I.

EXECUTIVE SUMMARY

The Mines and Geosciences Bureau Regional Office No. 6 has accomplished its
targets set for CY 2018.

Under Organizational Outcome 1: Natural Resources Sustainably Managed,


Program 1: Mineral Resources Enforcement and Regulatory Program, the following is
the summary of accomplishment:

1. MGB RO-6 issued the following permits: nine (9) mining permits (ISAG and
MPP); four (4) Ore Transport Permits/Certifications; three (3) Certificates of
Environmental Management and Community Relations Record; and sixty-four
(64) Accreditations;

2. Under Use it or Lose it Policy, two (2) mining applications were denied;

3. The following Safety, Health, Environment, and Social Development


Programs were approved: eight (8) Environmental Protection and
Enhancement Programs; thirteen (13) Annual EPEPs; eight (8) Social
Development and Management Programs; ten (10) Annual SDMPs; and
twenty-five (25) Annual Safety and Health Programs;

4. Under Development of Small-Scale Mining and in its assistance to


Provincial/City Mining Regulatory Board/LGUs/and other stakeholders, the six
(6) provinces of Western Visayas were inventoried for small-scale mining
sites; one (1) proposed Minahan Bayan site was identified; one (1) proposed
Minahang Bayan site was endorsed to the DENR; seven (7) P/CMRBs were
maintained; and sixty-four (64) P/CMRB meetings were conducted;

5. MGB RO-6 has closely monitored or audited the Work Programs and
Integrated SHES Programs of various approved mining contracts. There were
twenty-two (22) permit areas/projects monitored for their approved Work
Programs, and thirty-three (33) mining contracts for their approved Integrated
SHES Programs.

Under OO1, Program 2: Mineral Resources and Geosciences Development


Program, the following is the summary of accomplishment:

1. Six (6) dialogues with the Sangguniang Bayan were conducted, and fifteen
(15) with other groups such as CSOs, the academe, etc.;
2. Thirteen (13) radio interviews/TV appearances;
3. Sixteen (16) press releases;

4. With one (1) website maintained, twenty-six (26) articles were posted;
5. With two (2) IEC materials produced, two hundred (200) copies were
consequently disseminated;
6. Under the Capacity Building Program, ten (10) technical trainings were
attended by MGB RO-6 personnel; four (4) were conducted for LGUs and
other stakeholders; and two (2) for small-scale miners.

Under OO3, Program 1: Geological Risk Reduction and Resiliency Program, the
three activities under the National Geohazard Mapping and Assessment Program were
conducted. Vulnerability and Risk Assessment and Updating of the 1:10,000 scale
geohazard maps were simultaneously done in twelve (12) municipalities; and Detailed
Sub-surface Assessment was done in one (1) municipality. In addition, Coastal
Geohazard Assessment was done in eleven (11) municipalities; Quadrangle Geological
Mapping was done in five (5) quadrangles, and Groundwater Resource Assessment
was done in one (1) province.

In line with financial management, the total obligations incurred amounted P


56,722,242.38 or 99% fund utilization.

There was a change in leadership in MGB Region VI. Based on the DENR
Special Order Number 2018-792, Engr. Roger A. de Dios was appointed as the new
Regional Director vice Engr. Leo Van V. Juguan. Engr. de Dios assumed as the new
RD last October 3, 2018.

II. ACCOMPLISHMENT REPORT
GENERAL ADMINISTRATION AND SUPPORT SERVICES

ADMINISTRATIVE SERVICES

Various office policies were formulated and implemented to ensure orderly office
operations. A regular staff meeting and when needed, a general assembly meeting is
held to discuss/resolve issues and concerns regarding office and regional operations.

ISO Certification

The office was finally awarded the ISO Certification for BS EN ISO 9001: 2015,
BS EN ISO 14001:2015, and BS EN ISO 18001: 2007 during the Monday Morning
Program on March 19, 2018 by a representative of NQA Philippines, Inc., Ms. Karol
Buenvenida. All contractual and regular personnel converged at the ground floor lobby
for the awarding ceremony.

The Stage 2 Audit, which is vital to the maintenance of the ISO certification, took
place on December 20-21, 2018. The preparation that added up to the audit paved way
because MGB RO-6 was deemed to have passed as assessed by NQA Philippines.

Embedded Personnel in the PENRO

Strict enforcement of responsible mining has always been a mandate of the


MGB, so one of the proposed directions was to support the embedding of MGB
personnel in the CENRO/PENRO.

MGB RO-6 was classified under Category 2 (PENRO Level) considering that
there are no operating large-scale mines in the region.

