1. PLANNING INFORMATION
A. Compliance
NOTES: 1. There are three PARTS to this Alert Service Bulletin. PART A is
for an initial visual inspection followed by repeat visual inspections.
PART B is to do a nondestructive inspection (NDI), replace cracked
vane brackets and remove all gaps. PART C is to replace all 12 vane
brackets and remove all gaps.
2. You can do PART B or PART C of this Alert Service Bulletin and
avoid PART A. If you do PART B or PART C of this Alert Service
Bulletin, PART A is no longer applicable.
3. For aircraft that were out of structural warranty on 1st July 2000,
operators who decide to replace all 12 vane brackets can do PART C
instead of PART B.
4. Operators with aircraft that have less than 1200 landings do not have
to do PART A until the aircraft completes 1200 landings. When 1200
landings have been completed, it is recommended that PART A be
incorporated within 100 landings.
However, if the aircraft meets the requirement in PART B or PART C
(600 landings from this Alert Service Bulletin release date, Basic
Issue) before it meets the requirement of 1200 landings in PART A, it
is recommended to incorporate PART B or PART C, as applicable.
5. For aircraft within structural warranty as of 1st July 2000, Bombardier
Aerospace recommends operators complete PART C of this Alert
Service Bulletin. However, you can do PART B instead of PART C.
If you do PART B you cannot reset the TLMC threshold for the vane
brackets.
(1) For aircraft with 3000 landings and above, the special check in PART A is
recommended in less than 50 landings from this Alert Service Bulletin release
date (Basic Issue).
(2) For aircraft between 1200 and 3000 landings, the special check in PART A
is recommended in less than 100 landings from this Alert Service Bulletin
release date (Basic Issue).
(3) The special check in PART A must be done every 100 landings from
the initial check, until the special check/modification in PART B or the
modification in PART C of this Alert Service Bulletin is incorporated.
(4) For aircraft with 2000 landings and above, and out of structural warranty as
of 1st July 2000, it is recommended that the special check/modification in
PART B is done in less than 400 landings from the Alert Service Bulletin
release date (Basic Issue).
(5) For aircraft with less than 2000 landings and out of structural warranty as

of 1 July 2000, it is recommended that the special check/modification in
PART B is done in less than 600 landings from the Alert Service Bulletin
release date (Basic Issue).
(6) For aircraft with 2000 landings and above, and were in structural warranty on

