The Implementation of Municipal ordinance No 026 in Barangay Gucab is the input of the research. The
emergence around the world of an anti-plastic bag has been widespread, and there is an urgent need to
improve the the city's efforts in response to the global movements to minimize plastic waste. As a result,
Republic Act No. 9003 (R.A 9003) of 2000 was passed in an effort to put in place appropriate solid waste
management procedures at the municipal level. (Premakumara et.al, 2013). The Local Government Units
are recognized as the primary implementers of R.A 9003, which requires the adoption of a systematic
comprehensive and ecological solid waste management program as National Policy. (Premakumara et.al,
2013)

Compliance with the imposed ordinance by Barangay Gucab residents will result to the Effectiveness on
the Municipal Ordinance No. 026.
