Lately, the ADB has heard from residents stating they are not under a
HOA so they don’t have CC&R requirements. Every home in Redwood
Shores has CC&R’s on their properties, even in the original areas of the
Shores. The areas that do not have an HOA are governed by the RSCA
Architectural Board. This board is in place to keep the Shores a
desirable place to live. Homes are to be maintained at all times.
The board has noticed many yards with unkept weeds that need to be
attended to. It is every property owner’s responsiblity to maintain their
property. We recommend that you design a solution with drought
resistant plants to make the upkeep manageable and ascetically
pleasing. Please also remember to store your waste bins out of view
from the street.
Please submit any of your property changes to the board at
ADB@rsca.org, including painting, landscaping, fences and additions.
Do not wait until the last minute, unless an emergency arises, as last
minute submissions could delay your project. Please Note: the paint
color of your home needs to be compatible with others in your area.
The board doesn’t approve very light or dark colors due to this issue.
The ADB is in the process of the quarterly audit of property conditions.
If you receive a letter, please do your best to bring your property into
compliance. We want to keep Redwood Shores a beautiful place to live
and work.

FROM THE MAYOR Additionally, we are working with OneShoreline to develop a sea
level rise vulnerability assessment in order to better understand
Jeff Gee and plan for sea level rise throughout Redwood City.
Redwood City To view the full recording of the study session from March 13,
Greetings, 2023, please visit www.RedwoodCity.org/CouncilMeetings.
Recently, the City Council held a study session to receive an update In service,
on the long‐term planning related to the City’s water, sewer and
storm drain utilities. If you weren’t aware, the Public Works Services Mayor Jeff Gee
and Community Development and Transportation departments
operate and maintain the City’s underground utility systems. These
systems provide drinking water, recycled water for non‐drinking uses,
sewage (wastewater) collection, and storm drainage services
throughout the community.
Through both individual development project review and long‐range
master plans, the City assesses future utility needs for the
community to ensure reliable service and to meet emerging
challenges. This includes planning for maintenance and replacement
of current infrastructure, as well as expansion to support anticipated
population growth. Additionally, the City Council’s Utilities Sub‐
Committee meets to discuss things like long‐term repair and
replacement plans, changes in regulatory requirements, and utility
rates.
The good news is water demand is projected to be well below our
contracted water supply guarantee with the San Francisco Public
Utilities Commission even as our population grows steadily. Thanks
to significant investment in recycled water, the demand on the City’s
drinkable water (known as potable water) has significantly reduced.
As just one example, the extension of the recycled water main
pipeline recently completed as part of the Broadway Plaza
development is projected to save approximately 38 million gallons of
drinking water a day!
As for our sewer collection system, wastewater is primarily conveyed
to the Silicon Valley Clean Water treatment plan through gravity flow.
Redwood City provides a higher level of service than many other
cities and sewer districts provide by maintaining and repairing
approximately 109 miles of lower laterals, spanning from the
property line to the sewer main in the street. An update of the City’s
Sanitary Sewer Master Plan is currently underway, which includes
the significant development the City has recently experienced,
particularly in the Downtown area. We have also implemented
proactive programs for flow monitoring, sewer inspection, sewer
implementation, and replacement to address extraneous stormwater
and groundwater from entering the sanitary sewer system
(commonly referred to as infiltration and inflow).
As we have seen since the beginning of the year, climate change has
had an impact on our stormwater system. There has been increased
heavy rain and more intense storms, increasing the likelihood of
stormwater run‐off and flooding. Upstream stormwater flows
significantly impact downstream channel conditions. Clearing
sediment through dredging of waterways requires regulatory permits
and oversight from agencies such as the Regional Water Quality
Control Board and the U.S. Army Corps of Engineers, as well as
specialty equipment, crews and material disposal. The City has
engaged with other agencies to develop comprehensive stormwater
management and flooding mitigation, and obtain necessary funding.

replacing the current Westport Specific Plan with their own Redwood

RSTC’s April tournament
came at the end of an
unseasonably chilly and
windy week, but fortunately
the day turned out mild and
sunny. Fifteen players
competed in a roundrobin
format, changing partners
as well as opponents in
each round. This entailed
some shuttling back and
forth between Shorebird
and Quay courts. Because
there were more women than men, the rounds included both mixed
doubles and women’s doubles.
The theme of the social that evening was Tax Day (it was April 15,
after all), and the pot luck dishes didn’t disappoint. Notable were a
salad of “shredded greenbacks,” “poor boy” buttermilk cornbread,
and 40‐clove garlic chicken—a nod to the IRS 1040 form.
Finally, at the end of the evening, it was time to announce the
winners and award prizes. The top scorer among the women, was
Imelda (Mel) Mendoza. Coming in second was Mukta Sood. Since
neither winner was present, and third place was a tie between Penny
Chin and Monique Seibel, the toss of a chocolate coin decided that
Penny would get the prize. In the men’s category top prize went to
Dennis Murphy, with Steve George coming in second. Winners
received ball caps. Penny and Dennis are pictured.
Many thanks to Penny Chin and Bob Evens, to Rick Chiu, Barb Urrutia,
Sundar Venkateswaran, Karmele Urtizberea, and Angela Yang for their
various roles in making the day a success.

structure encompasses all the essential elements necessary for a
substantial and meaningful conversation with God.
When we pray, we should first and foremost begin in adoration and
praise of God in order be filled with wonder at who God is and how He
desires to be connected with us, always. Next, we should ask the Holy
Spirit to reveal our sinfulness and need for God’s mercy and grace. We
should try to name to God any particular sins we are needing
