I. Working Title of the Proposal


HISTORY OF RINCONADA NATIONAL TECHNICAL VOCATIONAL SCHOOL
MAIN AND ANNEX CAMPUSES: BASIS OF CONGRESSIONAL APPROVAL OF
ITS SEPARATION AND INDEPENDENCE
II. Description of the study (Brief background/purpose/objectives of the study )

The Department of Education (DepEd) recognizing the complexity of issues

brought about by the passage of different laws and issuances of rules and regulations,

concerning or pertaining to establishment, merging, conversion and naming/ renaming

of public elementary and secondary schools as well as the separation of school

annexes, has found to be necessary to formulate a set of standard and uniform policy

guidelines on the matter.

However, conversion or separation of schools are not just administrative matter

but require judicial action for it to take effect. Pending the application of Rinconada

National Technical Vocational School on its pursuit to separate main and annex

campuses, the Congress together will all the authors of the bill should be enlighten

about the practicability and feasibility of the action depending upon the backgrounder
that it will gather which will be based from the rich history of the school.

III. Gap bridged to be addressed in the study (detailed discussion of the study’s contribution
to the body of knowledge)

As Congress and all action depends on the history and the development of the

school as the primary basis of the congressional approval on separation and merging

of schools, it is a must that a manual of policies, regulations and provisions should be

cleared out for particular authors of the bill and initiator of the action should be

familiar of the requirements and the criteria to be considered.

Hence, it is a must for Rinconada National Technical Vocational School to

conduct practicability and feasibility research first as to the readiness of the school in

the action that will be in effect once a law has been approved already. It should be a

consideration that the stories and accounts of the underlying predicaments and

sentiments of both internal and external stakeholders should be considered.

Administrative and Financial readiness of the schools should also be assessed and

evaluated to secure the smooth transition of whatever result from the action taken.

IV. Statement of the Problem


This study is focused in reviewing the history of Rinconada National Technical

Vocational School Main and Annex Campuses as basis of Congressional approval of

its separation and independence.

This study is specifically sought to answer the following questions:

1. What historical accounts can be taken on the foundation of the Rinconada

National Technical Vocational School, Main and Annex Campus considering

the following:

1. 1 Alumni

1. 2 Pioneer Employees

1. 3 Interested Barangay Officials

1. 4 Present Administrators

1. 5 Present Employees
2. To what extent is the support of the stakeholders in the action for the

separation of the main and annex campuses of Rinconada National Technical

Vocational School with the:

2. 3 External Stakeholders

3. What is the advantages and disadvantages of the separation of the main and

annex campus with regards to the following:

3. 1 Enrollment

3. 2 Staffing and School Organization

3. 3 Financial and Administrative Matters

V. Research Design and Methodology


Type of Research This study used the descriptive-evaluative method of

research. It is a type of research which collects data describing

some phenomenon that is may or may not be quantifiable. The

purpose of the research is to evaluate or measure the results

against some known or hypothesized.

Descriptive-evaluative research method also involves the

collection of data to test hypothesis or to answer questions

concerning the status of the subject being studied. It is designed

for the investigator to gather information about the present

existing conditions.

Research This study will use primarily questionnaire to assess the

knowledge and familiarity of the respondents about the separation

of the campuses of Rinconada National Technical Vocational

School.

But, interviews and outsourcing are also instruments that will

be used to have a more in- depth research about the problem.

Statistical Tools Frequency count was used to tally the answers of the

respondents to an item in the teacher-made test.

Percentage technique2 was used to determine the

proportionate number of responses to a question in the

questionnaire. The formula for percentage technique is shown

below:

The 100-point scale (in percentage), with the corresponding

interpretation shown below, was used to determine the Least

Mastered Learning Competencies. The competency with 61% -

100% of incorrect responses were considered the least mastered.

41% – 60% Good (G)

21% – 40% Very Good (VG)

1% – 20% Excellent (E)
