II. Organizational Context and Purpose for the job

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the

Job organizational context

This position is located in the MENARO Outpost in Gaziantep, which is located in Turkey and supports
cross border activities in the north of Syria.

Purpose for the job

Under the direct supervision of the Supply Logistics Specialist P3, the incumbent administers the
Logistics operations of medium size emergency operation in a complex setting with considerable impact,
requiring professional technical expertise in support of operations and programme objectives.
Responsible for effective planning, customs clearance, distribution, and inventory management of
UNICEF's supplies, in support of the programmes and operations.
III. Key functions, accountabilities and related duties/tasks (Please outline the key
accountabilities for this position and underneath each accountability, the duties that describe
how they are delivered. Please limit to four to seven accountabilities)

Summary of key functions/accountabilities:

1. Provide rapid and relevant assistance and support to evolving logistics needs and situations
facing children and families, including emergency situations, with a priority on clearing supplies on
time, monitoring the pipeline and assisting in supervising warehouse operations for on time distributions
as requested.

-Participates in the planning of Logistics Operations. Supervises and coordinates the performance of
contractors such as Clearing agents, warehousing and transport service providers.

-Administers service contracts related to in-country logistics services. And ensures service providers are
performing as required.

-Participates in programme planning, and advises on logistics considerations. Coordinates funding


requirements with programme sections to ensure funds availability for in-country logistics services.

2. Implement sound, accurate supply/logistics management systems, procedures and


documentation as well as regular, accurate reporting to maintain the highest level of integrity,
standards and accountability.

- Ensures that established processes and systems are followed. Ensure Transportation and Supply
Monitoring tools are regularly updated and shared with relevant staff and programme sections.

-Contributes to the appropriate planning, implementation, monitoring and evaluation of logistics


operations. Establishes and maintains logistics plans. Coordinates with zonal offices as required.

- Coordinates shipping arrangements with Supply Division, Freight Forwarders and Pakistan Country
office where applicable.

- Advises on logistics bottlenecks to supervisor for prioritization. Assists in the follow-up on audit
observations to improve office procedures and practices related to logistics.

- Ensure sharing of reports on supplies in transit, logistics monitoring information, stock levels and
distribution status to programme sections and logistics focal points at national level.

3. Support UNICEF as well as Government capacity-building in order to enhance efficient, effective


and timely delivery of supplies.

-Assists in the identification of training needs and planning.

-Contributes to the planning, development and participates in conducting trainings for UNICEF's
staff/consultants and counterparts in logistics operations including customs clearance, warehouse
management, distribution and inventory of supplies and equipment in order to improve supply delivery.
4. Collaboration and Partnership

-Participates in the coordination activities and maintain a strong collaboration with Programme Sections
for logistics related matters, and provides when necessary technical support/input to programme planning.

-Participates in building and maintain strong relationship with government counterparts as part of
facilitation strategy to deal with issues and constraints such as those encountered in customs clearance
matters, tax and duty exemption certificate etc……..

-Participates in implementing any phase out strategies to government’s counterparts and other
stakeholders.

- For emergencies: Participate when required to the coordination with logistics cluster, and ensures
UNICEF interests are given appropriate priority. Maintain a close partnership with other UN agencies
when instructed.

- Any other duty as required by the supervisor.

1. Rapid and relevant responses and assistance provided to evolving logistics needs and situations,
including emergency situations, with a priority on clearing supplies on time, monitoring the pipeline
and assisting in supervising warehouse operations for on time distributions as requested.
2. Integrity, standards and accountability monitored, administered and maintained by implementing
sound, accurate supply/logistics management systems, procedures, documentation and accurate
reporting.
3. Professional assistance and training provided for capacity-building in order to enhance efficient,
effective and timely delivery of supplies.
4. Effective collaboration and partnership in logistics with internal and external counterparts developed
and maintained through better coordination, communication and networking. Strong and constant
relationship is entertained with Government counterparts in order to expedite any customs clearance
issue.

VI. Recruitment Qualifications

University degree from a recognized academic institution in one or more


of the following areas is preferred: Supply Chain Management, Business
Administration, Management, International Economics, Engineering,
International Development, Contract/Commercial Law, or areas directly
related to logistics operations or UNICEF programme areas, including
Education:
credited courses in supply, logistics, purchasing or contracting. Or a
recognized qualification in procurement and contracting.
Educational qualification in relevant areas (transport or logistics
operations/management, supply change management, etc.) and added
advantage.

Two years of relevant and progressively responsible professional work


experience.
National work experience in supply, logistics, purchasing, contracting
Experience: and administration and/or other related fields.
Work experience in emergency duty station and added advantage.
Analytical Skills is an asset
Fluency in English and another UN language. Ability to speak Arabic an
Language Requirements: added advantage.
