DILG Quezon under the management of PD Darrell I. Dizon, CESO V
shows its unwavering support for Local Leagues. The League of
Municipalities of the Philippines (LMP) Quezon Chapter under the
Leadership of Mayor Rachel Ubana of Lopez, Quezon conducted their
Regular Monthly meeting to talk about developments and the latest
issuances in various fields including agriculture, peace and order, and
health the discussion centered on giving scholarships to their
constituents to the soon to be open College of Medicine of the Southern
Luzon State University (SLSU).

The support and enthusiasm of the various LCEs came from the fact the
COVID-19 pandemic brought indeed medical professionals such as
physicians and others are much needed to ensure the safety and well-
being of the community they served.

The meeting ended with enthusiasm and satisfaction looking forward


that there will be a lot of medical professionals coming from various
towns of Quezon Province soon.
Provincial Rollout on the Utilization of the Electronic Goal Achievement Matrix (E-GAM) and
Electronic Local Development Investment Program (E-LDIP) conducted on February 9, 2023
via Zoom. The activity was attended by DILG Cluster and Field Officers and representatives
from the LGUs within Quezon Province, particularly the City/Municipal Planning and
Development Coordinators and LGU Encoders.

The activity is conducted to orient concerned stakeholders on the salient provisions of DILG
Memorandum Circular (MC) No. 2022-115 and further guide them on the use of the E-GAM
and E-LDIP systems as tools for planning and investment programming.

SEAL OF GOOD LOCAL GOVERNANCE (SGLG) ORIENTATION CONDUCTED IN SELECTED


LGUs IN QUEZON PROVINCE

In early preparation for the implementation of the 2023 SGLG, several local government units
in Quezon Province are requesting for orientations for the focal persons and SGLG Teams in
their respective LGUs. SGLG Focal and alternate persons, cluster heads, the program
manager and the Provincial Director visit said LGUs and provide the requested technical
assisstance.

DILG Quezon features Barangay Mate of Tayabas City as the Provincial Showcase for the
conduct of Barangay Assembly Day during the 1st Semester of CY 2023 in the Province of

CEREMONIAL SIGNING OF MEMORANDUM OF UNDERSTANDING Declaration of Stable


Internal Peace and Security (SIPS) in ALQUEREZ

Quezon Province - Island municipalities of Alabat, Quezon, and Perez (ALQUEREZ) are all under
stable internal peace and security (SIPS). To sustain and further strengthen the status, a
Memorandum Of Understanding among these municipalities, the Armed Forces of the
Philippines (AFP), the Philippine National Police (PNP), the Local Government Units and this
Department was signed last February 6 and 7, 2023. A short Program was held along with the
signing to recognize this success.

The activity was initiated by the AFP and spearheaded by the said municipalities. Key
personalities from the participants were given time to present and give their messages. Notable
among them were the messages of LT Col. Joel Jonson, Maj. Rhodel Lemuel, PLT Gen Rhoderick
C. Armamento, Quezon Province Director PCol. Ledon Monte, Pmaj. Rodelio M. Calawit, RD Ariel
O. Iglesia, CESO III, and PD Darrell I. Dizon, CESO V. The AFP presented SIPS program of the
national government highlighting that insurgency-free status is a result of the concerted efforts
of the community against violence and terrorism and a significant milestone as it marked the
collective victory of the government together with various private sectors. The PNP related their
continuous support of the program and their high regard commendation to the efforts of the
LGUs especially mentioning the respective Municipal Peace and Order Committees to this
achievement. The Department reiterated the whole-of-the-nation approach and presented the
challenges in sustaining the insurgency-free status of the LGUs. RD Iglesia, in his discussion of
the whole-of-nation-approach, underscored the role of the department in promoting and
sustaining SIPS focusing on the capacity development of both public and private sectors. PD
Dizon presented the challenges in maintaining a peaceful and development-oriented LGU
emphasizing that solution to counter them is capacitating the government and its citizenry.
Honorable Angelina DL. Tan, through a representative, extended her commendation and
discussed the different programs of the provincial government relative to SIPS. Also, a former
rebel was given a chance to share his experience narrating how the national government
program really encouraged and helped him through his conversion.
Also present in the activity were the Punong Barangays, Department Heads, CSO
Representatives Community Volunteers, and other stakeholders.

