01 Official Statistics Definition
Official statistics, by definition, are produced
by government agencies, and can support
debate and decision-making both by the
government and by wider community.
Objective, reliable and accessible official
statistics give people and organizations
confidence in the integrity of policy decisions
on the economic, social and environmental
situation within a country.

Official statistics are based on a set of


principles that ensure that they are impartial,
relevant, and accurate, and can be relied upon
as a public good by all users.

01 Official Statistics Definition
Official statistics are statistics produced
within a national statistical system.
National statistical systems include
statistical organizations and units within a
country that jointly collect, process and
disseminate official statistics on behalf
of the national government.

Official statistics are usually collected


within a legal framework, and in
accordance with basic principles which
ensure minimum professional standards,
such as independency and objectivity.

In the European Union (EU), the


legal framework for official statistics
is based on the European regulation
(EC) No. 223/2009.

This set of principles are called the


European Statistics Code of
Practice.

The United Nations adopts Fundamental Principles


of Official Statistics to ensure impartial, relevant,
and accurate statistics.

These principles are essential to the national


statistical systems of countries to produce
appropriate and reliable data that adhere to certain
professional and scientific standards.

1. Relevance, impartiality and equal access

Official statistics provide an indispensable element in the


information system of a democratic society, serving the
government, the economy and the public with data about the
economic, demographic, social and environmental situation.

Official statistics that meet the test of practical utility are to be


compiled and made available on an impartial basis by official
statistical agencies to honor citizens' entitlement to public
information.

2. Professional standards and ethics

To retain trust in official statistics, the statistical agencies need


to decide according to strictly professional considerations,
including scientific principles and professional ethics, on the
methods and procedures for the collection, processing,
storage and presentation of statistical data.

3. Accountability and transparency

To facilitate a correct interpretation of the data, the statistical


agencies are to present information according to scientific
standards on the sources, methods and procedures of the
statistics.

4. Prevention of misuse

The statistical agencies are entitled to comment on erroneous


interpretation and misuse of statistics.

5. Sources of official statistics

Data for statistical purposes may be drawn from all types of


sources, be they statistical surveys or administrative records.
Statistical agencies are to choose the source with regard to
quality, timeliness, costs and the burden on respondents.

6. Confidentiality

Individual data collected by statistical agencies for statistical


compilation, whether they refer to natural or legal persons, are
to be strictly confidential and used exclusively for statistical
purposes.

7. Legislation

The laws, regulations and measures under which the


statistical systems operate are to be made public.

8. National coordination

Coordination among statistical agencies within countries is


essential to achieve consistency and efficiency in the
statistical system.

9. Use of international standards

The use by statistical agencies in each country of international


concepts, classifications and methods promotes the
consistency and efficiency of statistical systems at all official
levels.

10. International Cooperation

Bilateral and multilateral cooperation in statistics contributes to


the improvement of systems of official statistics in all
countries.

The System of Designated Statistics (SDS) is a


mechanism that identifies and designates the most critical
and essential statistics required for social and economic
planning/analysis.

The SDS is an evolving process that allows for creation and build-up
of a list of the statistical activities that will generate critical data
for planners and policymakers in the government and private
sector.
The designation includes:
• title of designated statistics or statistical activities
• implementing agency
• frequency of conduct
• geographic disaggregation
• schedule of data dissemination

System of Designated Statistics (SDS) entails priorities for


data production—ensured provision for resource allocation
among government statistical activities, subject to the usual
budgetary rules and regulations.

The identified implementing/source agencies must ensure


that dissemination of results of the designated
statistics/statistical activities to the general public is on a
regular basis and in accordance with designated time
frame.

The Philippine Statistics Authority is


mandated to regularly conduct adequate
consultation with data users and data
producers as a means of updating the list of
Designated Statistics.

04 Monitoring of Official Statistics

Advance Release Calendar (ARC) is annually posted at the


PSA website to monitor timely release of official statistics.

The ARC contains all the official statistics that are scheduled
for release within a given year.

Report on the compliance with scheduled release of official


statistics as per ARC and SDS is regularly presented to the
PSA Board – highest policymaking body on statistical
matters in the country.

process from identifying the issue, setting the
agenda, formulating policy, and monitoring and
evaluating policy.

STAGE 1 - Identify and understand the issue

Statistics can assist policy makers to identify existing


economic, social or environmental issues that need
addressing. It is vital for developing a better understanding of
the issue by analyzing trends over time, or patterns in the
data.

STAGE 2 - Set the agenda

Statistics provide a valuable source of evidence to support the


initiation of new policy or the alteration of an existing policy or
program. Once an issue has been identified, it is then
necessary to analyze the extent of the issue, and determine
what urgency there is for the issue to be addressed.

STAGE 3 - Formulate policy

This stage requires careful and rigorous statistical analysis,


and thorough consultation with key stakeholders. Clearly
defined aims and goals should be developed with quantifiable
indicators for measuring success. Benchmarks should also be
established to ensure that progress is measurable following
the implementation of the policy/program.

STAGE 4 - Monitor and evaluate policy

It is essential that the progress of a policy/program is regularly


monitored and evaluated to ensure it is effective. An
evaluation of the success of the policy/ program in quantifiable
terms can be measured against benchmarks which were
established at an earlier stage to accurately measure
progress.
