JUSTIFICATION
Subject: Justification for Late Posting for the Procurement
of Van Rental and Meals for the 14th World Bank
Mission in Palawan
To Whom It May Concern:
This refers to our justification for the late posting of Request for Quotations (RFQ) for
the procurement of Van Rental Services and Meals for the 14 th World Bank Mission of
PRDP in Palawan.
Please be informed that the said World Bank Mission was originally planned to be
conducted in CALABARZON and Bicol Region. However, in a short notice from World
Bank confirmed by the Project Support Office (PSO) South Luzon in a meeting dated 12
May 2022, we have been informed that the World Bank decided that the 14 th World
Bank Mission Team will visit the subprojects in MIMAROPA, Palawan.
Further, on 23 May 2022 we have been informed that there will an additional area in
Palawan that will be visited by the 14th World Bank Mission Team. Hence, we have to
amend the RFQ’s before its posting.

Due to this short notice from the World Bank and last-minute additional area to be
visited by the Mission Team, we decided to pursue the procurement of Van Rental
services and Catering services for meals even if we can no longer comply with 30 days
requirement of R.A. 9184 for posting of RFQ because the said 14 th Mission was
scheduled to be conducted on May 30 to June 3, 2022.
This justification is being issued for whatever legal purpose it may serve.
