(SURVEY & CONSTRUCTION)

TENDER NOTICE

For and on behalf of President of Union of India, Dy. Chief Engineer (Construction) I, Western Railway,
IInd Floor, BG Station Building, Ahmedabad Railway Station, PO: Railwaypura, Ahmedabad-380
002 invites sealed tenders on prescribed forms, for the following works:

1. Tender No: Dy. CE/C/I/ADI/CPOH/02


2. Name of work : Laying & linking of BG track including point & crossings,
transportation of P. way material, welding of Rails and other
miscellaneous works at Sabarmati stations in connection with construction
of setting up of new CPOH workshop for track machines at Ahmedabad.

3. Approx. cost of work Rs.1,61,29,415.00


4. Cost of tender form (a) Direct purchase Rs.5,000.00 per document.
(b) By Post Rs.5,500.00

5. Tender forms can be purchased at the above office during working hours on any working
day from 24-04-2015 onwards up to 11.30 hrs on 14-05-2015. Tender forms can also be
downloaded from Western Railway web site www.wr.indianrailways.gov.in

6. Earnest money to be deposited Rs.2,30,650/-


7. Completion period of work 06 (Six) months including monsoon.
8. Completed Tender forms can be submitted upto 15.00 hrs. On 14-05-2015 in the
office of Dy.Chief Engineer(Construction)I, Western Railway, Railwaypura,
Ahmedabad –380002, in the nominated tender box or sent by post upto 15.00 hrs. on
14-05-2015. The tender box will be sealed at 15.00 hrs. on 14-05-2015 and opened at
15:30 hours on 14-05-2015 in the office of Dy.Chief Engineer(Construction)I, Western
Railway, Railwaypura, Ahmedabad –380002. If the last date of receiving/ opening
happens to be Bundh/ Holiday due to unforeseen circumstances, the tender will be issued/
received/ opened on the following working day as per same timing.

9. Complete details of tender including eligibility criteria are available on Western Railway
web site www.wr.indianrailways.gov.in and at the Notice Board in the above office. In
case of any clarification the firms may contact at the above office during the working hours
in person.

2.0 Tender details

2.1 EMD particulars

2.1.1 The tenders must accompany with the requisite earnest money Rs. 1,61,29,415/-

2.1.2 Tenders without earnest money shall be summarily rejected.

2.1.3 The earnest money should be in cash or in the form of the Deposit receipt, Pay Order, Demand
draft etc. executed by State Bank of India or any of the Nationalised Bank or by Scheduled bank
and it should be drawn in favour of Dy.FA&CAO[C] Western Railway, Ahmedabad and payable
at Ahmedabad only.

2.1.4 Earnest money wherever it is deposited in cash should be remitted either to the Chief Cashier,
Western Railway, Mumbai – 400 020 or to the Divisional Cashier (including Sr. Cashier of the
Construction unit) nearest to their (tenderer/s) places of residence and the receipt obtained
thereon should be enclosed with the tender as a proof of deposit of requisite earnest money. The
earnest money should not be deposited with station.

2.1.5 Deposit receipts submitted by the tenderer/s should have signature of authorized person on the
reverse of the Deposit receipt duly affixed Revenue Stamp & firm’s Rubber Stamps. The validity of
deposit receipts should not be less than 120 days from the date of opening of tender.

2.1.6 Earnest money in the form of Bank Guarantee/ Government securities (stock certificates/ Bearer
Bond) Promissory Note/ Cash Bond will not be accepted.

3 Eligibility Criteria ;

3.1 The minimum eligibility criteria for tenders costing above Rs. 50 lakhs shall be as under:
(a) Tenderers should have physically completed with in qualifying period i.e. the last three
financial years and current financial year (even though the work might have commenced
before the qualifying period) at least one work of similar nature for a minimum value of 35%
of advertized value.
Note: (i) The total value of similar nature of work completed during the qualifying period and not
the payments received with in qualifying period alone, shall be considered.