1 July 2000, it is recommended that the modification in PART C is done in
less than 400 landings from the Alert Service Bulletin release date (Basic
Issue).
If you make a decision to do PART B instead of PART C, you must use the
same compliance as PART C.
(7) For aircraft with less than 2000 landings and were in structural warranty on
1st July 2000, it is recommended that the modification in PART C is done in
less than 600 landings from the Alert Service Bulletin release date (Basic
Issue).
If you make a decision to do PART B instead of PART C, you must use the
same compliance as PART C.
B. Approval
This special check/modification is approved by the Bombardier Aerospace, Design
Approval Designee(s) for Transport Canada Aviation (TCA).
This special check/modification is also FAA approved under the TCA/FAA bilateral
agreement.
C. Effectivity
CL-600-2A12 (CL-601) aircraft, Serial No. 3001 to 3066, and
CL-600-2B16 (CL-601-3A/-3R) aircraft, Serial No. 5001 to 5194.
NOTES: 1. The aircraft that follow have already met the intent of Revision 01
of this Alert Service Bulletin. These aircraft have been previously
modified in accordance with the Basic Issue of this Alert Service
Bulletin and the respective RNIEO to drawing K600-14251 which
supports vane bracket and actuator beam minimum edge distance
dimensions.
D. Reason
Several occurrences of gaps were found between the vane brackets Part No.
600-14306-1 and -2 and the adjacent lower skin and between the vane brackets
and the vane actuator beam. During a detailed investigation it was found that an
incorrect production process for the installation of the vane bracket resulted in an
uneven contact with the adjacent skin and with the vane actuator beam. This
condition can cause premature failure of the attachment vane brackets Part No.
600-14306-1 and -2. Instructions are given in this Alert Service Bulletin to perform
a visual inspection and a nondestructive inspection of the vane brackets, replace
any cracked vane brackets in PART B, replace all 12 vane brackets in PART C and
remove any gaps at the vane brackets.
NOTE: There is a Time Limits/Maintenance Check (TLMC), Task 57-53-00-190/-
191, for the inspection for cracks on these vane brackets. This TLMC
task has a threshold and a repeat interval for all aircraft. The corrective
action will determine what TLMC interval in the table that follows is to be
used for the aircraft after this Alert Service Bulletin is completed.
When PART C of this Alert Service Bulletin is completed, the threshold
will be reset to 7,000 landings plus aircraft landings, at the time this
Service Bulletin is completed.
For operators who do PART B, they must consider the results of the
special check and the TLMC intervals in the table that follows when a
decision is made about the applicable corrective action.
E. Description
This Alert Service Bulletin gives instructions in:
PART A to:
– Remove access panels on the flap vane,
– Visually examine all 12 vane brackets for cracks, and
– Test the flaps.
PART B to:
– Remove access panels on the flap vane,
– Inspect for possible gaps between the vane brackets and the adjacent skin
and between the vane bracket(s) and the vane actuator beam,
– Do a nondestructive inspection (NDI) for cracks,
– Replace cracked vane bracket(s),
– Remove gap(s) between the vane brackets and the adjacent skin and
between the vane bracket(s) and the vane actuator beam,
– Test the flaps, and
– Record the gap(s) and cracked vane bracket data.
PART C to:
– Remove both inboard flaps,
– Remove access panels on the flap vane,
– Replace all 12 vane brackets and remove gap(s),
– Install access panels on the flap vanes,
– Install both inboard flaps, and
– Test the flaps.
F. Manpower
Bombardier Aerospace will provide compensation, where applicable and within
the terms and conditions defined below, to operators who do either PART B or
PART C but not both.
NOTE: The man-hours given are estimates to help you schedule the tasks
given in this bulletin. The estimates are for direct labor performed by
an experienced crew and do not include the time for familiarization,
planning, aircraft preparation in hangar such as towing and positioning
of scaffolds, removal of interior furnishings, curing times for consumable
materials, repainting, supervision and inspection.

(5) For PART B, aircraft that were delivered before 1 July 1985, Bombardier
Aerospace does not pay for the kit(s) or parts to do this special
check/modification.

For PART B, aircraft that were delivered after 1 July 1985 but before 30
June 1990, Bombardier Aerospace will offer the vane brackets, actuator
beams, if necessary, and associated hardware at a 20% discount of the retail
price, for those vane brackets found cracked during the nondestructive
inspection or with low MED and actuator beams with low MED.

For PART B, aircraft that were delivered after 1 July 1990, Bombardier
Aerospace pays for the kit, vane brackets to replace those vane brackets found
cracked during the NDI or with low MED, and actuator beams to replace those
with low MED. These parts are available if a no-charge purchase order is sent
to Bombardier Aerospace in less than 400 landings, for aircraft with 2000
landings and above, or in less than 600 landings, for aircraft with less than
2000 landings, or 12 months, whichever comes first, from its release date
(Basic Issue).
For PART C, aircraft that were in structural warranty on 1st July 2000 (aircraft
Serial No. 5133 to 5194), these kits and actuator beams to replace those with
low MED, if necessary, are available at no cost if a no-charge purchase order is
sent to Bombardier Aerospace in less than 400 landings, for aircraft with 2000
landings and above, or in less than 600 landings, for aircraft with less than 2000
landings, or 12 months, whichever comes first, from its release date (Basic
Issue).

NOTE: This means, for aircraft that were delivered after 1 July 1993, these
kits and parts are at no cost if a no-charge purchase order is sent to
Bombardier Aerospace in less than 400 landings, for aircraft with
2000 landings and above, or in less than 600 landings, for aircraft
with less than 2000 landings, or 12 months, whichever comes first,
from the Alert Service Bulletin release date.
The Smart Parts program does not pay for the structural kits and parts to
incorporate this Alert Service Bulletin.

