1. Mixed Competition Mode for the 75th Hong Kong Schools Music Festival
As an organiser of major educational events, the Association has been closely monitoring the
COVID-19 pandemic situation and its effect on school operations. The health and well-being
of the Festival competitors is always our top priority. In view of the ongoing pandemic, the
Association has decided to put the following new arrangements in place for the 75th Hong
Kong Schools Music Festival (2023):
 The Association would hold all Solo / Duo Classes, with a small amount of Group
Classes. For Group Classes, marks and placing will not be awarded. Competing teams
will be awarded a Gold, Silver, Bronze Award certificate, or without a certificate.
 Competitions would be held in “Mixed Mode”. Some Advanced Solo / Duo and
Scholarship Classes with a lower risk of disease spreading (i.e. competitors can wear
masks and keep appropriate social distance in the competition venue during the
performance) would be held in “Live Competition Mode (LCM)*”, while others would
be held in “Video Submission Mode (VSM)” for safety principle.

*Subject to the Government’s anti-epidemic regulations at the time, the “Live Competition Mode” may
change to the “Video Submission Mode”. Details please refer to Rules and Regulations Point 7.2 & 7.3.

2. Syllabus & Rules and Regulations

2.1 The 75th Hong Kong Schools Music Festival Syllabus and Rules and Regulations will be
available on the Association Website from 25 August 2022.
2.2 One printed copy of the Syllabus will be available for collection at the Association office
from 22 September 2022 by members upon presentation of their valid original
membership card. Information of competition classes and entry fees are clearly listed in
the Syllabus. Members should read and observe the Rules and Regulations (include
“Rules and Regulations – Live Competition Mode (LCM)” and Rules and Regulations –
Video Submission Mode (VSM)” thoroughly, and inform students of every detail about
the competitions.
2.3 To check the competition mode of each class, please refer to Point 1 “Entry
Requirements” of the “Rules and Regulations – Live Competition Mode (LCM)” and
“Rules and Regulations – Video Submission Mode (VSM)” respectively.
2.4 For new classes and changes to specific classes, please refer to “New Arrangements of
Specific Classes of the 75th Hong Kong Schools Music Festival (2023)” in the syllabus.
2.5 Members should be aware that if competitors are found to have violated the Rules and
Regulations at any time, the violation may result in:
(i) disqualification; or
(ii) only comments being given but no marks / awards being awarded; or
(iii) marks / awards will be affected.

Members collect the mark sheets, pennants and certificates for
their students (Prior booking by members has to be made on the June 2023
Association website. Details will be announced later.)

Members are requested to enrol and complete the payment by the deadline or earlier.
Due to the complexity of grouping the competitions, any cheque submitted to the
Association after the deadline will not be accepted. Any entry forms or documents
already submitted to the Association will be destroyed without further notice.

Members please download and distribute the CNs to students as soon as possible for
competition.

4. Enrolment
All competitors must enter the Festival through members of the Association by on-line
enrolment. Members may enter their own students only. For details on enrolment, please
refer to the Rules and Regulations Point 1 “Entry Requirements” and Point 2 “Enrolment”.
Members please pay attention to the followings:
4.1 Members must enrol via “On-line Enrolment System (OES)”
(https://asas.hktedu.com/hksmsa/mb). This enrolment function of the System will be
launched on 28 September 2022 (10:00 a.m.).
4.2 On-line Enrolment System contains personal information of competitors. Members
must safeguard their login information by keeping it confidential. Such information
should never be disclosed to parents / students. Members are also reminded to
update the passwords on a regular basis.
4.3 Members can submit entry forms for their students via the registered OES administrator
account. Members who have changed their registered email address or are newly
registered with the OES should have received the system login information (i.e. Super
Admin User account) through the registered email account.
4.4 Responsible teachers and OES Admin Users are advised to familiarise themselves with the
on-line enrolment process in the System in advance. The Association provides support to
members, and they may obtain the following information from Member’s Area of the
Association website.
 The Association organised several OES On-line Workshop earlier to introduce and
demonstrate the enrolment procedures via Zoom. Video recording of a previous
OES On-line Workshop session will be available for members to view at Member’s
Area of the Association website from 19 August 2022.
 The Association provides OES User Guides to members and competitors
respectively.
 Members can exchange tips on using the OES and raise questions through the forum
namely “OES Technical Support and Exchange Platform”
(http://www.hksmsa.org.hk/oes_forum.html).

5. Precautionary Measures Taken by the Association Office

To safeguard the health and well-being of the visitors and staff members of the Association, the
Association will continue to maintain the following epidemic control measures at our Office:
 Temperature of the visitors will be taken.
 The Office provides alcohol-based hand sanitiser to visitors.
 All visitors entering the Office must wear a mask.
 All visitors should use the “LeaveHomeSafe” mobile app to record their visit and check
whether there is a COVID-19 patient attending the Office about the same time.
 One should not attend the Office in person if he or she is unwell or subject to compulsory
testing.