There were over thirty (30) applicants vying for the positions but only six (6) were
chosen after a thorough screening process. These six Contract of Service personnel,
consisting of one (1) mining engineer and five (5) geologists, were officially deployed to
their respective PENROs last March 15, 2018.

GAD Activity in celebration of 2018 National Women’s Month

In celebration of the 2018 National Women’s Month, MGB RO-6 held a learning
event on R.A. 9262 or the Anti-Violence against Women and their Children Act of 2004
on March 20, 2018 at the Iloilo Grand Hotel. Attorney Shiella P. Olid from the Office of
the City of Iloilo was invited as the resource person for the said activity, in which she
discussed salient features of R.A. 9262.

Last November 14, 2018, another learning event was conducted with Ms. Noreen
Marian P. Bautista of Connected Women as the resource speaker. The topic was a tad
different from the usual topics since it focused more on alternative livelihoods for

women. The talk revolved on the theme, “Gender and Development: Exploring
Possibilities and Potentials.”

As of December 2018, the total obligations incurred amounted to P

Under the Development of Small-Scale Mining, the six (6) provinces of Western
Visayas, were inventoried for People’s Small-Scale Mining (PSSM)/Minahang Bayan

(MB) Areas, and Quarry/Sand and Gravel (SAG)/Small-Scale Mining (SSM) Sites
namely: (1) Guimaras, (2) Capiz, (3) Antique, (4) Iloilo, (5), Aklan, and (6) Negros
Occidental.

One (1) Minahang Bayan area was identified in Brgy. Velasco and Brgy.
Sepanto, Municipality of Lemery, Province of Iloilo and may extend to the Municipality of
Sara, Province of Iloilo. It has a total land area of 123.1868 hectares.

The previously identified Minahang Bayan area in Brgy. Unidos, Municipality of


Nabas, Province of Aklan was endorsed to the DENR for possible approval.

At the start of the year, the seven (7) Provincial/City Mining Regulatory Boards
(P/CMRB) were maintained, namely: (1) PMRB-Iloilo, (2) PMRB-Capiz, (3) PMRB-
Antique, (4) PMRB-Aklan, (5) PMRB-Guimaras, (6) PMRB-Negros Occidental, and (7)
CMRB-Bacolod City.

MINING INDUSTRY DEVELOPMENT PROGRAM

MGB RO-6 has monitored/audited approved mining contracts/permits including


areas within mineral reservations as to compliance with the implementation of approved
Work Programs and Safety, Health, Environment and Social Programs.

A total of twenty-two (22) permit areas/projects with approved Work Programs


were monitored.

At the end of December 2018, there were twenty-one (21) complaints that were
investigated.

1. Alleged illegal quarrying and mineral processing operations within the


Municipality of Calinog, Iloilo

Illegal mineral processing activity was confirmed in the area. A Cease and
Desist Order (CDO) was issued on March 21, 2018.

2. Alleged "Putting of Explosive Device to Destroy the Mountain" in Sitio


Liktinon, Brgy. Maria Cristina, Madalag, Aklan

Blasting operations done by Oriental Energy Power Generation Corporation


(OEPGC) are within the terms of the project which is a construction of a
tunnel for the 18MW hydro-power energy project and not for mining purposes.

3. Alleged illegal quarrying in Brgy. Calumangan, Bago City, Negros


Occidental

The excavation/extraction activities were done in the private property of Mr.


Alan Ureta who intends to use it for farming. The case was referred to EMB
and PEMO-NOC for further appropriate action.

4. Alleged illegal quarrying in Brgy. Calumangan, Bago City, Negros
Occidental

Quarry permit issued to Mr. Joseph Arceo by LGU-Bacolod City is still valid
and existing. However, it is recommended that LGU-Bacolod City notifies
Mr. Arceo to immediately stop his quarrying operation due to over extraction
of loose materials.

5. Alleged dredging and quarrying in Brgy. Mina, Lezo, Aklan

Dredging was supported by Municipality of Kalibo Resolution No. 2018-406


and Brgy. Tigayon Resolution No. 003 Series of 2018, as an immediate
solution intended to correct the flow of water that caused scouring.

6. Alleged illegal quarrying operation in Miagao, Iloilo

No illegal quarrying was observed.

7. Illegal mining activity at Brgy. Velasco, Lemery, Iloilo

Illegal small scale mining was observed. A case was filed against the illegal
miners with Docket Number VI-II-INV-18L-01188.