2. ACCOMPLISHMENT INSTRUCTIONS
NOTES: 1. All references in the procedures that follow are from the Maintenance
Manual, PSP601-2, unless otherwise specified.
2. All references made to zones, access panels and/or doors, are from the
Maintenance Manual, PSP601-2, Chapter 6-00-00, ZONING –
DESCRIPTION.
3. The setup that follows applies to all PARTS of this Alert Service Bulletin.
4. If you do PART B or PART C of this Alert Service Bulletin, PART A is no
longer applicable.
5. There is a Time Limits/Maintenance Check (TLMC), TASK 57-53-00-
190/-191, for the inspection for cracks on these vane brackets. This
TLMC task has a threshold and a repeat interval for all aircraft. The
corrective action will determine what TLMC interval in the table that
follows is to be used for the aircraft after this Alert Service Bulletin is
completed.
When PART C of this Alert Service Bulletin is completed, the threshold

A. Aircraft Setup
WARNING: OBEY ALL THE SAFETY PRECAUTIONS WHEN YOU DO
MAINTENANCE ON OR NEAR ELECTRICAL/ELECTRONIC
EQUIPMENT. IF YOU DO NOT DO THIS, YOU CAN CAUSE
INJURIES TO PERSONS AND/OR DAMAGE TO THE EQUIPMENT.
PUT THE SAFETY DEVICES, WARNING SIGNS AND WARNING
PLACARDS IN POSITION BEFORE YOU START A PROCEDURE
ON OR NEAR:
– FLIGHT CONTROLS
– FLIGHT CONTROL SURFACES
– COMPONENTS THAT MOVE
MAKE SURE THAT PERSONS AND EQUIPMENT ARE NOT
NEAR THE FLIGHT CONTROL SURFACES. FLIGHT CONTROL
MOVEMENT CAN CAUSE INJURIES TO PERSONS AND DAMAGE
TO THE EQUIPMENT.
MAKE SURE THAT NO PERSONS AND EQUIPMENT ARE NEAR
THE FLAPS. THE MOVEMENT OF THE FLAPS CAN CAUSE
INJURIES TO PERSONS AND CAUSE DAMAGE TO THE EQUIPMENT.
CAUTION: DO NOT USE AN AIR DRILL OR AN ELECTRICAL DRILL TO
MOVE THE FLAPS. YOU CAN CAUSE DAMAGE TO THE
COMPONENTS.
DO NOT CYCLE THE FLAPS MORE THAN THE PERMITTED DUTY
CYCLE OF THE ACTUATOR. YOU CAN CAUSE DAMAGE TO THE
COMPONENTS.
MAKE SURE THAT ALL OF THE FLAP SYSTEM COMPONENTS
MOVE FREELY AND DO NOT CATCH ON THE STRUCTURE WHEN
THE FLAPS ARE EXTENDED OR RETRACTED. YOU CAN CAUSE
DAMAGE TO THE COMPONENTS OR THE STRUCTURE.
(1) Obey all electrical/electronic safety precautions. Refer to Chapter 24-00-00,
ELECTRICAL POWER – MAINTENANCE PRACTICES, Removal/Installation.
(2) Connect the external ac power. Refer to Chapter 12-00-00, SERVICING –
GENERAL.
(3) Set the flap control lever to 45 degrees and make sure that the flaps extend
fully.
(4) Remove the external ac power. Refer to Chapter 12-00-00, SERVICING –
GENERAL.
B. PART A: Special Check – Visually Inspect the Flap Actuator Beam Vane
Brackets for Cracks
NOTES: 1. The illustration in Figure 1 does not show the fasteners for clarity.
The fasteners that attach the flap vane brackets do not have to be
removed in order to carry out the visual inspection.
2. If you do PART B or PART C of this Alert Service Bulletin, PART A
is no longer applicable.
(1) Visually examine the flap actuator beam vane brackets Part No.600-14306-1/-
2, for possible cracks. Pay special attention to the longitudinal inner bend of
the vane brackets at flap WS60.0, WS98.5 and WS137.0. Refer to Figure 1.
NOTE: Use a mirror and a light source as inspection aids.
(2) If you find any cracks, do PART B of this Alert Service Bulletin before the next
flight.
(3) If you do not find any cracks, continue as follows:
(a) Install the inboard, center and outboard leading edge access panels on
the flap vane.
(b) Do the test given in paragraph 2.G.
C. PART B: Special Check/Modification – Inspect for Possible Gaps and
Cracks in Vane Brackets and Replace Cracked Brackets
CAUTION: DO THIS MODIFICATION ONE ACTUATOR BEAM AT A TIME. IF
YOU DO TWO OR MORE ACTUATOR BEAMS AT THE SAME TIME,
THE VANE ALIGNMENT MAY BE WRONG AND CAUSE DAMAGE.
NOTE: Use kit 604K27-007 when you do PART B.
(1) Drill out four rivets and remove the retaining plate from behind the leading
edge of the vane at each vane bracket. The access cover is attached to the
vane by this retaining plate.
(2) Drill out the rivets and remove the nutplate from the upper skin, nearest the
vane bracket. Keep the nutplate.
(3) Do a check for possible gaps at flap station 60.0, 98.5 and 137.0, between
the aircraft lower adjacent skin and the vane bracket(s), Part No. 600-14306-
1 and -2 as follows (refer to Figure 2):
(a) Remove the nut (3) and fastener (9) that attaches the vane brackets (5)
and (8) to the adjacent skin. Refer to Figure 3 and SRM PSP607,
Chapters 51-44-151/8 and 51-43-00.
(b) Do a check for possible gaps between the vane bracket(s) and the
adjacent skin and record the gap(s) in Table 1 shown in the attached
flap vane bracket inspection program. Refer to Figure 2 for gap details.
(c) For gap(s) in excess of 0.100 in (2.54 mm), contact Bombardier
Customer Support Engineering in Montréal. The Customer Support
Department will give you the correct repair instructions. They can be

