Recommendation/Lessons Learned: Each House Cluster Leaders shall be responsible on their respective
clusters. The BADAC Auxiliary Team shall report to the BADAC suspected drug dependents, pushers
and other illegal drug-related activities in their areas. The BADAC Vice Chairperson shall directly
coordinate with the House Cluster Leaders and BADAC Auxiliary Team on drug-related matters to be
reported to the BADAC Chairperson.

Rationale: Drug Prevention Campaign in the Philippines was designed to contribute in the reduction on
intake of illicit drugs among all sectors of society by raising the public’s awareness and participation. The
program is designed to educate the public of the different kinds of illegal drugs and issues associated with
it. Relative to the above, and to ensure effective public-private sector partnership in addressing the drug
menace, there is a need to conduct an Anti-Drug Campaign Rally to come with the guides to actions to
help address the proliferation and use of illegal drugs that will further strengthen existing efforts on illegal
drug prevention and control. Objective/s: 1. To promote the participation of local institutions particularly
the youth in the suppression in illegal drugs 2. To raise the awareness of the community regarding the ill-
effect of drug addiction. 3. To work hand in hand for the welfare of the future generations and to continue
to fight against drug addiction. Outputs of the activity: The Anti-Drug Campaign Rally is considered
successful since it was participated by the youth & NGOs in the barangay. After the said campaign rally
the BADAC in cooperation with the youth initiated the posting of the anti-drug campaign posters in
different areas in the barangay. Recommendation/Lessons Learned: The BADAC learned that despite of
the serious problem of the society with regards to the involvement of some youth in illegal drug activities,
majority of the youth in the barangay are very cooperative & supportive in the implementation of such
activities. The members of the BADAC therefore believed that such activity is effective strategy to
combat against drug proliferation.

Rationale: The proliferation and use of illegal drugs hamper over-all efforts aimed at promoting
productive family life, community peace and harmony and ultimately, nation building and national
development. Relative to the above, and to ensure effective public-private sector partnership in addressing
the drug menace, there is a need to conduct an Orientation and Oath-taking ceremony to come with the
guides to actions to help address the proliferation and use of illegal drugs that will further strengthen
existing efforts on illegal drug prevention and control. Objective/s: 1. To refresh BADAC Members of
their duties and functions; 2. To establish partnership with the NGOs/CSOs in implementing programs,
projects and activities that are necessary to prevent drug proliferation 3. To orient BADAC Members on
Barangay Drug Clearing Operations; 4. To reiterate to the participants the importance of BADAC
functionality since curving the problem at the community level would help address social problem such as
drug dependence and drug proliferation. Outputs of the activity: The participants were given a feedback
form to fill-up after the orientation to help the barangay in assessing whether the activity was successful
in fulfilling its objectives. As a result, it has been found out that the thirty (30) participants who
participated in this activity learned their duties and functions. The partnership between the Non-
Government Organization, CSOs, People’s Organization and barangay officials towards attaining a
peaceful, crime and drug free community was strengthened. Recommendation/Lessons Learned: Through
the use of a feedback mechanism, it has been learned that some participants highly recommend that there
should be more formal training for the BADAC Members, BAT & House Cluster to enhance their
knowledge in the conduct of drug clearing operations.

After-Activity Report on the Orientation Seminar on Community-Based Intervention Program for


BADAC Focusing on OPLAN SAGIP, held on 17-19 July 2017 at El Nido, Palawan

I.

Background:
The Dangerous Drugs Board, in partnership with the El Nido Local Government Unit, has successfully
conducted an Orientation Seminar on Community-Based Intervention Program for Barangay Anti-Drug
Abuse Councils Focusing on OPLAN SAGIP held last 17-19 July 2017, in El Nido, Palawan. This
seminar is a three-day program designed to orient the participants on the fundamentals of drug abuse
prevention in order to update their knowledge on current developments and integrate these learnings into
their work as barangay leaders.

II.

Profile of Trainers/Participants In attendance were one hundred and seventeen (117) multi-sectoral
representatives from different barangays in El Nido, composed of barangay captains and officers, police
officers, health workers, educators and leaders of various faith-based organizations.

III.

HIGHLIGHTS OF THE ACTIVITIES

The program began with a short opening ceremony. The opening message was delivered by Hon. Nieves
C. Rosento, the Municipal Mayor of El Nido. She expressed her sincere gratitude to the Dangerous Drugs
Board for helping their province address the drug problem, since El Nido is a tourist destination and
considered as a risk area for drug trafficking. She also reported that the government’s anti-drug campaign
in the Municipality of El Nido was successful, since seven of their barangays were recently declared
drug-free, with two more barangays still on the drug-clearing process.