8. Alleged illegal mining activity at Tapaz, Capiz

There was a continued operation despite its expired permit. It was


recommended that it would be issued a CDO by CAPENRO.

9. Alleged rampant extraction of sand and gravel materials at the beach


line of Brgy. Bongol San Vicente, Guimbal, Iloilo

Sand and Gravel extraction was confirmed but it has since stopped. It was
recommended that the barangay council pass a resolution prohibiting the
extraction of SAG materials in the beach line.

10. Quarrying Activity in Hinigaran and Binalbagan, Negros Occidental

There are two existing ISAG Permits in the area issued by the Governor of
Negros Occidental.

11. Complaint against LG Golden Mags Corp.

On-going excavation and removal/demolishing of structures constructed in


the riverbed were confirmed. Filing of appropriate charges was
recommended if the company could not present a valid justification and
proof of evidence that the materials transported is taken from its permit
area.

12. Complaint against Sammy Haro in the Province of Antique

On-going mineral processing operation was confirmed. CDOs were issued


on October 30, 2018.

13. Alleged illegal quarrying activity in the river channels of Antique

Illegal mineral processing activity was confirmed. A CDO was issued to


Premium Mega Structures, Inc. on November 16, 2018.

14. Alleged illegal quarrying activity at Brgy. Jaguimit, Dueñas, Iloilo

The team confirmed traces of illegal extraction in the river. The LGU was
advised to be vigilant in their illegal mining campaign.

15. Alleged illegal quarrying in Buruanga, Aklan

The activity that was being conducted was re-channeling of sand and gravel
materials from the sand bars obstructing the water flow of the river.

16. Alleged highly mechanized operations of sand and gravel in Makato,


Aklan

The operations were found to be projects approved by the DPWH.

17. Alleged illegal quarrying in Maragandang River in Brgy. Binubuhan,


Bago City, Negros Occidental

The operation is granted with an approved Governor’s Special Permit. The


project is intended for re-gravelling of farm to market roads of the barangay
and to de-clog/clear sand and gravel materials.

18. Alleged illegal mining activity at Brgy. Aglosong, Concepcion, Iloilo

The illegal excavation was intended for treasure hunting and not for small-
scale mining.

19. Alleged and unauthorized continued operation of Mr. Larry Lamis of


the Lamis-Gauranan Crusher Aggregates Co. in Brgy. Magsaysay,
Cadiz City, Negros Occidental

The processing plant operation of Mr. Larry Lamis is covered by an ISAG


Permit issued by the Office of the Governor of the Province of Negros
Occidental.

20. Alleged illegal extraction of YCT Builders' Center Company within the
ISAG permit of Leilan Chua

The extraction conducted by YCT encroached a portion of the permit area
of Leilan Chua.

21. Alleged illegal hauling in Brgy. Taba-ao and Polo, Banga, Aklan

There was an excess of extraction in the permit area and the corresponding
CDO was issued by Mines and Geosciences Development Services of
AKENRO.

GEOSCIENCES DEVELOPMENT SERVICES

The Geosciences Division of the Mines and Geosciences Bureau, Region 6, Iloilo
City fully accomplished all its targeted activities for CY 2018. Under the National
Geohazard Mapping and Assessment Programs of the Mines and Geosciences Bureau
(MGB), a priority project and banner program, there are two (2) major activities, to wit:

I. The Vulnerability Risk Assessment (VRA)

Republic Act No. 10121 define Risk Assessment as a methodology to


determine the nature and extent of risk by analyzing potential hazards and
evaluating existing conditions of vulnerability that together could potentially
harm exposed people, property, services, livelihood and the environment on
which they depend. The outputs of this project are exposure maps which will
be indicative of overall vulnerability and risk to specific hazards particularly in
the case of MGB rain-induced landslide and flooding. The need to develop

vulnerability and risk maps was emphasized for a more effective planning
and disaster management. This undertaking is part of the government’s
continuing efforts to mitigate or lessen the negative impacts of geohazards in
the country. The updating of the 1:10,000 scale geohazard maps is an
activity under the VRA. The need to conduct updating of the aforesaid maps
is very vital considering that the 1:10,000 scale geohazard mapping and
assessments were conducted from 2011-2014 and taking into consideration
the recent geologic hazards events that occurred in the region. The output
maps will serve as hazard maps which will be used for the VRA maps.

