SUBJECT: 1. REQUEST FROM THE CITY MAYOR RE: RESOLUTION AUTHORIZING

THE CITY MAYOR TO REPRESENT, SIGN AND ENTER INTO A
MEMORANDUM OF AGREEMENT WITH POLYTECHNIC UNIVERSITY OF
THE PHILIPPINES RELATIVE TO THE CAREER DEVELOPMENT PROGRAM
FOR THE STUDENTS

2. DEED OF DONATION FROM NCHP (NHI then) TO PUP

3. SCHOLARSHIP PROGRAM

To the Presiding Officer:

A Committee Meeting was conducted at the Sangguniang Panlungsod Office on July 27, 2022
at 11:00 AM. It was attended by Dr. Armando A. Torres (PUP Sto. Tomas Director), Dr. Melani
L. Castillo (PUP Sto. Tomas Chief - Student Services), Mr. Fredelito C. Bartolome (City
Assessor), Charlyne M. Malibiran (PESO staff), Ms. Marrijoy B. Muhallin (CYSD staff), the
Panlungsod Members and staff.

Facts:
1. The Committee Chairman, Hon. Atty. Raquel M. Salazar clarified the following:

2. Regarding the scholarship program, Dr. Torres conveyed that he will have a meeting
with the City Mayor on the possible collaboration of the City Government and PUP-Sto.
Tomas administration to provide comprehensive scholarship program beneficial to
Tomasinos.

In relation to the scholarship program:

a. Vice Mayor Catherine Jaurigue-Perez stated that the Office of the Vice-
Mayor and the Sangguniang Panlungsod is always open in extending the
necessary assistance to the PUP community as a whole.

b. Hon. Gerardo M. Malijan added that, it is an opportune time to lobby to

the Congress of the Philippines for higher salary for public school
teachers, as well as those teaching in state universities like PUP. For
which, Dr. Torres extended his appreciation.

c. Hon. Atty. Raquel M. Maloles-Salazar ask how many percentage are

there in PUP and how many are non-Tomasino. Further, she asked if
there can be a policy to set certain percentage of slots for Tomasinos.

 She added that section for working students shall be opened for
Tomasinos.

d. Hon. Gerardo M. Malijan stated that based on his observation, majority of

incoming college Tomasinos do not prefer PUP or it is their least
preference. He reiterated that it is high time to promote PUP-Sto. Tomas,
as a viable and affordable university for our constituents, given the fact
that it is also offering high quality tertiary education.
e. Hon. Leovino M. Villegas suggested to have one section scholars
intended fro Tomasinos.

3. Hon. Adrian C. Carpio requested Dr. Amando A.Torres that PUP-Sto. Tomas conduct a
psychology caravan or clinic, for students who are suffering from mental and emotional
issues due to pandemic.

PUP Director, Dr. Armando A. Torres stated that he will study the proposal, since
licensed psychologists are needed to have mental wellness program.

4. As regards the donation between the NCHP (NHI then) and PUP, the following were
discussed;

a. Hon. Maloles-Salazar explained the Deed of Donation entered into by

NHI and PUP Sto Tomas for the construction of UCREED. Originally,
in 1974, the property with an area of 8665 was donated by LGU,
represented by General MigueL Malvar, to NHI for the establishment
of General Miguel Malvar Shrine. Thereafter, portion (2000sqm) of
which was donated to by NHI to PUP for the construction of UCREED.
UCREED was not constructed up to this date. The said property is
where the COMELEC office is located.

b. In relation to this, property where PUP Campus is located is donated

by LGU to PUP. There is allegation that PUP exceeded the 10000
sqm donated to them. LGU is contemplating on the possibility of
exchanging the excess property with the property donated by
UCREED.

c. On his part, Dr. Torres said that, while he had sought the permission
from PUP administration officials to talk about the issue, he can only
convey matters within his personal knowledge.Dr. Torres added, that
there is a team from PUP Main who are tasked to conduct survey on
the PUP-Sto. Tomas Campus and to fix the necessary documents.

d. Mr. Fredelito Bartolome, City Assesor, convey that they will assist in
the settling of the matter.

NOW THEREFORE, after careful study and deliberation, the following is the recommendation of
the committee, to wit; 1.) Approve the Memorandum of Agreement between PUP-Sto. Tomas
and city government regarding career development program to be offered by the university, 2.)
The scholarship program is yet to be discussed with the Office of the Mayor, pertaining to its
extent and coverage; 3.) That, the donation between NCHP (NHI then) and PUP as well as the
donation between LGU and PUP is yet to be reviewed and to be studied further.