QUEZON PROVINCIAL INTER-AGENCY MONITORING TASK FORCE (PIMTF)


CONDUCTED TABLE ASSESSMENT FOR 2022 CHILD-FRIENDLY LOCAL GOVERNANCE
AUDIT (CFLGA)

The Quezon Provincial Inter-Agency Monitoring Task Force (PIMTF) conducted a two-day
table assessment for the 2022 Child-Friendly Local Governance Audit (CFLGA) last
February 22-23, 2023 at the OPPDC Conference Room, Quezon Provincial Capitol. The
activity was participated by representatives from Provincial Social Welfare and
Development Office (PSWDO), Provincial Planning and Development Office (PPDO),
Provincial Health Office (PHO), Provincial Nutrition Action Office (PNAO) and Department
of Education (DepED) Quezon who sit as members of the PIMTF. They were also joined by
LGOO II Denise Ann F. Reselloza and LGOO II Kathleen L. Potestades-Florendo, who
represented DILG Quezon, as Focal Person and Alternate Focal Person respectively, of
CFLGA.

Prior to the conduct of the assessment, DILG Quezon facilitated Quezon PIMTF
Coordination Meeting that was held on February 17, 2023. Among the agenda were the
latest functionality indicators of CFLGA, detailed results of the 2021 audit, walkthrough in
the system and the preparation for the upcoming tabletop assessment of the said audit.

The aim of the PIMTF members is to successfully assess the performance of City and
Municipal Local Government Units in the delivery of programs and services for the
realization of the rights of Filipino children to survival, development, protection, and
participation. Primarily, the Quezon PIMTF reviewed the submitted Means of Verifications
(MOVs) of the Local Government Units (LGU) through the Seal of Child Friendly Local
Governance-Knowledge Management System (SCFLG-KMS). With all the initial results of
the cities and municipalities already placed in the system, the Task Force looked into the
uploaded documents of the City and Municipal Inter-Agency Monitoring Task Force (C/M
IMTF). Discrepancies between the data of the LGU and Provincial Government were also
noted for the reconciliation of data encoded/uploaded. Each member of the PIMTF has an
assigned area or indicator to review so they can provide further comments and findings.
LGUs that will pass the CFLGA will be conferred the Seal of Child Friendly Local
Governance by the Council for the Welfare of Children (CWC). This is also one of the
indicators in the Social Protection and Sensitivity area under the Seal of Good Local
Governance (SGLG) - the highest recognition given to excellent performing LGUs. It can be
recalled that for audit year 2021, nine (9) out of forty (40) C/MLGUs in the province of
Quezon, were conferred with the Seal of Child-Friendly Local Governance Audit. These
include the local government units of Calauag, Candelaria, Dolores, Lopez, Lucban,
Patnanungan, San Antonio, Sariaya and Tayabas City. In 2023, the PIMTF hoped that more
and more LGUs will continue improving the delivery of social services on child and youth
welfare in their localities to ultimately achieve a Child-Friendly City or Municipality.

To ensure that the children's rights and welfare are mainstreamed in development plans of
local government units (LGUs) in all levels, the department continuously perform its functions
in evaluating and capacitating its partners, Assessments such as the Local Protection of
Children (LCPC) Functionality Assessment are conducted.

On March 22, 2023 at the Conference Room of DILG Quezon, the Quezon Provincial Inter-
Agency Monitoring Task Force (PIMTF) conducted its Coordination Meeting discussing the
assessment of the functionality of the City/Municipal Council for the Protection of Children
(C/MCPC).
Their task also include the validation of the City/Municipal Inter-Agency Monitoring Task Force
(C/MIMTF) from their functionality assessment of Barangay Council for the Protection of
Children (BCPC).

