EXECUTIVE ORDER 003

RE-ORGANIZING RECONSTITUTION OF BARANGAY COUNCIL FOR THE

PROTECTION OF CHILDREN (BCPC)

WHEREAS, Section 17 of Republic Act 7160 , also known as the Local Government Code ,
mandates that the Barangay shall endeavor to provide for an effective and efficient provision of
basic services and facilities which includes programs and projects for Children and youth
welfare;

WHEREAS, Republic Act 7160, otherwise known as he Special Protection of Children against
Child Abuse, Exploitation and Descrimination Act, provides for stronger defferrence and special
protection against child abuse,exploitation and discrimination and its corresponding penalties;

WHEREAS;,Article 359 and 360 of the civil code of the Philippines provides that “ the
government shall establish Councils for the Protection of Children.”

WHEREAS,Article 87 of the Presidential Decree (PD) 603 (Children and Youth Welfare code)
states that every Barangay council shall encourage the organization of a Local Council for the
Protection of Children (LCPC) and shall coordinate on the council for the welfare of Children
(CWC) in drawing and implementing plans for the promotion of Child and Yoth Welfare. “
There is THEREFORE A NEED TO Organize LCPC not only in barangays but also in other
Local Government Units(LGUs) to ensure Sychronization and integration of policies , Programs
and projects for children;

WHEREAS, DILG Memorandum Circular 2002-121 dated August 5,2002 enjoins of Local
chief Executives to Organize/ re- Organize their respective Local Council for the Protection of
Children.
NOW, THEREFORE , I , MOHAMMAD SYED AZZAROUK A. SEMA , Punong Barangay
of Rosary Heights 7, Cotabato City, by virtue vested in me by the Local Government Code of
1991 and other existing laws, do hereby order:

Section 1. Reorganization of Barangay Council for the Protection of Children ( BCPC), The
Barangay Council for the Protection of Children of Barangay Rosary Heights 7, Cotabato City,is
hereby reorganized.

Section 2. Composition . The BCPC otherwise referred to as the Council, shall be composed of
the Following:

Section 3. Functions and Responsibilities. The Council shall have the following functions and
responsibilities :

1. Provide Learning opportunities on the adequate rearing of children and positive parent-
child relationship.
2. Promote wholesome entertainment in the community, especially in movie houses.
3. Advocate for the establishment and maintenance of playgrounds day care centers and
other facilities necessary for child youth development.
4. Protect and assists Children in need of Special Protection and Refer cased file against
child abuses to proper agencies/institutions.
5. Prepare AWFP for children and recommend appropriation to the sanggunian
6. Provide Coordinate linkages with other agencie and institutions in the planning,
monitoring and evaluation of plans of children.
 7. Establish and maintain database on children in the Barangay.
8. Advocate for the passage of Baranagy resolutions/ordinance responsive to child related
issues and concerns and ensure inclusions of Children Programs in the executive Agenda.

9. Monitor situational reports on children and quarterly updates including the

implementation of Children Programs and make reccomendations .

10. Perform such other functions and other child related laws, especially in matters of child
and parent education, health,entertainment, ets.

Section 4. Secretariat . The Secretariat shall be responsible for providing technical support,
documentation of proceedings, preparation of reports, and such and other assistance as maybe
regulated in the discharge of its functions. As designated JOHAILYN A. ABDUL BCPC
Secretary.

Section 5. Funding. Upon recommendation of the LCPC , Funding shall provided for
programs/projects/activities on children and ensure that these are implemented.

Section 6. Monitoring and Evaluation. Regular monitoring shall be conducted to determine the
functionality of the CCPC and the Barangay Council for the Protection of Children and find out
the accomplishment, including the implementation problems and its issues.

Section 7. Effectivity . This Executive Ordxer Shall take effect immediately.