(4) Do a check for possible gaps at flap station 60.0, 98.5 and 137.0, between
the vane bracket(s) and the vane actuator beam as follows (refer to Figure 3):
(a) Remove the nuts (1) and fasteners (6) that attaches the vane brackets
(5) and (8) to the vane actuator beam (7). Refer to SRM PSP607,
Chapters 51-44-151/8 and 51-43-00.
(b) Do a check for possible gaps between the vane brackets and the vane
actuator beam and record the gap(s) in Table 1 shown in the attached
flap vane bracket inspection program. Refer to Figure 2 for gap details.
(c) For gap(s) in excess of 0.020 in (0.51 mm) per side, contact Bombardier
Customer Support Engineering in Montréal. The Customer Support
Department will give you the correct repair instructions. They can be

(5) Make sure the minimum edge distance (MED) requirements are met for the
vane brackets and the actuator beam and record the MEDs in Table 2. Refer
to Figure 2. If the MED requirements cannot be met, replace both vane
brackets and/or the actuator beam. To replace the actuator beam, refer to
Chapter 27-50-51 – INBOARD FLAP VANE ACTUATOR – Maintenance
Practices.
NOTES: 1. To examine the edge distance of the actuator beam assembly,
it may be necessary to remove access panels and lower the
forward end of the cradle. Remove the forward two bolts, on
either side, that keeps the flap vane actuator attached to the
flap. Refer to Chapter 27-50-51, Figure 201.

