A pleasant and historic day for all who compose the Board of Ambassador Antonio
Cabangon Chua’s “Golden Award for Education - Leadership" 2023!

Attached to this is the honor of being part of a new phase in respect of valuing the
unique skills and contributions of the employees of our government in the field of
Education. The Philippine Elementary School Principals Association (PESPA)-
SDO Romblon is for the first time sincerely and proudly recommending and endorsing
one who has been recognized for having given significant contribution, inspiration, and
appreciation to students, especially the indigenous students and communities
throughout the province.

As the president of PESPA-Romblon with all of the School Heads of Elementary, we


unanimously endorse and recommend Mr. JORDAN D. SOLATORIO for the annual
award for outstanding individuals to the "Ambassador Antonio Cabangon-Chua’s
"Golden Award for Education - Leadership" 2023.

One of the important reforms in education is the medium of instruction to be used in


school. The use of the vernacular language in the teaching of subjects, especially in
pre-school and the first three grades of elementary school, is valued. The Department
of Education (DepED) issued DO No. 74 s. 2009 regarding the implementation of
Mother Tongue-Based. Mother Tongue-based Multilingual Education or MTB-MLE is a
program of the Department of Education of the Philippines. It aims to use the local
language in an area as the primary language of instruction to facilitate learning for the
natives and to generate love from the natives for their own language and culture.
Unfortunately, MIMAROPA is one of the unlucky ones to recognize and use their Mother
Tongue including the three (3) languages of Romblon because Filipino Language has
become the medium of instruction used in schools.

As a Principal of a large school, the teachers continue to use our Mother Tongue in
teaching in the school so that the students can better understand the lessons they are
teaching. This is just proof of the importance and breadth of our own language.

For a long time, the issue of the Mother Language of Romblon was not given
importance until he became the Supervisor of the subject Social Studies, Multigrade,
and Indigenous Peoples Education (IPEd). In the year 2016, he started many programs
related to community, language and culture despite the fact that he is an Ilonggo and
not from Romblon. During his interaction with the indigenous communities of Romblon,
the principals in the elementary school witnessed his efforts and commitment to
develop the orthography of the three languages ASI, INI, and ONHAN with the help of
experts in the field of linguistics. It is also to raise the level of education for indigenous
students and bring the school closer to their communities.

In his leadership, he tried to gather the indigenous communities, together with the
teachers and some principals to be part of the development of four (4) minima to be
submitted to the Department of Education with the aim of having its own recognition of
the indigenous language of Romblon.

In addition to this, one of his advocacies is meeting with indigenous communities to


establish and open elementary schools and integrated schools for secondary schools in
the areas of indigenous communities and to develop a Romblon Balik-Kasaysayan
program that was the inspiration to teachers and communities to gather important data
of the community to value the unique heritage of history for the next generations.
Currently, four integrated schools have been built, a cultural high school and 2
elementary schools for indigenous communities have been serving the students and
many raw materials are being made by the teachers to broaden the level of use and
expression of our three languages.

In the barangays and communities, the Romblon Balik-Kasaysayan program serves as a


look back at the lessons of the past and informing future generations of the importance
of their history by facing a new tomorrow with inspiration and hope.

For the teachers and principals, the reforms and innovations contributed by Mr.
Solatorio are a great help to raise the level of knowledge, literacy and learning of the
students. He also helped the teachers and principals to participate for their professional
growth and development.

As of now, Romblon is one of the leading Divisions in MIMAROPA that has been able to
submit to the Department of Education our orthography along with the four minima for
study.

With the new schools that have been built, it has opened a new perspective and hope
to the indigenous people of Romblon to value education and use it as a vehicle to reach
their dreams in life.

This is the basis of the Philippine Elementary School Principals' Association (PESPA) to
endorse the nomination of Mr. Jordan D. Solatorio in recognition of his dedication and
perseverance to stand as a pillar of the three languages to produce orthography,
learning materials, and activities in the development of stories about the origin of each
community that flourished and opened a new perspective to give an opportunity to
recognize the three languages of Romblon. Moreover, to bring schools closer to the
indigenous community.

As a native of Romblon, we still have a long way to go in our quest to be included in


the languages recognized by the Filipino Language Commission (KWF) but the efforts of
Mr. Jordan D. Solatorio for this goal gave us a new door and hope to persevere more
and give value to our own Mother Tongue and indigenous communities.

All of these are just some of his unique contributions for the Division of Romblon and
the students, schools, and indigenous communities.

We humbly ask that our recommendation be recognized for those who value Public
Service.
