1. Purpose
This procedure sets out requirements and guidelines for managing mobile plant and
machinery with a view to ensuring that associated risks are formally assessed and
addressed, and that suitable control measures are in place to prevent injury and
property damage and environmental pollution incidents.
2. Scope
This procedure is specific to the 1.6 GWac / 1.8 GWp Sudair PV IPP Project, in the KSA,
and applies to all mobile plant and machinery operating on site.
A non-exhaustive list of mobile plant and machinery covered by this procedure includes
piling and ramming rigs, forklifts and power platforms, backhoes, manlifts/aerial lifts,
trucks, tractors, loaders, bulldozers, graders, concrete mixers, concrete pumps, etc.
This procedure does not apply to lifting appliances, as associated requirements are covered
by SUDAIR-HSE-PR-025-xx-Lifting Operations.

The terms used in this procedure shall have the meanings ascribed to them hereunder:
Lifting appliance: Mobile crane, crawler crane, tower crane or boom truck.

required documents and certificates in a timely manner;
forward equipment and operator/driver documents and certificates to the Project
HSSE Manager for review and approval, prior to mobilization;
inform the Project HSSE Manager and execution team regarding the planned arrival
date/time of mobile lifting appliances.

5.6 Banksman
The Banksman shall:
communicate with other Banksmen, if applicable, regarding traffic on the job site;
direct the P&M using the appropriate signs;
safely move the P&M through the site;
work to ensure the safety of pedestrians and operators/drivers on site;
perform other duties as assigned by his supervisor.
5.10 Operator/Driver
The operator/driver shall:

6.1 P&M mobilization
6.1.1 When negotiating the rental of mobile P&M, the FA&A Manager, or an employee
designated by the FA&A Manager, shall request that the equipment rental company
send copies of following valid documentation, as applicable:

6.1.2 A full list of supporting documents has been included for reference in Appendix A.
6.1.3 On receipt of the aforesaid documents, the FA&A Manager or designated employee
shall email them to the Project HSSE Manager, who shall review the documents to
ensure that they are valid.
6.1.4 In addition, Project HSSE Manager shall make sure that all required third-party
certificates have been issued by a third party approved by the Project Company.
6.1.6 Additional third-party certification bodies may be acceptable, subject to the Project
Company’s prior approval.
6.1.7 If any of the required documents has expired, is missing or has been issued by a non-
approved certification body, the Project HSSE Manager shall inform the FA&A
Manager or designated employee, who shall coordinate with the equipment rental
company to obtain valid documentation.
6.1.8 The FA&A Manager or designated employee shall inform the Project HSSE Manager,
Lifting Appointed Person and execution team of the P&M’s expected arrival date and
time to site, so as to enable them to make required preparations, including:
6.1.9 No P&M shall be allowed on any L&T site without the required documentation
specified under par. 6.1.1 or without the required arrangements specified under par.

6.1.8 in place. It is, therefore, essential that the FA&A Manager or designated
employee obtain clearance from the Project HSSE Manager prior to finalizing the
rental and deploying the P&M to site, so as to avoid unnecessary delays and costs.
6.2.2 The Security Guard shall temperature-screen the P&M operator, per the
requirements of SUDAIR-HSE-PL-008-xx-COVID-19 Management Plan and Procedures
and, if the operator’s temperature is below 37.5 oC, shall immediately inform the
Project HSSE Manager, who shall designate a competent person, e.g., an HSSE
Practitioner, to inspect the P&M. If the operator’s temperature is above 37.5 oC, the
Security Guard shall prohibit the P&M operator from entering the site,
6.2.3 The competent person shall inspect the crane using SUDAIR-HSE-CL-005-xx-P&M
Checklist.
6.2.4 If the P&M passes the inspection, the competent person shall affix an approved P&M
tag, per the sample in Appendix B, indicating the P&M’s registration number and the
inspection date and result, which he shall initial. If the P&M fails the inspection, the
competent person shall prohibit the P&M from entering the site and shall inform the
Project HSSE Manager.
6.3.2 If the operator is unsure how to get to the lifting area, the competent person shall
assign a dedicated TPC Banksman to guide the operator to the lifting area, if it is
within walking distance, else he shall assign an escort vehicle.
6.3.3 In such a case, the Banksman or escort vehicle shall remain with the mobile crane for
the duration of its travel on site, until it reaches the designated lifting area, to ensure
safe movement.