SIMULTANEOUS GRAND LAUNCHING OF “HALINA’T MAGTANIM NG PRUTAS AT


GULAY / KADIWA AY YAMAN / PLANTS FOR BOUNTIFUL BARANGAYS MOVEMENT
(HAPAG KAY PBBM)”

HAPAG KAY PBBM is a joint program of the Department of the Interior and Local
Government (DILG) and the Department of Agriculture (DA) in support of the current
administration’s thrust to address hunger and ensure food security in the country. It aims
to strengthen the capacities of barangays toward sustainable agricultural initiatives by
fostering agricultural activities such as barangay gardening, wherein households and
communities will be encouraged to produce fresh, healthy and affordable fruits and
vegetables in their backyards and spaces, and through the establishment of barangay
community garden/s

The HAPAG KAY PBBM Nationwide Simultaneous Grand Launching was conducted last
March 1, 2023. The Quezon Province showcase barangay for the said launching is BRGY.
BAGONG ANYO, DOLORES, QUEZON. Spearheaded by the Sangguniang Barangay of
Bagong Anyo, headed by Hon. Vivencio C. Quinto, Punong Barangay in cooperation with
the Municipality of Dolores represented by Hon. Renato B. Alillo, Jr., Vice Mayor, and
facilitated by MLGOO Sheila O. Del Mundo. It is participated by Darrell I. Dizon, CESO V,
Provincial Director – DILG Quezon, LGOO VI Thelma T. Beñabon, LGOO V Jill Lovella J.
Abrigo, LGOO II Shazer Leo M. Ambas, PDO I John Joshua Carrancho, Hon. John Edward J.
Reyes – SB Member (Chairperson-Committee on Agriculture and Cooperative), Mr. Eldrin
C. Rubico-Municipal Agriculturist, and barangay constituents.

During the height of COVID-19 pandemic, there was a “narrow or limited window period”
on the access to and operations of public and private establishments such as wet
markets. The Sangguniang Barangay came-up with a program of communal garden to
address limited movement of its constituent. The harvested fruits and vegetables were
distributed to the barangay personnel and their constituents.
LOCAL ACCESS ROAD IN BRGY. TUNTON,
TAGKAWAYAN, QUEZON
The Philippine government's essential program known
as the Local Government Support Fund – Support to
Barangay Program (LGSF-SBDP) provides barangays,
which were initially established as guerilla fronts for
the CPP-NPA-NDF, with financial and technical
assistance for their development requirements. The
program has helped promote local development and
improve the quality of life of people in remote and
underserved areas. Its participatory approach to
development planning has also helped empower
barangays to identify their needs and priorities and
implement projects that are responsive to their unique
situations.
Brgy. Tunton of the municipality of Tagkawayan,
Quezon is one of the beneficiaries of the FY 2022
LGSF-SBDP with a total allocation amounting to P
4,000,000.00. The Rehabilitation of the Road at Brgy.
Tunton is one of the projects that were proposed by
the LGU of Tagkawayan and was approved as part of
this program.

Accordingly, an estimated number of 1146 individual beneficiaries will benefit from the 351.50
meter-long and 5.0 meter-wide road project in Barangay Tunton.
A field inspection that the DILG Project Monitoring Team attended on March 8, 2023, in
Tagkawayan, Quezon, confirms the rehabilitation of the barangay road in Brgy. Tunton is now
finished and functional. The team is comprised of Engr. II Hadadezer R. Abadier and Engr. II Dave
Wilmar B. Mendoza.
The improved condition of the previously unpaved road enables farmers to bring their goods to
market faster, fresher, and at a lower cost, thereby increasing their income and contributing to the
community's food security.
Aside from facilitating the transport of agricultural products, this will also provide better access to
healthcare, education, and other social services, as well as emergency services during natural
disasters.