(ii) In case, the final bill of similar nature of work has not been passed and final measurements
have not been recorded, the paid amount including statutory deduction will be considered.
If final measurements have been recorded and work has been completed with negative
variation, then also the paid amount including statutory deduction will be considered.
However, if final measurements have been recorded and work has been completed with
positive variation but variation has not been sanctioned, original agreement value or last
sanctioned agreement value whichever is lower shall be considered for judging eligibility.

(iii) In the case of composite works involving combination of different works, even separate
completed works of required value i.e. 35% of total tender value will be considered while
evaluating the eligibility criteria.

(iv) Similar nature of work shall mean - “Any P. way work, however tenderer should
have an experience of P. way work on running line also irrespective of the
value of such work done either in the same contract or in any other contract
during the qualifying period.”

(v) Total contract amount received during the last three years (i.e. current year and three
previous financial years) should be minimum of 150% of advertised tender value of work
supported by an attested certificate from employer/ Client, audited balance sheet duly
certified by Chartered Accountant etc.

3.2 Certificates from Private individuals, for whom the tenderer has worked, shall not be considered.
Certificates from only those Organizations/ institutions/ bodies will be considered which execute
works in public view and maintain verifiable records. As such, the Organizations / bodies from
which certificates will be considered are as follows:

i) Government Departments, PSUs and other Government institutions.
ii) Public Limited Company.
iii) Private Limited Company.
iv) Government recognized Institutions.
v) Co-operatives registered with “Registrar of Co-operatives”.
vi) Partnership firms registered with ‘Registrar of Firms’.
vii) Sole Proprietary firms registered with ‘Registrar of Companies’.

“Work experience certificate issued by Central Gov./State Govt./Semi Govt.


Organizations/Authorities, PSUs Govt. Of India/State Govt. shall only be
considered. Certificate issued from Private Individual/Private firms will not be
considered”.

4.0 Joint Ventures will be allowed only for tenders having value of more than Rs. Twenty Five
Crores.

5.0 For the tenderers, who wish to purchase the tender forms may please note that tender forms can
be obtained from this office by submitting original money receipt from any of Station Masters of
Western Railway according to the cost of the tender form as mentioned against the tender. If the
tender form is required by registered post, additional postal expenses @ Rs. 500/- per tender
form will be charged. Both the costs are not refundable. Applications for tenders required by post
must reach this office in time ( at least 10 days before the date of opening of tender). Railway will
not be responsible for any delay, damage of loss in post.

(a) The tender document will also be available on Western Railway (Construction) website
www.wr.indianrail.gov.in during the above mentioned period and the same can be downloaded
and used as tender document for submitting the offer. However, the demand draft for the
amount equivalent to the cost of tender document as mentioned above will have to be enclosed
while submitting the tender. Otherwise, the tender will be summarily rejected.

(b) Railway administration will not be responsible for any delay/difficulty/ inaccessibility of the
downloading facility for any reason whatsoever. In case of any discrepancy between the tender
document downloaded from the internet and the master copy available in the office mentioned
above, the later shall prevail and will be binding on the tenderers. No claim on this account will
be entertained.

(c) It is the responsibility of the tenderer that they ensure to check the corrigendum if any, on the
website from time to time.

6.0 The Railway reserves the right to cancel the tender without assigning any reason thereof.

7.0 Tenderer may please note that the successful tenderer/ bidder shall have to submit a
Performance Guarantee in the form of irrevocable bank guarantee or any form as
prescribed in the tender document amounting to 5% of the contract value.

The successful bidder shall have to submit a Performance Guarantee (PG) within 30
(Thirty) days from the date of issue of Letter of Acceptance (LOA). Extension of time for
submission of PG beyond 30(Thirty) days and upto 60 days from the date of issue of
LOA may be given by the Authority who is competent to sign the contract agreement.
However, a penal interest of 15% per annum shall be charged for the delay beyond 30
(Thirty) days, i.e. from 31st day after the date of issue of LOA. In case the contractor fails
to submit the requisite PG even after 60 days from the date of issue of LOA, the contract
shall be terminated duly forfeiting EMD and other dues, if any payable against that
contract. The failed contractor shall be debarred from participating in re-tender for that
work.
