Motion:
“This house regrets to limit the entry of foreign artists and foreign movies in our
entertainment industry”

Argument 1:

Kung ang inaalala niyo ang budget upang masustentuhan ang edukasyon sa industriya
ng sining, meron tayong republic act 11904. Ang act na nag bibigay ng mga promosyon
at opportunidad para sa ating mga pelikula o creative industry in short. Ito ay ang
patakaran ng estado upang itaguyod at suportahan ang pag-unlad ng Pilipinas
malikhaing industriya sa pamamagitan ng pagprotekta at pagpapalakas ng mga
karapatan at mga kapasidad ng mga malikhaing kumpanya, artista, artisan, tagalikha,
manggagawa, katutubong pamayanang kultural, tagapagbigay ng nilalaman,
at mga stakeholder sa malikhaing industriya gaya ng tinukoy sa ang Batas na ito. Sa
layuning ito, ang Estado ay magtatatag ng isang development council na inatasan na
ipatupad ang pangmatagalang plano para sa pagpapaunlad at pagsulong ng mga
malikhaing industriya ng Pilipinas, na may mga programang naglalayong lumikha
mga oportunidad at trabaho, pag-aalaga sa mga resoims ng tao,pagtiyak ng mga
mekanismong nagbibigay-daan sa pananalapi, at pagbibigay

Argument 2:

Ako ay sang ayon sa pahayag na ito dahil ang pag limit ng mga creative foreign works
ay hindi makakatulong sa pag angat ng industriya ng sining sa ating bansa. Bakit? Ang
pag ban o limita ng mga foreign shows ay hindi nagdadala ng oportunidad na umangat
ang ating mga Pinoy films.Hindi rin nito matutulungan na mabigyang pansin ang mga
magagaling nating manunulat, direktor, aktor, atbp. Ang dapat nating gawin ay mag
lagay ng buwis sa mga foreign shows na napasok saating bansa.

Argument 3:

Ang pag limita sa foreign shows ay hindi tamang solusyon upang maayos ang ating
industriyang pang sining. Kung ito ay nilimita, maaaring magresulta ang mga Pilipino sa
pag illegal stream ng mga pelikulang galing ibang bansa. Wala rin tayong makukuhanan
ng inspirasyon upang mapalakas at mapantayan ang mga palabas na galing ibang
bansa. By providing tax incentive grants and loans to Filipino creatives. It also
mandates that the Department of Education and Commission on Higher Education must
develop creative education in order to foster new generations of talent.

Argument 4:

A clearly defined role for the National Commission for Culture and the Arts to revisit and
possibly reframe its implementing rules and regulations determine the feasibility of
establishing a Department of Culture, to abolish and supersede the NCCA. We should
also extend the promotion of culture sa LGUs because it is a very important thing inside
our local governance.

Argument 5:

We should have active support creative industry sector. But support should not come
from the government alone. There should be active collaboration between the
government and the private sector to focus on the development, protection, and
promotion of original Filipino content. We should also cultivate a deeper appreciation of
Philippine history and culture by putting a premium on education and mechanisms
against disinformation.