1. 第七十五屆香港學校音樂節將以混合比賽模式進行
作為主要教育活動舉辦者，本會一直密切關注新型冠狀病毒病的疫情發展，也顧及學
校在疫情下的相應措施。參賽者的健康安全一向是協會的首要關注。鑑於 2019 新型冠
狀病毒病疫情持續，第七十五屆香港學校音樂節（2023）將作出以下新安排：
 音樂節將繼續以舉辦個人／二人項目為主，另外加入少量團體項目。團體項目將
不設評分及名次，參賽隊伍會按其表現而獲頒金、銀、銅獎狀，或不獲發獎狀。
 比賽將以「混合模式」進行。少量疫情傳播風險較低的個人／二人高級組別及獎
學金項目（即參賽者可於比賽進行時配載口罩，並能於比賽場地維持適當社交距
離），將會以「現場比賽模式」*進行；其餘項目則會基於安全原則，繼續以「錄
影模式」進行。

*因應屆時政府建議的防疫規例，現場比賽模式有可能更改為錄影模式。詳情請參考「比
賽章程」第 7.2 項及第 7.3 項）

2. 《比賽目錄》及比賽章程
2.1 第七十五屆香港學校音樂節《比賽目錄》及「比賽章程」將於 2022 年 8 月 25 日在
協會網站公布。
2.2 會員可由 2022 年 9 月 22 日起，憑有效會員證正本親臨協會領取《比賽目錄》一本，
以了解所有比賽項目及報名費用等資料。同時，會員應細閱當中的「比賽章程」（包
括「比賽章程 – 現場比賽模式」及「比賽章程–錄影模式」），並將一切相關事宜
傳達給參賽者。
2.3 有關各項目的比賽模式，請分別參閱「比賽章程 – 現場比賽模式」及「比賽章程–
錄影模式」之第 1 項「參賽資格」。
2.4 有關新項目及個別項目之改動，請參閱比賽目錄內「第七十五屆香港學校音樂節
(2023) 個別項目的新安排」。
2.5 參賽者若違反「比賽章程」，不論任何時間，均可能：
(i) 被取消參賽資格；或
(ii) 只獲評語，沒有分數／評級，亦不獲發獎狀；或
(iii) 評分／評級將受影響。

4. 報名事宜
所有參賽者必須經由會員網上報名參加音樂節，而會員只可替其學生報名。有關報名須
知，請參閱「比賽章程」第 1 項「參賽資格」及第 2 項「報名」。另請注意以下事項：
4.1 會員必須使用「網上報名系統（OES）」（https://asas.hktedu.com/hksmsa/mb）提交
報名。此系統的報名功能將於 2022 年 9 月 28 日（上午 10 時）啟用。
4.2 「網上報名系統」涉及不同參賽者的個人資料。請會員保護登入編號及密碼，不應
發放給家長／學生，並應定時更改密碼。
4.3 會員可沿用已建立的 OES 管理員帳戶提交報名表。如會員於續會時另提供電郵地址
／新會員於申請會籍時已提供電郵地址建立 OES 管理員帳戶，該電郵用戶應已收到
由協會發出有關網上報名的電郵資訊，當中包括「超級管理員」之登入資料。
4.4 協會建議負責之老師及 OES 管理員預早熟習系統操作流程，讓正式報名時能更加順
暢。協會提供以下支援，協助會員順利使用 OES 系統。請於協會網站「會員區」取
得相關資訊：
 協會較早前已舉辦多場 OES 網上工作坊，透過 Zoom 示範及講解 OES 系統使用
方法。會員可於 8 月 19 日起於協會網站「會員區」重溫有關錄影片段。
 協會分別提供 OES 用戶指南予會員及參賽者。
 有 關 網 上 報 名 的 查 詢 ， 會 員 可 以 進 入 OES 技 術 支 援 及 交 流 平 台
（http://www.hksmsa.org.hk/oes_forum.html），分享使用 OES 的經驗及提問。

5. 辦事處防疫安排
為保障訪客及協會職員健康，協會辦事處將實施以下防疫措施：
 所有訪客進入辦事處前須量度體温；
 如有需要，訪客可使用協會提供的酒精搓手液；
 所有訪客進入辦事處必須全程配戴口罩；
 所有訪客使用「安心出行」流動應用程式儲存出行記錄及了解是否曾與確診者在
相若時間到訪；
 如有不適或正接受強制檢疫，請勿親臨辦事處。
