FIRST DEMAND LETTER

April 13, 2023

Last October 6, 2023, 3 of my officers of BASCA, San Roque, Calabanga, Camarines Sur were with me
when we submitted our letter of results to Gov. Luigi Villafuerte for 12 units wheelchairs and one
crutches and these were all granted by the provincial governor. Attached herewith, is the photocopy of the
request as exhibit A.

When the KA FUERTE Capitol Service arrived to distribute the wheelchairs and crutches last February
21, 2023, I was surprised why a Toyota Vios parked right at the rear of the KA FUERTE Capitol Service.
Brgy. Kgd. Asug surprisingly approached me and told me that inside the Vios were Mun. Kgds. Orlin,
Hilado, Tabinas and Mendoza all wearing polo barong. I was not expecting their presence. When we went
to the first recipient of wheelchairs at Zone 2, the Vios followed us. All Municipal Kagawad and Brgy.
Kgd. Asug never talked to me if what was their purpose why they were there. When we reached the first
recipient in the name of Aurea Abad who is bedridden Mun. Kgd. Ceilito Hilado immediately entered the
house followed by Mun. Kgd. Tabinas Mendoza Orlin and Brgy. Kgd. Asug, leaving us outside the house.
When the wheelchair was presented to the recipient by the staff of KA FUERTE Mun. Kgd. Ceilito
Hilado started to talk by saying “Tabang po ini ni Gov. Luigi Villafuerte sinolecit ni Mayor Eugene
Severo sa tabang kan Sangguniang Bayan asin sa tabang ni Brgy. Kgd. Asug.” Affidavit of Loreto D.
Ricardo testifying the correctness of the statement made by
Mun. Kgd. Hilado as a witness as exhibit B. The name of Roberto D. Ustaris as president of BASCA and
its officers were never heard from Hilado. We found out that this happened because Brgy. Kgd. Asug is
the official candidate of Mayor Eugene Severo for Brgy. Captain. The group Hilado is pushing up Asug to
the Senior Citizens as official candidate for Brgy. Captain.
During this incident, you committed cruelty, barbaric and inhumane to BASCA Officers, you
disrespect the presence of Senior Citizens, it seems that you’re above the law. All of you are greedy in
grabbing and robbing credits from other. From Mayor Eugene Norman B. Severo to Mun. Kgd. Hilado,
Orlin, Tabinas and Mendoza and Brgy. Kgd. Asug all of you committed:

1. Gross abuse of authority

2. Conduct of unbecoming public officials
3. Gross ignorance of the Law
4. Violation of Ethical Standard
5. Giving false information (fake news) to Senior Citizens by misleading
6. Violation of Senior Citizens Act of 2010
7. You committed treachery
8. Gross misconduct

Last February 3, 2023 BASCA submitted another result to Gov. Luigi Villafuerte for 600 bags of 10kls
each to all 600 Senior Citizen of San Roque. Inipit ni Mayor Eugene Severo ang release kan bagas by
way of asking endorsement from him. We approached him and ask for endorsement but up to now no
action.
Is there already a presence of MAFIA inside the LGU of Calabanga?
My wife took picture of your group inside the houses of wheelchairs recipients as exhibit C.
Wherefore, in view of the foregoing premises you are hereby advised to ask for PUBLIC
APOLOGY from BASCA of San Roque, Calabanga over Bombon Radyo Station, Failure to do so I will
be constrained to file legal actions against all of you before the office of the Ombudsman talked already to
Provincial Prosecutor.