As part of the training introduction, Ms. Nelia L. Fiecas, Health Education Promotions Officer II, gave
the briefing of the activity. She discussed the ground rules and facilitated the expectation setting. Mr.
Julie P. Tarrayo, Chief PETID from DAPCO Muntinlupa, discussed the topic “Overcoming Stigma
Caused by Drug Addiction.” He also talked about the Salient Features of Republic Act 9165 and the
Board Regulation No. 4, Series of 2016. He cited the different unlawful acts and their corresponding
penalties. He also discussed the Guidelines on the Voluntary Surrender of Drug Users and Dependents.
Ms. Teresita C. Pineda, Chief of the Preventive Education Training and Information Division, tackled
Evidence2

Based Interventions and Policies on the Prevention of Drugs and Substance Use. She explained its
rationale, levels of efficacy, human stages of development, prevention targets and key settings. She also
discussed Mobilizing Community Resources and Monitoring

Mechanisms and oriented the participants on Board Regulation No. 4 Series of 2016. Dr. Bernardino
Vicente, Director IV of the National Center for Mental Health (NCMH), discussed the topic
“Community-Based Services for People Who Use Drugs.” He discussed the definition of community-
based treatment, its philosophies and basic principles, chronic care management, case management
approaches, setting up of community-based treatment programs, and client flow charts. Ms. Delpha E.
Denosta, Project Development Officer III from DDB – PETID, discussed Basic Interviewing Techniques
as well as effective ways of interviewing and facilitating voluntary surrenderers and users. Ms. Nelia L.
Fiecas led the action planning workshop. She grouped the participants by cluster and guided them in
formulating action plans that they could implement in their respective communities. The different groups
came up with good ideas and suggestions, including sports 3

fests, household visitations, engaging surrenderers into taking Search and Rescue Trainings, seminars to
encourage the spirit of volunteerism, parenting seminars, youth awareness seminars, conduct of campus
ministries, lifestyle and behavioral change programs.

IV.

CLOSING CEREMONIES The closing ceremonies started with impressions from the representatives
from each sector. They all thanked the DDB for the seminar and they expressed willingness to attend
more DDB activities. The participants assured the DDB team that they will be cascading the information
to their communities and workplaces.

Undersecretary Maria Belen Angelita V. Matibag, Executive Director of the Dangerous Drugs Board,
delivered a short closing message assuring the participants of the DDB’s continuous support and
cooperation and detailed the agency’s plans for more seminars in El Nido and all over the Philippines in
the future. She stressed the importance of the BADACs and LGUs as the center of the DDB’s efforts, and
emphasized that the most effective interventions are the ones carried out by and for the community.
Undersecretary Matibag also touched upon the issuance of relevant Board Regulations for voluntary
surrenderers and Monitoring Mechanisms of Barangay Anti-Drug Abuse Campaigns. In closing, she
urged the participants to continue helping drug users to turn 4

their lives around, not only for the benefit of the individual but the community as well. She encouraged
the participants to continue in their efforts to help drug dependents and to prevent the youth from falling
prey to the ill-effects of illegal drugs. Hon. Nieves C. Rosento, the Municipal Mayor, also gave her
remarks and extended gratitude to the DDB and encouraged the participants to practice what they learned.
The program ended with the distribution of certificates and a photo opportunity.

V.

Evaluation The participants were given a simple one-page questionnaire to fill out during the last day to
aid DDB in assessing whether the seminar-workshop was successful in fulfilling its objectives. The
document contained questions pertaining to the registration, effectiveness of speakers, physical
arrangements, topics, expectation and conference materials. The majority of the participants gave the
program “Outstanding” and “Very Good” ratings. In the comments and suggestions section of the
evaluation sheet, the participants thanked the DDB staff for conducting the seminar and remarked that
they hope to implement similar programs in their own municipalities, with the assistance of DDB. The
results of the post-evaluation indicated that the objectives of the seminar were met as reflected in the plan
of actions formulated by the participants, which will be monitored by the assigned PETID coordinator.
The participants were also given a 20-item pre- and post-test. The majority of the participants showed an
increase in score, indicating that they understood the lecture and gained knowledge from it. Respectfully

