prevent overloading of DCEOP
turning gear valve is closed manually. Ensure that Turning gear valve is opened
after supply restoration & running of AC AOP .

a. When turbine speed is coming down during coasting down, in case of Unit # 13
(Stage V) (i.e. where no standby unit is available for supply of seal steam), kill the
vacuum between 30-35 minutes of unit trip (when turbine speed is expected about
240-200 rpm) with procedure given at point no. 5.2.4.1
. RESP:- UCE
• Manual isolating valves of HPBP spray valves are closed, CRH line drains
(Up stream and downstream of NRV) are open.
• CRH NRV is closed and CRH NRV drain pot, drain valves are functioning
as per logic.
• Hot well level is normal. Ensure that emergency make up valve is isolated.
• Lubricating oil temperature is on Auto and SLC AOP is on. And increase
oil set point to 56-60.
• No abnormal sound is coming near Glands/bearings and no abnormal
vibration trend is observed. Check for reasons
• No hammering is taking place in Turbine area piping. Take a walk down
survey within 60-90 minutes of unit trip, when turbine has stabilized on
barring gear.
• Manual isolating valve of MAL valves are physically open.
RESP:- UCE
5.2.4.1 If Unit is to remain out for more than 4 to 6 hours, Vacuum should preferably
be killed. To prevent air chilling of glands, vacuum killing is to be carried out
with following Sequence of operation:
• Stop Vacuum pump RESP:- UCE
• Kill Vacuum by opening Vacuum breaker. RESP:- UCE
• Isolate auxiliary Gland seal steam to Turbine at Vacuum of 0.2 Kg/cm2 (or
152 mm Hg) by closing manual isolating valve. Additionally Leak off steam
Bypass (Motorized) valve is to be kept open. In case of any accidental
moisture/condensate entry into auxiliary seal steam piping, this opening will
continue to drain/purge any condensate and accidental entry of
moist/condensate into turbine glands can be prevented. At the time of start up,
after seal steam charging, this motorized valve needs to be closed.
RESP:- UCE
• Stop gland seal steam Exhauster immediately after isolation of Auxiliary
gland seal steam. RESP:- UCE
• Open the Turbine MS/HRH/CRH line/strainer drains to atmosphere/Unit
flash tank and isolate drains to Steam drain flash tank.
RESP:- UCE
• Isolate Aux. steam and seal steam supply to both the TDBFP turbines.
RESP:- UCE
5.2.4.2 If Unit is to be taken under shut down;
• Check that Turbine area MS/HRH/CRH piping/strainer drains to
atmosphere/Unit flash tank are open and drains to Steam drain flash tank are
closed. Ensure that manual isolating valves of MAL valves are actually closed
RESP:- UCE
• Monitor the trend of parameters (Annexure-II) and check for any exception.
RESP:- UCE
• Check that Deaerator pegging steam is isolated and check that no passing is
taking place. RESP:- UCE
• Check that steaming is not taking place while Deaerator draining. Before CW
stoppage and Condenser water box draining, ensure that Deaerator level is brought
to normal level so that its overflow does not spills over to hotwell and causes
unwanted steaming. RESP:- UCE
• Ensure that Boiler stop valves are closed and power supply is isolated.
RESP:- UCE
5.2.5 Turbine speed slow down is observed;
• Check that Turning gear valve has actually opened and ensure that hydraulic oil
pressure is 6.0 kg/cm2 +. RESP:- UCE
• Check that Lubricating oil temperature is 450C and raise to 550C-600C gradually and
observe the behavior for any improvement. Due to lower viscosity and lower
coefficient of friction, higher lubricating oil temperature shall help in improving
the barring speed. RESP:- UCE
• Check that Hot well level is normal and maintain 150 mm below normal level
RESP:- UCE
• Take second AOP in service. This shall help in increasing oil pressure to
Hydraulic barring wheel. After that turning gear valve can be attempted for further
opening manually, so that any margin improves the Turning wheel torque.
RESP:- AGM (O)/AGM(TMD)
• Check that jacking oil pressure is actually available to all the bearings. Check,
record and compare jacking oil pressure with previously set values.
RESP:- AGM(TMD)
• If auxiliary seal steam is charged, check that seal steam temperature is at least
0
280 C and Seal steam header pressure is normal. If difficulty is faced in
achieving required temperature, then in order to avoid condensation/chilling due to
low temperature, sufficient flow of auxiliary seal steam can be ensured by opening
both i.e. seal steam supply control valve and leak off control valve. This will help
in maximizing seal steam flow while maintaining seal steam header pressure.
RESP:- UCE
• If condenser is under vacuum and seal steam temperature is not under control, then
kill the condenser vacuum and isolate seal steam supply.
RESP:- UCE
• Check the trend of parameters e.g. seal/leak steam header temperature, hot well
level, LPT exhaust hood temperature, HP, IP casing top/bottom temperature, CW
water box pressure etc. (Annexure-II) and take corrective action for abnormality.

