 Introduction:-Andhra & Hyderabad civil
service rules 1958. And civil service rules,
Madras Presidency.

 Origin :-Art 309 of C.O.I empowers governor


of A.P to frame rules.

 Aim:- To provide clean and efficient


administration for the people of the state.

A.P. CIVIL SERVICES (CONDUCT
) RULES, 1964
CONDUCT RULES
G.O.Ms.No. 468 GAD Dated. 17-4-1964 w.e.f. 19-4-
1964.
Under proviso to Article 309 of the
Constitution, Governor has issued these rules
for civil servants imposing restrictions on
their fundamental rights allowed to the citizen
under Constitution of India.

1. To regulate conduct of Govt. employees
to achieve good governance.
2. It will provide reasonable restrictions of
Govt. employee of fundamental rights
guaranteed by the C.O.I.
3. The code of conduct of Govt. servants
induce in to their private life's too.
4. Also applicable for family members of
the Govt. servant in the public interest
5. Provide dos & don’t for the Govt.
servants in their official, personal and
family life.

6. It intended to improve the tone of
administration in Govt. services.
7. Govt. servants should not bring discredit
to his service by his misconduct.

Note- A Govt. servants is not at liberty to


amass money / fortune by taking illegal
gratification even though people will give
voluntarily.
 Gross dereliction of duty even without
guilty mind can constitute misconduct for
the purpose of disciplinary proceedings.

Misconduct
Gross violation of law, act, rules, procedure
Example-
 Deviation to duty with wrongful intention.
 Failure to account render acquision of
property.
 Abusing or misusing of official position.
 Lack of devotion to duty.
 Gross & habitual negligence to perform

Moral turpitude:-

Anything done contrary to justice honesty,


morality , good morals contrary to what
owes to the fellow or society in general.

Rule no.3(APCS code of conduct)
 It is the heart of this rules.
 What so even to the decorum and
decency of his official, private and family
life violates this rules attract CCA 1991.
 Gross dereliction of duty even without
guilty mind can constitute misconduct for
the purpose of disciplinary proceedings.
 All Govt. employee are paid for 24 hours
of the day.
 Willful disobedience amounts to
misconduct.

the conduct of the Government
servants.

Joining of associations the objects


of which are prejudicial to interests
of sovereignty and integrity of India
or public order.

Prohibition of sexual
harassment of working women.

 Complaints committee:- “Complaints


committee will be deemed to be an
Inquiry Committee” & report
submitted by it shall be deemed to be
an inquiry report under this rules.

RULE 4 : Strike
1.Shall not participate in strike or similar
activities or incitement thereto.
2. Absence from duty or work without
permission.
3. Neglect of duty compelling officer to take
or omit to take any action .
4. Availment of leave without prior
permission.
5. Desertion of duty.
6. Hunger strike.
7. Concerted and organized refusal to

RULE 5:
DEMONSTRATION

Shall not participate in any


demonstration against the
interests and integrity of
India or public order.

Rule 6 :
1. Acceptance of gifts, services,
entertainments, addresses and other
forms of felicitations Flowers, fruits, Gifts
from relations/friends of value of less
than Rs. 500 can be accepted on
ceremonial occasions such as weddings.
2. Stay in a guest house of a private person
and enjoy his hospitality.
3. Shall not receive any trowel, key,
scissors or similar articles in connection
with laying foundation stone or opening

Rule 6-A

Shall intimate receipt foreign


currency in excess of Rs.
50,000/-within 15 days from
such receipt in Annexure III to
the rules.

Without prior permission of
Government , shall not Ask,
raise accept any
subscriptions.

Lending or borrowing
Money and Insolvency.

Rule 9 :
1. ACQUIRING OR DISPOSING OF MOVABLE OR
IMMOVABLE PROPERTY .
Every immovable property shall be intimated
irrespective of it value.
All movable properties each exceeding Rs.
1,00,000/- held by the employees or any
members of his family. (owned, acquired or
inherited or held on lease or mortgage)
15th January of every year till retirement of
demitting office in Annexure I and II.

2. For acquisition or disposal of immovable
properties application form prescribed in
G.O.Ms.No. 26 DAD Dt. 20-1-1998 has to be
used invariably.
3. Purchases from a regular or reputed dealer –
submission of application form one month in
advance.
4. Purchase from a private dealers - Two month in
advance.
5. To account for the cash in the possession of
government employee. Declare cash in
possession in excess of Rs. 500/- while on
duty in office and Rs. 10,000/- while on tour.