6.4.2 On successful completion of the walkaround inspection, operators shall mount the
P&M maintaining a 3-point contact with the steps and hand rails and shall never use
the controls or steering wheel as a handhold.

ensure that controls are in neutral, and the parking brake is set before starting
engine;
start the engine only from the operator’s seat;
warn personnel in the area that they are starting the engine;
check all gauges, lights, instruments, and warning devices to make sure that they
are functioning properly, and the readings are within normal range;
test steering, right and left;
test brakes against ground speed to be certain there is no malfunction;
ensure that all implement controls are operating properly.
6.5.2 Since exhaust fumes are dangerous, running P&M should always be kept in the open
or in a well ventilated area.
6.6 Operation
6.6.1 All P&M operating on site shall be assigned a third-party certified banksman.
Operators and banksmen shall be conversant with hand signals and have adequate
understanding of each other’s language if not the same.

6.6.2 Operators and banksmen shall maintain visual contact at all times and operators shall
be instructed to immediately bring their P&M to a halt if they lose sight of their
assigned banksman.
6.6.3 If work is to be carried out near or under overhead powerlines, it shall be subject to a
task-specific method statement and risk assessment, detailing appropriate controls.
At any rate, following minimum clearances shall be maintained:
6.6.4 If work is to be carried out near an excavation or trench, operators shall maintain a
safe distance, dependent on the depth of the excavation, as shown in Figure 1 below.
6.6.5 Operators shall be fully, and solely responsible for, and shall remain fully focused on,
the safe operation of their P&M.

6.6.6 Each operator shall exercise reasonable precautions in the operation of their P&M,
avoiding such actions, conduct or behaviors that could compromise the safety of
people or damage property.
use the equipment only for the purpose for which it was designed and per the
manufacturer’s instructions;
ensure that loads are within the rated load capacity of the equipment;
carry loads as close to the ground as possible;
give way to pedestrians;
maintain a clear view ahead and behind via a correctly adjusted rear view mirror;
maintain a safe distance from other vehicles or equipment;
observe site traffic rules and speed limits and ensure they can make a safe stop
at any time;
avoid rapid acceleration, deceleration, and quick turns;
drive carefully on wet or slippery surfaces or when pedestrians are near.
6.7 Parking
6.7.1 P&M shall be parked on level ground or, if this is impossible, they shall be positioned
at right angles to the slope, with wheels blocked.
6.7.2 P&M shall, for no reason, be left unattended while the engine is running, particularly
when personnel are in reasonable proximity to the idling P&M.

6.7.3 P&M shall not be parked near or under overhead powerlines, particularly if they have
rubber tires, as they are liable to be energized.
6.7.4 When parking, controls shall set to neutral, the power shall be shut off, the parking
brakes shall be applied, and the work tools shall be lowered fully to the ground.
6.8 Refueling
6.8.1 Prior to refueling P&M, the HSSE Practitioner overseeing the area shall ensure that a
spill kit and suitable extinguisher (e.g., CO2 or DCP) are ready at hand and that
trained Spill Responders and Fire Wardens are available.
use of electronic devices, such as cell phones, shall be strictly prohibited, because
a spark could ignite a fire;
smoking while fueling shall be strictly prohibited and care shall be taken to
ensure that there are no other potential sources of ignition, such as open flames
or spark-producing equipment operating in the area;
fuel shall not be dispensed into a can or other portable container while it is
sitting in the equipment;
only safety cans or other approved portable fuel containers shall be used to
transport or transfer fuel, since unapproved containers can leak, spill fuel or
rupture;
If the equipment may accidentally move, the wheels shall be chocked;
the equipment’s engine shall be turned off and the engine shall be given
sufficient time to cool off;
before dispensing fuel, the employee carrying out refueling should touch a metal
part of the equipment that is not close to the fuel tank to help dissipate any
bodily static buildup;
the fuel tank shall not be overfilled to allow for fuel expansion during hot
weather.
6.8.3 Refueling, carrying and/or storing fuel near or under overhead powerlines shall be
strictly prohibited, as a spark from an induced voltage could ignite the fuel.
6.9 Maintenance
6.9.1 Preventive maintenance on site shall, as far as reasonably practicable, be avoided.

6.9.3 Maintenance shall be carried out by qualified rental company employees, per the
manufacturer’s instructions and/or in accordance with an associated method
statement or procedure.
7. Records
7.1 Following records shall be maintained onsite:
inspection checklists;
valid third-party inspection certificates;
valid operator competence certificates, issued by an approved third party;
valid operator driving licenses;
P&M register.
7.2 All records specified above shall be maintained and updated by the Project
HSSE Manager or a designated HSSE Practitioner.
7.3 Said records shall be retained for a minimum period of three (3) years or until
the close of the project, whichever comes first.
7.4 Personnel specified under par. 7.2 shall produce said records, when and as
requested by the Owner, third-party auditors and/or authorities.
