I. Office of the Presiding Judge
The court is headed by a Presiding Judge, who is elected
by the college of Environment and Land Court Judges
to serve for a period of five years. The Presiding Judge
has supervisory powers over the court and reports to
the Chief Justice.

The first Presiding Judge of the court was Hon. Justice


Samson Okong’o who served between 2017 and 2022.
He was succeeded by Hon. Justice Oscar Angote who
was elected in June 2022.

is responsible for overseeing the
administrative functions of the
court. The Registrar is assisted
by Deputy Registrars sitting in 37
courts spread all over the country.

a forum for stakeholders to deliberate

Over the last 10 years, the ELC has witnessed tremendous progress with regard to caseload and resolution
of cases. This can be attributed to the constitutional reforms that provided for its establishment as well
as the transformational initiatives undertaken in the Judiciary and the environment and land sector. The
demand for land justice and ELC services has seen the number of filed cases rise from 3,436 cases in

2014/15 to 6,427 cases in 2021/22 with the court recording a high of 9,770 filed cases in the year 2016/17.
Equally, the court has always endeavored to resolve as many cases as possible within the shortest time

despite the prevailing challenges. This has seen the number of cases resolved by the court rise from 1,129
in 2014/15 to 4,856 in 2020/21. Figure 1 shows the trend of both filed and resolved cases in the ELC for
seven (7) financial years.

Late Justice Samuel Ndungú Mukunya

The Late Justice Samuel Ndungú Mukunya was among the


first 15 Judges appointed to the Land and Environment Court
in 2012. He served in Mombasa, Bungoma and Kerugoya
Environment and Land Court stations before his untimely
demise in September 2018.

Prior to his appointment as Judge, he practiced as an


advocate at Waruhiu & Muite Advocates between 1977 and
1979, and later, as Partner at Kagondu & Mukunya Advocates
from 1979 to 2009.

Across the Country

To commemorate its 10 years anniversary, the court


undertook various activities such as tree planting,
beach and market clean up and rehabilitation of
green areas.
Further, ELC stations engaged in public outreach
activities such Radio and TV Talk shows,
Processions and other Stakeholders
engagement forums to create
awareness on environmental
conservation.

The culmination of the ELC@10 Celebrations was marked through a National Conference
held at Pwani University, Kilifi County, from November 28 to December 2, 2022 with