A total of twelve (12) municipalities were assessed for CY 2018 and


subsequently their geohazard maps were updated, to wit:

Initially, MGB-6 target for VRA and updating included Libertad, Antique.
However, due to the issues concerning the rehabilitation program of Boracay
Island, Malay, Aklan, wherein discrepancies in the previous 1:10,000-scale Rain-
Induced Landslide and Flood Susceptibility Map produced by an outsource
contractor were noted, thus it was decided to amend one (1) of the target areas
for VRA from Libertad, Antique to Malay, Aklan. The amendment was covered
by a memorandum dated July 16, 2018.

II. Karst Subsidence (Sinkhole) Hazard Assessment and Mapping

Subsidence hazard in karst terrains in the country have not been given
much attention in the past until the strong earthquakes in Negros Oriental
(2012) and Bohol (2013) exposed the numerous sinkholes in these types of
landscape. Karst topography is a landscape formed from the dissolution of
soluble rocks such as limestone, dolomite, and gypsum. It is characterized by
underground drainage systems with sinkholes and caves. (Source:

In the Philippines, there are numerous areas underlain by limestone


bodies. The recognition of the devastating damage that can result from this
hazard after earthquakes and prolonged heavy rains and the presence of

extensive karst areas in the country prompted the Mines and Geosciences
Bureau of the Department of Environment and Natural Resources (MGB-
DENR) to include karst subsidence hazard assessment and mapping in the
National Geohazard Mapping and Assessment Program. For CY 2018, the
Detailed (1: 10,000 Scale) Karst Subsidence (Sinkhole) Hazard Assessment
and Mapping was conducted in the Municipality of Dumarao, Province of
Capiz.

III. Detailed (1:10,000 Scale) Coastal Geohazard Assessment and


Mapping

The Detailed (1:10,000 Scale) Coastal Geohazard Assessment and


Mapping gives emphasis on the various hazards present along the coastal areas
of the country such as coastal erosion, coastal accretion and subsidence. This
program aims to provide information and give appropriate recommendations
relative to the sea level rise because of Global Warming. The assessment of all
the coastal municipalities of Region 6 has been accomplished in CY 2017 since
the region was given priority under this program considering its proximity to the

eastern border of the country considered as the typhoon belt. Thus, for CY 2018,
the coastal geohazard assessment and mapping was conducted in the ten (10)
coastal municipalities/cities of Region 10 particularly in the Province of Misamis
Oriental. The ten (10) municipalities/cities are: Kinoguitan, Sugbongcogon,
Binuangan, Salay, Lagongloong, Balingasag, Jasaan, Villanueva, Tagologan,
and Cagayan de Oro City. Table Nos. 4 and 5 is the summary of the
accomplishments for the Detailed Coastal Geohazard Assessment and Mapping
for CY 2017.

IV. Other Programs/Projects of the Geosciences Division are the following,


to wit:

1. Quadrangle Geological Mapping

Quadrangle Geological Mapping has been conducted by MGB


since it started. The aforesaid activity has been put aside for some time to
give way to a more urgent and timely project which is the National
Geohazard Mapping Program. Recognizing the need to again undertake
the Quadrangle Geological Mapping since the outputs for this project is

one of the vital inputs in geohazard mapping, thus, it was decided to
undertake the activity starting CY 2016. Activities in this project includes
geological/lithological mapping; structural mapping such as faults, folds,
beddings, etc. and presence of mineral alteration. For CY 2018, MGB-6
conducted guadrangle geological mapping in the five (5) quadrangles all in
Region 6, namely: Roxas City, Panit-an, Ivisan, Dao, and Lemery.
Activities that were conducted by the team consisted of courtesy call at the
local government units of the target areas; reconnaissance (preliminary)
and semi-detailed field mapping (identification of rock types, geologic
structures, geologic hazards, etc.) and sampling (gathering of rock
samples). A total of eight hundred twenty- seven (827) rock samples were
collected of which forty (40) were sent to MGB Central Office laboratory
for petrographic and paleontological analyses. Most of the rock samples
collected consisted of igneous (i.e. andesite, basalt, pyroclastic rocks) and
sedimentary rocks (i.e. sandstone). Table No. 6 is the summary of the
accomplishments for Quadrangle Geological Mapping for CY 2018.

