ACCESS AND ADMISSION
If your nationality is not Portuguese, nor that of another
European Union country, you must apply through the
Special Admission Competition for International
Students (CEI).
>> Students of a foreign nationality, different
from that of an European Union member
country, who:
a) have not been living in Portugal for over 2 years,
uninterruptedly, up to January 1st of the year of
application (same rule applies for children legally
residing with them), unless that time was for the
purpose of studying;
b) are not, by definition of the Law, related to
Portuguese citizens, or to citizens of other European
Union countries;
c) by January 1st of the year of application, do not
benefit from a statute of equal rights and duties under
an international treaty celebrated between Portugal and
their country of origin;
d) are not applying for Higher Education through a
special regime.
>> Students who hold a secondary education
diploma or an equivalent certificate, which, in
their country of origin, allows them to apply
for Higher Education.
ACCESS
Requirements for application to enroll in the 1st cycle of
studies (‘Licenciatura’ Degree and Integrated Master’s
Degree) at ULisboa, through the Special Admission
Competition for International Students (CEI):
a) to be officially qualified to apply and register for
Higher Education in the country where the qualification
was obtained. (Proof must be provided.);
b) to hold a Portuguese secondary education diploma,
or a legally equivalent qualification;
c) to be an international student who has already
attended Higher Education, in Portugal or in another
country, through programme transfer or change
(institution/programme pair transfer regime).
ADMISSION
To be admitted in a Licenciatura or Integrated Master’s
Degree programme (1st cycle of studies) through the
CEI, students must provide cumulative proof of:
a) academic qualifications in the fields required for the
cycle of studies they are applying for;

b) knowledge of the Portuguese language level
required to attend the cycle of studies (or English for
programmes lectured in the English language);
c) meeting the cycle of study’s pre-requisites.
CRITERIA FOR ADMISSION
Applicants must hold qualifications that would enable
them to access Higher Education in their country of
origin. In any case, they must prove that they got
passing grades in the specific classes required for each
programme, whether through national final exams,
should they exist, or through passing grades.

ACCESS • hold a `Licenciatura` Degree (1st cycle)

In order to apply for enrollment and
registration in the Master’s Degree (2nd Cycle)
– MSc, one must:
• hold a ‘Licenciatura’ Degree (1st Cycle) -
BSc or an equivalent degree, or;
• hold a foreign higher education degree
(1st Study Cycle) in line with the Bologna
Process principles from a subscriber
country, or;
• hold a foreign higher education degree (1st
Study Cycle) recognized as a ‘Licenciatura’
Degree (1st cycle) - BSc according to the
standards set by the Scientific Board of the
desired higher education institution, or;
• present an academic, scientific or
professional curriculum, which can be
recognized at the desired higher education
institution, by the responsible Scientific
Board, as equivalent to a 1st Study Cycle
degree.
In order to apply for enrollment and
registration in the Doctoral Degree (3rd
cycle), one must:
• hold a Master Degree (2nd cycle) - MSc, or a
legal equivalent, or;
- BSc while presenting an exceptional
academic or scientific curriculum,
recognized by the desired higher education
institution’s Scientific Board as attesting to
the applicant’s capability to enroll in this
study cycle, or;
• present an academic, scientific or
professional curriculum recognized by
the desired higher education institution’s
Scientific Board as attesting to the
applicant’s capability to enroll in this study
cycle.
ADMISSION
To be admitted to a Master Degree (2nd Cycle)
- MSc or a Doctoral Degree (3rd Cycle), the
international student must meet the fixed
requirements to proceed to these study cycles.