of the State to provide effective mechanisms or measures to reintegrate into society individuals
who have fallen victims to drug abuse or dangerous drug dependence through sustainable
programs of treatment and rehabilitation; WHEREAS, Section 16 of the Local Government Code
of 1991 provides that Local Government Units shall pursue undertakings to improve public and
maintain peace and order, among other equallysignificant concerns; WHEREAS, DILG
Memorandum Circular No. 2015-63 re Revitalization of the Barangay Anti-Drug Abuse Council
(BADAC) and their Role in Drug Clearing Operations, emphasized the principal responsibilities
of barangay officials in support of overall government efforts to address peace and order,
particularly to curb illegal drugs and other substances; WHEREAS, Dangerous Drugs Board
(DDB) Regulation No. 3 Series of 2017 re Strengthening the Implementation of Barangay Drug
Clearing Program, issued through DILG Memorandum Circular No. 2017-58, provides for
operational guidelines in the conduct of the drug clearing operations at the barangay level, and
re-iterated the Powers and Functions of BADAC with its Composition, the BADAC Committees
and the organization of the BADAC Auxiliary Teams. NOW THEREFORE, I, MARIA
ABIGAIL A. PARWANI, Punong Barangay of Barangay Pag-ibig sa Nayon, Quezon City, by
virtue of the powers vested in me by law, do hereby order the re-organization of the Barangay

Powers and Function of BADAC 1. Plan, strategize, implement and evaluate programs and
projects on drug abuse Prevention in the barangay; 2. Organize the BADAC Auxiliary Team and
orient them of their roles and functions in formulating a plan of action to address to drug
problem; 3. Equip Barangay Tanods and BADAC Auxiliary Team on their roles and functions in
the campaign against street-level illegal drug trade through seminars or training; 4. Coordinate
and collaborate with other institutions implementing programs and projects on drug abuse
prevention at the barangay level; 5. Conduct an Information Education Campaign on illegal drug
demand reduction; 6. Conduct regular and consultative meetings at least once a month and call
for special meetings with organizations in the barangay, such as the Parents Teachers
Community Association (PTCA), Youth Groups, Boy and Girl Scouts, religious organizations,
senior citizens, homeowner associations, neighborhood, associations, puroks and tricycle
operators and drivers association (TODA) and other organizations existing in the community to
get their commitment to assist in curbing the drug menace in the community whenever
necessary; 7. Strengthen the family in the barangay by promoting family affairs and conduct
value formation on parental care and guidance in coordination with other people’s organization
with other people’s organization and concerned agencies; 8. Determine and maintain a record of
the names and other personal information of actual residents of the barangay, likewise, gather
and update all drug-related incidents and its effect on the peace and order situation in the
barangay including listings of suspected drug users and pushers; 9. Identify drug-affected house
clusters, work places, streets, puroks and sitios where there are violations of RA 9165 and
immediately report the same to PNP or PDEA; 10. Conduct an inventory of drug personalities
who were identified to be involved in illegal drug activities and identify who were brought to
both facility and Community-Based Rehabilitation Centers; 11. Refer suspected drug users to
C/MADAC and other institutions rehabilitation;
for corresponding counseling or

12. Refer drug users and dependents who voluntarily surrender to appropriate officer pursuant to
DDB Regulation No. 4 Series of 2016; 13. Conduct periodic monitoring of those undertaking
Community Based Drug Treatment and Rehabilitation through the conduct of random drug
testing to patients who exhibit indication of using dangerous drugs; 14. Empower the community
in reporting drug-related cases through an Award/ commendation system; 15. Extend assistance
to law enforcement agencies during the conduct of anti-drug operations. The BADAC Chairman
or any elected official present during the anti-drug operations should sign the inventory of seized
drugs and paraphernalia as witness;

16. Create a favorable policy environment by enacting local ordinances and other legislative
measures 17. Set quarterly targets to reduce the level of drug affectation and ultimately achieve
drug-cleared status and maintain the status of drug-cleared and unaffected through the ADAC
Plan of Action. 18. Submit a monthly report to the C/MADAC copy furnished the DILG City
Field Office; 19. Monitor disposition and progress of drug– related cases filed. 20. Ensure the
safety of the community and extend such other necessary assistance to the operating units during
the conduct of anti-drug operations; 21. Perform other related functions. Section 2—BADAC

WHEREAS, RA 9165, also known as the “Comprehensive Dangerous Drugs Act of 2002”,
protects the state and its individuals from the possible harms about by the abuse of illegal drug
substances. It also has provisions supporting the unrelenting campaign against trafficking and
use drugs and effective enforcement of anti-drug policies, programs and projects; WHEREAS,
Section 16 of the Local Government Code of 1991 provides that Local Government Units shall
pursue undertakings to improve public and maintain peace and order, among other
equallysignificant concerns; WHEREAS, Section (A) (7) of the Dangerous Drug Board
Resolution No. 03 series of 2017 provides for the establishment of a Rehabilitation Referral
Desk in every Barangay to endorse drug dependents to the duly authorized representatives of
DDB; WHEREAS, the DILG, in view of the provisions cited above issued Memorandum
Circular 2017-151 calling for all LGUs to establish a REHABILITATION REFERRAL DESK.