2. Groundwater Resources Assessment and Resistivity Survey

The Mines and Geosciences Bureau (MGB) is mandated to conduct


groundwater resources mapping and assessment based on Republic Act
No. 7942 (Philippine Mining Act) and its Implementing Rules and
Regulations. Based on the said RA 7942, the MGB is mandated to advise
the DENR Secretary on matters pertaining to geology and mineral
resources exploration, development and conservation. One of its function
is to conduct specialized researches and assessment of the country’s
groundwater resources. Moreover, Republic Act No. 9275 (Philippine
Clean Water Act of 2004) mandates the MGB to prepare and publish a
national groundwater vulnerability map incorporating the prevailing
standards and methodologies. The main objectives of this survey are the
following, to wit:

a. To update the 1:250,000 scale hydrogeologic and groundwater
availability maps that would provide an effective planning tool
for gauging water resource distribution over the entire country;
b. To provide basic information to authorities responsible for water
resource management and development, physical framework
and land use planning, land use classification and allocation by
Local Government Units;
c. To generate critical information and database on groundwater
resources availability in the various regions and areas of the
country in 1:50,000 scale or better;
d. To generate groundwater vulnerability maps of the entire
country, with particular emphasis on highly critical and
developed urban areas; and
e. To characterize or model the vulnerability of groundwater
resources to various anthropogenic and geologic processes
including the possible impact of climate change.

The Groundwater Resources Assessment and Resistivity Surveys


were conducted in the Province of Capiz for CY 2018. A total of one
hundred three (103) wells and springs were assessed and fourteen (14)
resistivity lines were laid out. Water samples from these assessed wells
were tested in terms of their physical and chemical properties while the
results of the resistivity survey will be processed and analyzed to
determine the depth of groundwater and the type of aquifer in the said
areas. Table No. 7 shows the accomplishments for Groundwater

3. Mineral Reservation

Mineral Reservation, formerly being undertaken by the Mine


Management Division (MMD) was transferred to the Geosciences Division
in pursuant to the approved Functional Statement of the Lands Geological
Survey Division of the Mines and Geosciences Bureau (MGB) under the
Government’s Rationalization Plan, and the mandate of MGB to
implement the Mineral Reservation Program (MRP) under the Department
MGB 6 YEAR-END REPORT 2018 / Page 37
of Environment and Natural Resources Memorandum Order No. 2007-06
dated June 19, 2007 and by a memorandum of Undersecretary and
Concurrent MGB Director, Mario Luis J. Jacinto dated September 9, 2016.
The target area for the said activity is the Municipality of Hinoba-an,
Negros Occidental with a total area of forty-two thousand four hundred ten
hectares (42,410 has.). In CY 2016-2017, Reconnaissance Geological
Survey was conducted in the said area, covering an area of 7,633.80
hectares. Continuation of the Reconnaissance Geological Survey was
conducted for CY 2018 and has covered an area of 17,812.20 hectares.
One hundred ten (110) rock samples were collected and will be submitted
to the Mines and Geosciences Bureau, Central Office for laboratory
analysis.

4. Miscellaneous Geological Services

Other services provided by MGB-6 are Mineral Exploration/


Resources/Validation/Inventory, Geohazard Identification/Geological
Scoping/Engineering Geological and Geohazard Assessment/Sanitary
Landfill Site Assessment/Issuance of Geohazard Certification. Table No.

GEOLOGICAL, GEOHAZARD AND GROUND PENETRATING RADAR
ASSESSMENTS IN BORACAY ISLAND, MUNICIPALITY OF MALAY, AKLAN

The Mines and Geosciences Bureau was involved in the beach rehabilitation of
the island. It was addressed by conducting Ground Penetrating Radar (GPR) Survey on
buried pipes along the beaches fronting hotels and other establishments, road, schools,
and other government facilities. Anomalies in the radargrams were identified and were
excavated for validation. Water seepages from or nearby the excavated pipes were
sampled for coliform count by the Environmental Management Bureau.

Moreover, the geologic hazards of the island were also addressed by conducting
various assessments around the island. The following were conducted in Boracay
Island: 1) detailed subsidence hazard assessment, sinkhole and cave inventory, and
Ground Penetrating Radar investigations, 2) updating of 1:10,000 Scale Flood and
Landslide Map, 3) initial coastal geohazard mapping and survey and monitoring of
coastal erosion along White Beach and Bulabog Beach, and 4) relocation site
assessment for the displaced employees and residents in Boracay Island.

VULNERABILITY AND RISK ASSESSMENT (VRA) IN THE MUNICIPALITY OF
TANGALAN, PROVINCE OF AKLAN

The barangay hall is located at Sitio Along the road, a landslide incident in
Proper, Brgy. Vivo. It is situated on the Sitio Proper, Brgy. Vivo with steep slope
top of a hill with steep slope and weak and weak material. A creek has eroded
material. Tension cracks were observed the bottom of the slope which triggered
in its pavement. It is classified as having the landslide. It is classified as having

Along the Tangalan River in Sitio Naga, Tamalagon Integrated School is located

hence water goes through the road instead.