Training-Orientation on Disaster Preparedness Manual for Localized Weather


Disturbances,

The Training-Orientation on Disaster Preparation Manual for Localized Water Disturbances


was conducted successfully at M.I. Sevilla's Resort in Lucena City on January 27, 2023. It was
attended by DILG Field Officers, Local Chief Executives, Local Disaster Risk Reduction and
Management Officers and Staff, Local Information Officers, and representatives from the
Philippine National Police, Bureau of Fire Protection, and Philippine Coast Guard in Quezon
Province, Lucena City, and the MIMAROPA Region. DILG IV-A and DILG MIMAROPA
collaborated on the event, which was hosted by DILG Quezon.
Provincial Director Darrell I. Dizon, CESO V, DILG Quezon, acknowledged the participants and
resource speakers and emphasized the significance of the activity, highlighting the impact of
weather disturbances on the community in particular. Regional Director Karl Caesar R.
Rimando, CESO III, DILG MIMAROPA, emphasized the partnership and commitment of DILG
CALABARZON and DILG MIMAROPA to enhance the capacities of local government units to
respond effectively to the challenges posed by natural calamities, particularly local weather
disturbances. LGOO IV April Joy G. Marquez, LGCDD DRR Focal Person, DILG CALABARZON,
delivered the Overview of the Disaster Preparedness Manual for Localized Weather
Disturbances. It was emphasized that the DPM for LWD is complementary to the existing
manuals.
Sharon Juliet M. Arruejo, a representative from DOST-PAGASA, discussed the Science of
Local Weather Disturbances in relation to addressing Local Weather Disturbances. Ms.
Arruejo emphasized the significance of local preparedness because it is a factor in
determining whether a disaster will become a hazard. Geologists from DENR-MGB, Ms.
Gracelyn Joyce Camero and Ms. Kate Ashley Torrefranca, discussed Understanding Flood
Hazards and MGB's Flood Susceptibility Maps. The discussion centered on flood hazard
awareness and prevention and mitigation measures. Mr. Raymond T. Ong, Ateneo de
Zamboanga University, presented the ALeRTO warning system to the participants in the
afternoon. Mr. Ong also discussed the registration procedure for the system in question.
Mr. Roberto Gapasangra, Jr., MDRRMO of Mauban, Quezon, inquired about the
fundamental requirements for the aforementioned system, which Mr. Ong clarified.
Director for DRRM at Mindoro State University, Engr. Wilma C. De Los Santos, presented
the Roles and Functions from Province to Barangay Level in relation to the Checklist of Early
Disaster Preparedness Requirements. Ms. De Los Santos emphasized the roles and
responsibilities of the local government DRRM councils and committees. The Local Action
Plan was discussed by Mr. Paul Lawrence J. Oliveros, Deputy for Warning, Quezon
PDRRMO. Mr. Oliveros explained each component of the action plan and provided
examples to facilitate its execution.

It was then followed by a workshop in which attendees both on-site and via Zoom
participated. Quezon Province, Lucena City, Alabat, Atimonan, Calauag, Candelaria, Dolores,
Guinayangan, Gumaca, Lopez, Perez, Plaridel, Quezon, San Antonio, Sariaya, Tagkawayan,
and Tiaong participants worked on the provincial level of the action plan. While
representatives from Burdeos, General Nakar, Infanta, Jomalig, Lucban, Mauban, Pagbilao,
Panukulan, Patnanungan, Polillo, Real, Sampaloc, and Tayabas City collaborated on the plan
at the municipal level. Participants from Agdangan, Buenavista, Catanauan, General Luna,
Macalelon, Mulanay, Padre Burgos, Pitogo, San Andres, San Francisco, San Narciso, and
Unisan finally completed the barangay level of the local action plan.
The objective of this activity is to inform participants about Localized Weather Disturbances
in Quezon Province and their effects on local communities. This activity has proven to have
contributed to a better understanding of these phenomena and to the development of
disaster risk reduction strategies.