(w) Wet-install fastener (9) 1 oversize, Part No. HST111AG6-3 that
attaches the vane bracket(s) (5) or (8) to the adjacent skin and lock in
place with the nut (3) Part No. MS21042L3. Refer to SRM PSP607,
Chapters 51-43-01 and 51-57-00.
NOTES: 1. If an unthreaded part of the fastener (9) shank can be
seen after installation but before nut (3) is installed, install
modified washers NAS1149DN432J and/or modified
washers NAS1149DN416J as required.
2. If fastener (9) touches the nut (4) Part No. KFN587-3,
remove this nut and visually examine the fastener (10)
for shank that can be seen. Install modified washers
NAS1149DN432J and/or modified washers
NAS1149DN416J, as required, and nut Part No.
MS21042L3.
3. If fastener (9) touches fastener (10), rework the threaded
part of fastener (10) to remove material. One thread
minimum must be visible after the nut is installed.
4. To modify washer Part No. NAS1149DN432J and/or
NAS1149DN416J, drill the bore 0.191 to 0.193 in. (nominal)
or 0.203 to 0.205 in. (1st oversize). Finish the reworked
area. Refer to SRM PSP607, Chapter 51-58-138/42, code
A045.
(x) Remove as much FOD as possible from around the brackets and
remove all clamps.
(y) Make sure there is no gap between the new vane bracket and the
adjacent skin and between the vane brackets and vane actuator beam.
(z) If there is a gap between the other bracket and the skin,
continue to paragraph 2.E.
(aa) If there are no gaps, go to step 2.E.(5).
(6) If both vane brackets are cracked, do as follows (for item call out, refer to
Figure 3):
NOTE: Replace one cracked bracket completely before you replace
the other one.
(a) Remove the existing fasteners that attach the cracked vane bracket to
the vane front spar and remove the bracket (5) or (8). Refer to
SRM PSP607, Chapters 51-44-151/25 and 51-43-00.
(b) Remove the rivnut (11) located behind the vane bracket to be replaced.
Refer to SRM PSP607, Chapter 51-44-15.
(c) Drill a 0.40 in (10.1 mm) diameter hole through the vane front spar to
give access to install a new fastener (10). Refer to Figure 3.
(d) Surface-treat 0.40 in (10.1 mm) diameter hole area. Refer to SRM
PSP607, Chapter 51-58-138/42, code A028.
(e) Use a metal or Plexiglas plate and make an accurate template of the
fastener holes on the vane front spar.
(f) Transfer the holes from the template to the new vane bracket and drill
holes from the template through the new vane bracket (5) Part No.
600-14306-2, or (8), Part No. 600-14306-1.
(g) Put the new vane bracket (5) or (8) in place on the vane front spar and
attach with clamps.
NOTES: 1. Make sure the holes in the existing vane bracket line up
with the holes in the vane actuator beam before you install
clamps.
2. Do not remove gaps when you install the clamps. This can
stress the bracket and structures. If there are gaps after the
clamps are installed, remove the gaps as given in paragraph
2.E. of this Alert Service Bulletin.
(h) Drill and ream the two holes through the bracket and vane front spar for
the two fasteners (2), Part No. PLT214-6-4, and (10), Part No.
HST10AG-6-4. Install the fastener (2) with a minimum interference fit of
0.0005 in. and fastener (10) with an interference fit of 0.0005 to 0.001 in.
Refer to SRM PSP607, Chapters 51-43-01 and 51-40-21.
NOTE: Be careful not to elongate the holes in vane front spar and rib.
(i) Surface-treat hole area. Refer to SRM PSP607, Chapter 51-58-138/42,
code A045.
(j) Remove as much FOD as possible, caused by accomplishment of this
modification, from around the vane front spar.
(k) Use a piece of lockwire approximately 12 in (300 mm) long and make a
loop at one end.
(l) Put the looped end through the 0.40 in (10.1 mm) diameter hole or
through the existing tooling hole and back out of the bracket lower bolt
hole.
(m) Cement the straight end of the lockwire into the hole in the screwed end
of fastener (10).
(n) Wet-install fastener (10) and put it with the lockwire through the 0.40 in.
diameter hole and pull it back out through the bracket lower bolt hole.
Refer to SRM PSP607, Chapters 51-43-01 and 51-57-00.
(o) Use the nut (4) Part No. KFN587-3 to pull the fastener (10) all the way
through the bracket and tighten the nut. Refer to SRM PSP607, Chapter
51-43-01.
(p) Install fastener (2) in the bracket top bolt hole. Refer to SRM PSP607,
Chapters 51-40-21 and 51-57-00.
(q) Install rivnut (11) Part No. NAS1330H3K266L behind the new bracket.
Refer to SRM PSP607, Chapter 51-44-15.

