2023 GENDER AND DEVELOPMENT (GAD)
PROGRAM
BACKGROUND/RATIONALE:

I. Sapang Uwak High School belongs to a small school category with five
(5) female and (2) male personnel. In this small workplace for seven (7)
individuals, weaknesses and flaws can easily noticed and even magnified
and sometimes creates friction and stress among members. Therefore,
this Gender and Equality (GAD) program is a good opportunity to carry
out a training that aims to regulate the gender equality in the workplace.
This seminar will provide a team building activities that will develop
collaboration, camaraderie, genuine respect and trust. This meeting aims
to improve good atmosphere in the workplace so as to get motivated,
nurture strengths, and manage to handle whenever weaknesses arise
among the teaching and non-teaching personnel. To attain an effective
leadership, the team should have a strong ties and unity, thus improves
teaching and learning, nurtures relationships, increases work satisfaction,
and provides means for mentoring and supporting new teachers and
administrators.

II. Sapang Uwak High School, the school situated at the central area of the
barangay, caters almost 100% of indigenous learners – commonly
known as Ayta-Mag-Antsi. Most of the community still embraces and
practices their traditional marriage- the tribal marriage, together with
their ancestral beliefs and customs. It is customary to marry someone
from a different ethnic group, so as to widespread their ethnic race and
their family names as well. Elders and parents had given high value to
courtship and viewed this as significant step to marriage. As the early
courtship became prevalent among our teenage learners, this often lead
to pre-marital union following their dowry system. As the teen couples
had united and started their own family, many chose to stop schooling
and prefer to work and earn for a living, especially if the female mate
got pregnant at her early stage. These great responsibilities given to the
inexperienced couples often toiled them and unable to produce a good

quality of living. This cyclical method of union really brought a


depressing impact among the teens and to their performance in school.

Therefore, this 2023 Gender and Development (GAD) Orientation aims to


open the eyes of our learners, help them create and realize their dreams
and somehow put an end to this undesirable cycle of pre-marital union among
them.

III. Many learners are being deprived to exercise their rights because of
ignorance. As an educational institution, the Sapang Uwak High School
has its great privilege to educate the rights of every learners, to exercise
and manifest good conduct among its members and sustain safe
atmosphere for all. Part of this institution is to make a firm stand in
empowering gender equality and reduce or even eliminate the gender-
based violence and sexual harassments. Everyone owes respect
whatever the gender. Everyone should take part in ending the gender-
based violence and sexual harassments that are rampant nowadays .

As we acknowledge the need of our learners to understand and become


aware on the R.A. 11313 or “The Safe Spaces Act (Bawal Bastos
Law), we organized an orientation that aims to inculcate the significant
knowledge on their rights, and discuss the laws that cover all forms of
gender-based sexual harassment (GBSH) committed in public spaces,
educational or training institutions, workplace and online space and will
serve as a mechanism for them to ensure that learners are physically
and emotionally safe, guaranteeing full respect for human rights.

OBJECTIVES:

Terminal Objectives:
I.
a. To help strengthen the bond among the teaching and non-teaching personnel
and have the opportunity to learn about each other and grow respect for each
other in a non-threatening and fun environment.
b. To promote workplace diversity and create a more welcoming environment.

II.
a. To highlight the importance of education among Ayta the learners.
b. To raise awareness on the unpleasant effects of pre-marital union and
teenage pregnancy.

a. To educate and raise awareness on “ The Safe Spaces Act”, thus, knowing
their rights as human beings.
b. To help learners ensure that schools continue to be a safe space for learners
where they are respected, secure, and free of verbal, emotional,
psychological, and physical harm.

Specific Objectives:
I.
a. To create a conducive environment in the workplace by having a healthy
relationship among the personnel.
b. To help the team work together in a process to achieve a goal.
II.
a. To help our learners value education and inspire them to aim for higher
education and accomplish their tertiary courses.
b. To reduce the rate of early marriage every year.
c. To increase the number of enrollees every school year.
III.
a. To help learners feel safe, and loved even outside their own houses.
b. To help them become aware on the different kinds of harassments and how they
can be protected by the law.