Implementation of New Permitting and Licensing Standards for Businesses

One of the roles of the Department of the Interior and Local Government (DILG) as
provided for by Republic Act 11032 or the Ease of Doing Business Act is to supervise and
monitor the progress of the Local Government Units relative to compliance with the
provisions of the law. The implementation of new permitting and licensing standards for
businesses aims to simplify and streamline the process, making it easier for entrepreneurs
to start and operate their businesses in the country. The Department expects this move to
attract more investments, create jobs, and boost economic growth.
This Department, in its capacity as the chairperson of the Business Permits and Licensing
System Regional Coordination Committee (BPLS RCCOM), started an annual Business One
Stop Shop (BOSS) Monitoring for selected Local Government Units (LGUs). In order to
assist local governments in streamlining their processes and procedures in issuing
business permits, the department has initiated this endeavour. This is one of its strategies
to assist local governments. I conducted the visit of several LGUs in Quezon to monitor
compliance with the BPLS standards from January 24 to 26, 2023. This was in an effort to
ascertain if the LGUs complied with the standards. I visited seven local government units,
which included Guinayangan, Lopez, General Luna, Macalelon, Gumaca, Plaridel, and
Padre Burgos. A team of experts who evaluated the LGUs’ compliance with the said law
conducted the assessment. The results of the assessment will identify areas for
improvement and to provide recommendations for capacity-building interventions..
The BOSS monitoring team comprises members of the RCCom. These individuals include
representatives from the Department of Trade and Industry (DTI) IV-A, the Department of
Information and Communication Technology (DICT) IV-A, the Bureau of Fire Protection IV-
A, Batangas State University, and the Anti-Red Tape Authority (ARTA). They were also
joined by LGOO III Jose Maria Nino T. Revadavia and LGOO II John Paul M. Nieva, who
represented DILG Quezon in their capacity as alternate focal persons of the said program

The assessment tool was used to interview concerned LGU officials and clients. The
validation is to identify gaps in the existing business permits, licensing systems, and
processes of selected local governments.
The activity’s outcomes will cause suggestions for enhancing the effectiveness and
efficiency of their business permitting systems and procedures.

This expression emphasizes how crucial business growth is for boosting revenues and
profits. It motivates business owners to look for fresh opportunities and clientele in order
to increase sales and enhance services.

Provincial Cities and Municipalities Competitiveness Index (CMCI) Forum and


Awarding Ceremony 2023

The Quezon Provincial Competitiveness Committee (PCC) conducted of the Provincial Cities and
Municipalities Competitiveness Index (CMCI) Forum and Awarding Ceremony at Queen
Margarette Hotel, Brgy. Domoit, Lucena City on March 24, 2023

DILG Quezon, through PD Darrell I. Dizon, CESO V, as a member of the Quezon Provincial
Competitiveness Committee (PCC), presented awards to the most competitive LGUs in the
Government Efficiency Pillar.

Further, DILG Quezon was tapped in assistance to the documentation of the event, producing a
same-day-edit video of the conducted Forum and Awarding Ceremony.

Provincial Director Darrell I. Dizon, CESO V presented the department's programs and services
for local governments at the event "Tulay sa Progreso: Bridging National Government-Local
Government Partnership" hosted by the Quezon Provincial Government on March 1-3, 2023,
3rd Floor, Quezon Provincial Capitol Building, Lucena City. The DILG Quezon's support for the
TULAY SA PROGRESO program demonstrates their dedication to enhancing the relationship
between the national and local governments. Through this partnership, they hope to provide
improved services and programs to the people of Quezon Province.

The objective of the activity is to facilitate national and local government collaboration on
provincial development projects. It also provides a forum for local government units to express
their concerns and request assistance from national government agencies.

The provincial government seeks to ensure that every city and municipality's development
issues are addressed. Governor Helen Tan pledged the provincial government's full support
for the growth and development of each city and municipality in the province.

Conducted on March 3, 2023, DILG Quezon held its First Quarter Provincial Team Conference
(PTC) on March 3, 2023 at M.I. Sevilla's Resort, Lucena City. Attended by all personnel of the
provincial, cluster and field offices of DILG Quezon, the PTC presented the accomplishments of
the province during the first quarter.

Further, the orientation on the revised system procedures in the National Quality Management
System (System) was one of the major topic during the activity, informing the concerned,
especially the field officers of the process, procedures and forms conducted at the field level.