(r) Back-drill and ream the holes, 1 oversize (or 2 oversize if required),
from the existing vane bracket (5) or (8) through the vane actuator beam
(7) and through the new vane bracket (8) or (5).
NOTES: 1. Make sure the final hole size through vane brackets (5)
and (8) and vane actuator beam (7) are aligned.
2. Make sure to maintain the correct MED on the new and
existing vane brackets and the actuator beam. Refer to
Figure 2.
(s) Surface-treat hole area. Refer to SRM PSP607, Chapter 51-58-138/42,
code A045.
(t) Remove the clamps.
(u) Repeat paragraphs 2.D.(6)(a) through (t) for the other cracked vane
bracket.
(v) Wet-install fasteners (6), 1st oversize, Part No. HST110AG-6-8 (or 2nd
oversize, Part No. HST410AG-6-8, if required) that attach the vane
brackets (5) and (8) to the vane actuator beam (7) and lock in place with
the collar (1), Part No. KFN591-3. Refer to SRM PSP607, Chapters 51-
43-01 and 51-57-00.

(w) Back-drill the hole, 1 oversize from the skin through the vane bracket(s)
(5) or (8).
(x) Surface-treat hole area. Refer to SRM PSP607, Chapter 51-58-138/42,
code A045.
(y) Remove as much FOD as possible, caused by accomplishment of this
modification, from around the brackets.

(z) Wet-install fastener (9) 1 oversize, Part No. HST111AG-6-3, that
attaches the vane bracket (5) or (8) to the adjacent skin and lock in place
with the nut (3) Part No. MS21042L3. Refer to SRM PSP607, Chapters
51-43-01 and 51-57-00.
NOTES: 1. If an unthreaded part of the fastener (9) shank can be
seen after installation but before nut (3) is installed,
install modified washers NAS1149DN432J and/or
modified washers NAS1149DN416J as required.
2. If fastener (9) touches the nut (4) Part No. KFN587-3,
remove this nut and visually examine the fastener (10)
for shank that can be seen. Install modified washers
NAS1149DN432J and/or modified washers
NAS1149DN416J, as required, and nut Part No.
MS21042L3.
3. If fastener (9) touches fastener (10), rework the threaded
part of fastener (10) to remove material. One thread
minimum must be visible after the nut is installed.
4. To modify washer Part No. NAS1149DN432J and/or
NAS1149DN416J, drill the bore 0.191 to 0.193 in. (nominal)
or 0.203 to 0.205 in. (1st oversize). Finish the reworked
area. Refer to SRM PSP607, Chapter 51-58-138/42, code
A045.
(aa) Remove all clamps.
(bb) Make sure there is no gap between the vane brackets and vane actuator
beam and between the vane brackets and the adjacent skin.
(cc) If shims are to be installed to close the gaps, do the removal of gaps as
given in paragraph 2.E.
(dd) If there are no gaps, go to step 2.E.(5).
E. Removal of Gaps (brackets with no cracks)
NOTE: For the steps (1) to (3) that follow, if liquid shim, laminated shim or a solid
shim is installed, make sure you can install the flap vane access covers
after the work is completed.
(1) Make sure the MED requirements are met for the vane brackets and the
actuator beam. Refer to Figure 2. If the MED requirements cannot be met,
replace both vane brackets and/or the actuator beam, if required. To replace
the actuator beam, refer to Chapter27-50-51 – INBOARD FLAP VANE
ACTUATOR – Maintenance Practices.
NOTES: 1. To examine the edge distance of the actuator beam assembly,
it may be necessary to remove access panels and lower the
forward end of the cradle. Remove the forward two bolts, on
either side, that keeps the flap vane actuator attached to the
flap. Refer to Chapter 27-50-51, figure 201.