• Observe drop/record drop in MOT level due to opening of gate valve gearing.
RESP:- UCE
• Then hand barring should be done immediately. Rotate half a turn (1800) every
10 minutes (Make a mark on the shaft near Generator front) . If rotor is freely
rotating, then effort to put to bring back the TG on barring gear.
RESP:-AGM (TMD)
• If Barring gear is not able to rotate by one person, then no extra force on rotor
should be applied and it should be allowed to cool, till the time it becomes free. HP
turbine control valves should never be opened which can cause speed to rise by
steam force. In this condition if any extra force is applied, it will damage the seals
(bending, wearing, dislodging) and adversely affect the turbine clearances,
efficiency and reliability. Keep on trying with one person, every 15 minutes. Check
for preventive actions advised at Sl. No. 5.2.5. If with passage of 8-12 hours, no
improvement is seen towards freeness of rotor, then fast cooling can be started (in
consultation with CC-OS-ST).
RESP:- AGM (O)/AGM(TMD)
• In case of failure of lube oil system or jacking oil system, if rotor have come to rest,
no attempt should be made to turn the shaft either by hand or power until oil
supplies are restored. RESP:- AGM (O)/AGM(TMD)
• In case of failure of seal oil supplies and if it is essential to turn the rotors, only
hand barring should be used. RESP:- AGM(TMD)
• If HP shaft temperature is above 3000C then before seal steam charging, ensure that

Seal steam temperature is above 285 C, otherwise Seal steam valve shall not be
able to open (as per logic).
• When HP shaft temperature is below 300 0C, then ensure that seal steam
temperature is about 230-2400C (greater than 2100C).
• Ensure that drains of LPBP line and HP/IP Stop/Control valve and drain valve
MAL-81 are open, otherwise seal steam header temperature may fall due to entry
of moist steam into the seal steam leak off header.
• At the time of HP bypass charging it should be ensured that CRH NRV remains
fully close. If not fully closed, it may cause speed slow down/Barring stalling.
Ensure that oil supply of CRH NRV servomotor supply is normal.
• Check that Condenser CW is charged gradually to prevent disturbance and
sudden shock to Condenser (in hot condition) due to starting of CW pumps.
Initially Condenser water box vents should remain open (in case condenser water
box is not provided with Air release valves) and Condenser inlet valves are to be
opened only 10%, with outlet valves remaining full open. Subsequently after
observing water from vents, CW inlet valve are to be opened fully and then second
pump can be taken in service.

The purpose of turning gear is to turn the rotor at a pre-determined speed so as to allow
uniform heating or cooling during start up or shut down and thus prevent developing
rotor eccentricity.

• The value of motor overload trip should be carefully set/reviewed, so that in case
of restriction to free motion, Motor undergoes tripping on overload and

7.0 MISCELLANEOUS
As mentioned at 5.2.4.2, deaerator drain to Unit flash tank (for 500 MW BHEL supplied
turbines) be diverted to atmosphere at a safe location e.g. A- row drain so that it is
possible to drain deaerator, without draining through Unit flash tank.