(g) Wet-install the fastener (9) 1 oversize, Part No. HST111AG6-3 that
attaches the vane bracket (5) or (8) to the adjacent skin and lock in place
with the nut (3) Part No. MS21042L3. Refer to SRM PSP607, Chapters
51-43-01 and 51-57-00.
NOTES: 1. If an unthreaded part of the fastener (9) shank can be
seen after installation but before nut (3) is installed,
install modified washers NAS1149DN432J and/or
modified washers NAS1149DN416J as required.
2. If fastener (9) touches the nut (4) Part No. KFN587-3,
remove this nut and visually examine the fastener (10)
for shank that can be seen. Install modified washers
NAS1149DN432J and/or modified washers
NAS1149DN416J, as required, and nut Part No.
MS21042L3.
3. If fastener (9) touches fastener (10), rework the threaded
part of fastener (10) to remove material. One thread
minimum must be visible after the nut is installed.
4. To modify washer Part No. NAS1149DN432J and/or
NAS1149DN416J, drill the bore 0.191 to 0.193 in. (nominal)
or 0.203 to 0.205 in. (1st oversize). Finish the reworked
area. Refer to SRM PSP607, Chapter 51-58-138/42, code
A045.
(5) Install the nutplate on the upper skin, nearest the vane bracket with two rivets
MS20605S3W3. Refer to SRM PSP607, Chapters 51-42-11 and 51-58-
138/42, code A028.
(6) Install the retaining plate behind the leading edge of the vane at each vane
bracket with four rivets, Part No CR3242-4-02. The access cover is attached
to the vane by this retaining plate. Refer to SRM PSP607, Chapters 51-42-
18 and 51-58-138/42, code A028.
(7) Make sure the flap vane access cover does not catch on the skin.
(8) If the flap vane access cover catches against the skin, blend the skin as
necessary. Refer to Figure 4 for the permitted blending criteria.
(9) Surface-treat the blended area. Refer to SRM PSP607, Chapter 51-58-138/42,
code A028.
(10) Install the inboard, center and outboard leading edge access panels on the flap
vane.
(11) Install the access panels on the flap, if removed. Refer to Chapter 27-50-51 –
INBOARD FLAP VANE ACTUATOR – Maintenance Practices.
(j) Drill and ream the two holes through the bracket and vane front spar for
the two pins (2) Part No. PLT214-6-4 and (10) Part No. HST10AG-6-4.
Install the fastener (2) with a minimum interference fit of 0.0005 in. and
fastener (10) with an interference fit of 0.0005 to 0.001 in. Refer to SRM
PSP607, Chapters 51-43-01 and 51-40-21.
NOTE: Be careful not to elongate the holes in vane front spar and rib.
(k) Surface-treat hole area. Refer to SRM PSP607, Chapter 51-58-138/42,
code A045.
(l) Remove as much FOD as possible, caused by accomplishment of this
modification, from around the vane front spar.
(m) Use a piece of lockwire approximately 12 in. (300 mm) long and make a
loop at one end.
(n) Put the looped end through the 0.40 in diameter hole or through the
existing tooling hole and back out of the bracket lower bolt hole.
(o) Cement the straight end of the lockwire into the hole in the screwed end
of fastener (10).
(p) Wet-install fastener (10) and put it with the lockwire through the 0.40 in.
diameter hole and pull it back out through the bracket lower bolt hole.
Refer to SRM PSP607, Chapters 51-43-01 and 51-57-00.
(q) Use the nut (4) Part No. KFN587-3 to pull the fastener (10) all the way
through the bracket and tighten the nut. Refer to SRM PSP607, Chapter
51-43-01.
(r) Install fastener (2) in the bracket top bolt hole. Refer to SRM PSP607,
Chapters 51-40-21 and 51-57-00.
(s) Install rivnut (11) Part No. NAS1330H3K266L behind the new bracket.
Refer to SRM PSP607, Chapter 51-44-15.
(t) Back-drill and ream the holes, 1st oversize (or 2nd oversize if required),
from the existing vane bracket (5) or (8) through the vane actuator beam
(7) and through the new vane bracket (8) or (5).
NOTES: 1. Make sure the final hole size through vane brackets (5) and
(8) and vane actuator beam (7) are aligned.
2. Make sure to maintain the correct MED on the new and existing
vane brackets and the actuator beam. Refer to Figure 2.
(u) Surface-treat hole area. Refer to SRM PSP607, Chapter 51-58-138/42,
code A045.
(v) Remove the clamps.
(w) Repeat paragraphs 2.F.(6)(c) through (v) for the other vane bracket.
(x) If there are gaps between the vane brackets and vane actuator beam,
remove any gaps as follows:
NOTE: For the steps that follow, if liquid shim, solid shim or a laminated
shim is installed, make sure you can install the flap vane access
covers.
(i) Use laminated shims, Part No. 604-14307-1, to fill in the gap.
NOTE: Total shim thickness must not exceed 0.020 in (0.51 mm)
per side.
(ii) Cut out or drill clearance-fit holes in the shims for the fasteners (6)
Part No. HST110AG-6-8.
(iii) Cold-bond the shims to the vane bracket. Refer to SRM PSP607,
Chapter 51-55-11.

(y) Wet-install fasteners (6) 1 oversize, Part No. HST110AG-6-8, (or 2
oversize, Part No. HST410AG-6-8, if required) that attach the vane
brackets (5) and (8) to the vane actuator beam (7) and lock in place with
the collar (1) Part No. KFN591-3. Refer to SRM PSP607, Chapters 51-
43-01 and 51-57-00.
(z) Back-drill the hole, 1st oversize, from the lower adjacent skin through the
vane bracket(s) (5) or (8).
(aa) Surface-treat hole area. Refer to SRM PSP607, Chapter 51-58-138/42,
code A045.
(bb) Remove as much FOD as possible, caused by accomplishment of this
modification, from around the brackets.
(cc) If there is a gap between the vane bracket and the lower adjacent skin,
remove the gap as follows:
NOTES: 1. For the steps that follow, if liquid shim, solid shim or a
laminated shim is installed, make sure you can install the
flap vane access covers.
2. Make sure to remove all of the sealant between the vane
bracket and the adjacent skin before you install liquid shim
or solid shim.
3. For application of liquid shim, use epoxy adhesive, Hysol
EA 934NA A/B. Refer to SRM PSP607, Chapter 51-55-177/42.
GAP DIMENSION INSTRUCTION

(i) If solid shim is used, cut out or drill clearance-fit holes in the shims

(dd) Wet-install fastener (9) 1 oversize, Part No. HST111AG-6-3, that
attaches the vane bracket (5) or (8) to the adjacent skin and lock in
place with the nut (3) Part No. MS21042L3. Refer to SRM PSP607,
Chapters 51-43-01 and 51-57-00.
NOTES: 1. If an unthreaded part of the fastener (9) shank can be
seen after installation but before nut (3) is installed, install
modified washers NAS1149DN432J and/or modified
washers NAS1149DN416J as required.
2. If fastener (9) touches the nut (4) Part No. KFN587-3,
remove this nut and visually examine the fastener (10)
for shank that can be seen. Install modified washers
NAS1149DN432J and/or modified washers
NAS1149DN416J, as required, and nut Part No.
MS21042L3.
3. If fastener (9) touches fastener (10), rework the threaded
part of fastener (10) to remove material. One thread
minimum must be visible after the nut is installed.
4. To modify washer Part No. NAS1149DN432J and/or
NAS1149DN416J, drill the bore 0.191 to 0.193 in. (nominal)
or 0.203 to 0.205 in. (1st oversize). Finish the reworked
area. Refer to SRM PSP607, Chapter 51-58-138/42, code
A045.
(7) Make sure there is no gap between the vane brackets and vane actuator
beam and between the vane brackets and the lower adjacent skin.
(8) Install the nutplate on the upper skin, nearest the vane bracket with two rivets
MS20605S3W3. Refer to SRM PSP607, Chapters 51-42-11 and 51-58-
138/42, code A028.
(9) Install the retaining plate behind the leading edge of the vane at each vane
bracket with four rivets, Part No. CR3242-4-02. The access cover is attached
to the vane by this retaining plate. Refer to SRM PSP607, Chapters 51-42-
18 and 51-58-138/42, code A028.
(10) Make sure the flap vane access cover does not catch on the skin.
(11) If the flap vane access cover catches against the skin, blend the skin as
necessary. Refer to Figure 4 for the permitted blending criteria.
(12) Surface-treat the blended area. Refer to SRM PSP607, Chapter 51-58-138/42,
code A028.
(13) Install the inboard, center and outboard leading edge access panels on the
flap vane.
(14) Install the access panels on the flap, if removed. Refer to Chapter 27-50-51 –
INBOARD FLAP VANE ACTUATOR – Maintenance Practices.
(15) Install both inboard flaps on the wings. Refer to Chapter 27-50-11, FLAPS –
MAINTENANCE PRACTICES.
(16) Do the test as given in paragraph 2.G.
